Stop the Confusing & Irresponsible "Bike & Roll Plan," Focus on MUNI

70% of SF households need a car to get to work, school, appointments, haul equipment, make deliveries, etc.

And those who don’t own cars do rely on vehicles to provide goods and services.

**The Bike & Roll Plan has No Budget, No Metrics, No Cost-Benefit Analysis

"Bike & Roll" is a massive and expensive street redesign plan that deliberately impedes the use of private vehicles on streets while SFMTA faces epic deficits and threatened MUNI service cuts.

SFMTA is set to vote on this on March 4, and yet, as of Feb 24, there is still no price tag provided for the confusing and unclear set of "plans." It would be a breach of fiduciary duty for the SFMTA Board to approve such a poorly conceived concept with zero funding, especially when facing a $320M deficit.

While the glaringly absent price tag for the build/maintenance is problematic, an even bigger problem is the lack of an impact analysis for flow of traffic in SF and what this might mean for increased travel times and related costs of living and doing business in the city.

The real metrics that need to be analyzed are the a) impact on average travel times from point A to point B and b) the related impact on cost of living. What metrics will indicate success?

San Francisco is an insanely expensive place to live. San Francisco City policies exacerbate the strain. If the city actually wants to promote affordability, it would be looking at how to IMPROVE the flow of traffic, not RESTRICT it. There NEVER is a good time for this plan! Even if some zillionaire gifted the money to SF, this is a bad idea.

The Bike Coalition argues that this plan is “not ambitious enough” and that SFMTA should proceed despite community opposition. See Video Here. The bike coaltion is asking their members to show up en masse for the vote.

The SFMTA Board will vote on this terrible plan that will drastically congest SF traffic even further on March 4th.

Dear Mayor Lurie, Board of Supervisors, and SFMTA,&#13;&#10;&#13;&#10;Despite years of so-called "planning," the "Biking & Rolling Plan" still has no price tag—just ten days before the scheduled vote. This is an unacceptable failure of governance. A comprehensive financial assessment should have been available months ago. Moving forward without one—especially given SFMTA’s massive budget deficit—would be a breach of fiduciary duty.&#13;&#10;&#13;&#10;However, the lack of financial accountability is just one of many serious flaws in this plan, which would drastically undermine San Francisco’s basic functionality. Key concerns include:&#13;&#10;&#13;&#10;•	Inaccurate and Misleading Bike Network Maps: The plan only considers streets with structural bike lanes or “slow streets” as part of the official bike network, excluding existing painted and signed bike lanes. A clear, detailed, and readable map must be provided, showing both the current bicycle network and proposed changes. For example, Market Street is closed to private vehicles but is not reflected in the current bike network map. The public deserves transparent, high-resolution maps—not abstract, microscopic renderings.&#13;&#10;&#13;&#10;•	Unverified, highly questionable data: the data used to support the justification of the plan is questionable due to the outreach effort methodology.  Example:  SFBC claims that SFMTA data says that 80% of San Franciscans want to bicycle more often an uses this as a justification for turbo-charging bike lanes.  Is this a realistic data point?  What was the context for that question?  In a perfect world would we all like to bike more? Sure. Is this realistic for most people trying to live productive lives with family and work responsibilities? Probably not. Is this data point driving everything else in the plan? If so, it is irretrievably flawed – we need the data.&#13;&#10;&#13;&#10;•	Traffic and Parking Impact Analysis: The city is planning to add tens of thousands of housing units while simultaneously constricting traffic flow and removing parking. What will this mean for travel times, emergency response, and the cost of doing business? A full impact study must be conducted before any changes move forward.&#13;&#10;&#13;&#10;•	Accountability for Outreach and Spending: The public has a right to know how much has been spent on outreach and planning, who was contracted, and what deliverables they provided. To date, there has been no transparency on these critical details.&#13;&#10;&#13;&#10;San Francisco cannot afford more reckless SFMTA experiments like those on Valencia Street and the Kirkham Street neckdown. Facing a $320 million deficit, SFMTA should be prioritizing MUNI improvements to build a world-class transit system—not pouring untold millions into street redesigns that lack public support and meaningful engagement. The so-called “community meetings” have been little more than pressure sessions run by interest groups, rather than genuine forums for input.&#13;&#10;&#13;&#10;Nearly 70% of San Francisco households own a car, and all residents deserve safe, efficient, and navigable streets. Yet, the 250+ page Biking & Rolling Plan is riddled with ambiguity, lacks necessary environmental impact studies, and threatens our economic recovery and mobility.&#13;&#10;&#13;&#10;Plans have never been clearly publicized, in a legible format, or openly discussed with voters. There is no indication of fiscal responsibility—especially as MUNI faces potential service cuts due to looming deficits.&#13;&#10;&#13;&#10;San Francisco’s economic recovery depends on preserving accessibility for all residents, commuters, and tourists. City leaders must stop approving policies that discourage tourism and make navigating our city more difficult.&#13;&#10;&#13;&#10;I urge you to halt this rushed and irresponsible vote.&#13;&#10;&#13;&#10;Thank you,
