The Drug Enforcement Administration (DEA) enforces the Controlled Substances Act, as amended, and all subsequent Acts to control chemicals that can be used in the clandestine production of controlled substances. The chemicals regulated under these Acts are known as List I and List II chemicals and are as follows:

LIST II Chemicals

- Acetic anhydride
- Acetone
- Benzyl chloride
- Ethyl ether
- Potassium permanganate
- 2-Butanone (or methyl ethyl ketone or MEK)
- Toluene
- Hydrochloric acid
- Sulfuric acid
- Methyl isobutyl ketone* (MIBK)
- Sodium permanganate
- Anhydrous hydrochloric acid (hydrogen gas)

Purchasers of cyclohexanone and N-methylformamide must also complete this form per the DEA Special Surveillance List of Chemicals, as amended October 24, 2023.

The Acts and A.G. Layne’s Product Stewardship/internal procedures require A.G. Layne, Inc. to establish the identity of purchasers of List I and List II chemicals including mixtures containing these, and to report suspicious or unusual orders. A.G. Layne Inc. uses the attached DEA Authorized Purchaser Form to record and comply with requirements for establishing the purchaser’s identity and requires all customers of List I and List II chemicals/mixtures to certify that the products ordered from A.G. Layne, Inc. will not be used directly or indirectly in the production of illicit drugs or chemical weapons and provide the names and signatures of their authorized purchasing personnel on this form. These records will be updated annually.

Please complete the DEA Authorized Purchaser Record, indicating whether you purchase List II chemicals or mixtures containing these offered by A.G. Layne, Inc. Please note that orders for List II chemicals/mixtures can only be taken from the authorized purchasing personnel identified on this form.
