• Impact of the USA leaving WHO and pausing USAIDS/PEPFAR funded programmes in the WHO European Region

  • On 20 January, 2025 the U.S. Administration, issued two Executive Orders, with impact on the global HIV response – one announcing that the USA will exit the WHO and another one imposing a 90-day pause on all foreign development assistance programmes, including USAID/ PEPFAR. On 24 January, US Secretary of State issued a waiver for “emergency food assistance” and only four days after a waiver for “lifesaving humanitarian assistance” programmes. Nevertheless, the 90-day assessment and realignment process remain in place, affecting ongoing programmes and projects across several countries, including those in the WHO Europe Region.

    The purpose of this survey is to capture the impact of the Executive Orders along the HIV care continuum. Completing the survey should take no longer than 5 minutes. There are no significant expected risks, and your participation is entirely voluntary. You may stop taking part at any time without providing a reason and without any consequences.
