  • About Blushel Ocbina

    LI Board Vice Chair; Organizational Change Management Leader

    Ms. Ocbina has been involved with Leadership Initiatives since 2005 when she established and managed LI's programs in the Philippines. Following the conclusion of her contract in 2007, Ms. Ocbina became an active volunteer and supporter of the organization, eventually joining the advisory board in 2009 and serving as its chair in 2012.

    Ms. Ocbina joined the LI Board in 2013 and has been serving as its vice-chair since. Ms. Ocbina brings to Leadership Initiatives her passion for community service and development.

    Blushel is an alumna of the University of Southern California. Since 2004, she has been serving the needs of public, private, and civic organizations in the areas of strategic communications, change management, marketing, branding, portfolio management, program management, project management, stakeholder management, proposal management, and business analysis/business process improvement. In this capacity, she has worked alongside numerous teams of cybersecurity professionals, recognizing the importance that cybersecurity has on business assets, client data, and protecting the growth of a company.

  • Purpose: The Ocbina Cybersecurity Innovators Scholarship aims to amplify Blushel’s efforts to provide real-world educational opportunities to deserving students. This scholarship is designed to empower students to pursue emerging careers in cybersecurity and technological innovation while continuing to promote equity and leadership opportunities.

    Eligibility: The Ocbina Cybersecurity Innovators Scholarship is open to top rising freshman and graduating seniors who are interested in pursuing a career in cybersecurity. One annual scholarship recipient will be chosen based on academic and personal merit. 

    Deadline: The Ocbina Cybersecurity Innovators Scholarship applications must be received no later than December 5th, 2025. All scholarship recipients will be announced on January 15th, 2026.

    Scholarship Award: The Ocbina Cybersecurity Innovators Scholarship will award one student full tuition to attend the Cybersecurity & Defense Internship at Georgetown University from July 12th – July 18th, 2026 or July 19th – July 25th, 2026. The Ocbina Scholarship fund will also reward ten partial scholarships.

  • I understand that the 2026 Ocbina Cybersecurity Innovators Scholarship can only be used to attend the Leadership Initiatives International Leadership & Business Internship held at Georgetown University from July 12th – July 18th, 2026 or July 19th – July 25th, 2026. This scholarship can not be transferred to any other program or institution or be requested as a payment. 

    All applications received after the deadline of December 5th, 2025, will not be considered to receive this scholarship. Decisions will be made by the Leadership Initiatives Scholarship Committee and will be announced on January 15th, 2026.
