One of your patrol leaders is looking for assistance with a decision on where to go to on camp as two of the scouts are fighting over the venue.

Scout 1: Really wants to go to the local scout campsite. Thinks it’s a great place and has had lots of fun camps there. Doesn’t understand why you would want to go anywhere else. He is threatening not to go on the after camp unless it is at the campsite.

Scout 2: Thinks the patrol should go bivvying in a forest. The local campsite is not suitable for bivvying and the patrol has been camping as part of the Jamboree. The patrol hasn’t done much backwoods this year and this Scout needs to finish the next stage in the Backwoods Adventure Skill for their Chief Scout Award.
Scout 2 is getting very upset.

PL: Is trying to calm everyone down and come up with a solution.

What would you suggest to the PL to help them resolve this?

  • Question 4

Read the case studies below and outline how you would act/react, suggesting possible solutions to resolve the issue.

A Scouter, who is assisting the scouts looking after the Troop equipment has come to you to explain that the PLs are not doing their job, and they have to do all the work.

Scouter 1: Believes they have to do all the work, that the Scouts never help them get the equipment ready before activities or help clean it up for return to the stores. At the start of the year the Scouts really wanted the job and it was agreed with the PLs and APLs to share it. But it’s harder than they thought, and they subsequently are not committing to it. The Scouter feels that they have to take on much more work and without help it’s not possible to get everything sorted. The Scouts agreed to all of this at the beginning of the year. It’s just not fair. Later, you acknowledge that some of the Patrol Leaders assist at Patrol and Troop Meetings

PLs: At first, they deny that there is a problem. They insist that they are there to help sometimes but can’t give an example; but they do help at meetings. They say the Scouter 1 still really wants to be a quartermaster, because Scouter 1 likes the responsibility. Later, one of the PL’s mention that sometimes it’s hard to get a lift to the scout hall because one of their mums works a lot. The PL is not allowed to cycle to the scout hall yet but will be in a few months.

You are listening to both sides, but are uncertain what to do. They both have good points and want to do the job. How would suggest the troop proceed from here?

What is your approach to this?

  • Question 6

During the build-up to the Jamboree you notice that a scout/Scouter is not keeping up their fitness levels, in fact you notice that they have become less fit since when they joined the troop. You understand the size of the site and the physical requirements of being on a Jamboree.

Part A: Assume this person is a Youth Participant, how would you approach this?
Part B: Assume you are the Head of Troop, and the person is a Scouter, how would you approach this?

  • Question 7

You are on the Jamboree site and a parent has called to tell you their child (14yrs) has told them they are being bullied by the other Scouts older than him (17yrs). They tell you he has been very upset and crying at night and wants to leave the Jamboree site and go home. They also tell you the scout has a number of mental health issues that were not disclosed on the activities consent form. His parents are concerned for his safety on mental health grounds and are thinking about flying to Poland today. The scout has not brought any of these concerns to you.

    How would you approach this?
