2025 Essex Security Camera Program

APPLICATION
INSTRUCTIONS: Applicants must input the information below and upload all documents, photographs, etc. as requested. Incomplete applications will be returned.

Applications must be submitted by Monday, March 17, 2025, at 5:00 PM.

About this Program

This initiative provides commercial businesses/commercial property owners with physical locations in the Essex Sustainable Community Area boundaries with the opportunity to apply for and receive exterior security camera systems in an effort to deter crime and aid in investigations. This program is funded by a Maryland Department of Housing and Community Development Community Safety Works Grant awarded to Essex Community Development Corporation.

Eligibility
- Commercial/retail property owner situated within the Essex Sustainable Community Area as designated by the State of Maryland (https://essexcdc.org/how-we-help/studies-and-reports/)
- Business/Nonprofit leasing space in commercial/retail properties located in the Essex Sustainable Community Area.
- Attend ONE Essex CDC Community/Networking Event & ONE Essex CDC Information Session.
Requirements
- Complete and submit an application by the Monday, March 17 deadline.
- Be selected by the Review Committee.
- Have a stable Internet connection.
- Install program-specific signange on premises.
- Ensure that security cameras will operate 24 hours per day/7 days per week.
- Retain video footage for a minimum of 30 days.
- provide your own screen for on-premises viewing.
- Applicants who are tenants (as opposed to property owners) must provide a Letter of Permission from the property owner approving the installation of the security camera system.
Conformance
- All applicants acknowledge that they will not use the security camera for any unlawful or harassing purposes.
- All applicants must comply with applicable Baltimore County building and electrical code requirements.
- Any breach of the signed Agreement will result in full reimbursement of grant by the applicant to the Essex Community Development Corporation.
