  • Survivors and advocates, in partnership with the Mayor's Office of Neighborhood Safety and Engagement (MONSE), created the Healing and Compassion Fund to provide relief and support to families affected by gun violence in Toledo. We understand many of the challenges survivors face, and we are here to help.

    Eligible applicants can receive support for essential needs, including relocation, home repairs, funeral costs, medical bills, and more. Payments will go directly to service providers - whether for scene cleanup, funeral arrangements, rent assistance, etc. - to help ease burdens during this difficult time.

    The fund does not provide reimbursement. While funding is not guaranteed, please know that you are not alone. A dedicated team of survivors, advocates, and community partners is committed to standing by you, offering guidance, and ensuring you receive the support and resources you need. We are here for you.

  • Upon reviewing dozens of applications, reviewing similar initiatives across the country, extended committee discussions, and a vote, the review committee has updated eligibility for the fund. As of April 15, 2026, the following changes have been made:

    Eligible Incidents  

    • All homicides 
    • Non-fatal shooting injuries (intentional or unintentional)
    • Shootings that result in damage to a car or a home

    Maximum Funding Per Category

    • $2,000
      • Funeral expenses
      • Relocation
      • Crime scene cleanup
    • $1,000
      • Repairs to cars or homes
      • Insurance co-pays for car or home repairs
      • Rent or mortgage
    • $500
      • Basic needs

    Bill Payment Policy

    • Rent or mortgage are only eligible when the incident resulted in limited ability to pay rent
    • Utilities and car payments are no longer covered. When available, the team will work with the applicant to identify additional sources of support. This support is not guaranteed. 
    • Eligibility Requirements & Additional Details 
      • This application must be completed by someone 18 or older, directly connected to the victim, and with consent from the victim, survivor, or guardian.

      • Proof of your identity, that the incident occurred, and that you have a direct relationship with the victim is required (i.e., ID, birth certificates, bills with addresses and names, and a police report with identifying information).  
      • The incident must have occurred in Toledo, after September 30th, 2025. At this time, the fund cannot support requests for incidents before this date.

      • Applications are reviewed by a seven-person committee that includes gun violence survivors, victim services providers, community-based organizations, one (1) member of the faith-based community, one (1) City of Toledo MONSE staff member, and one (1) member of United Way of Greater Toledo. Your identifying information will be removed so reviewers cannot access your name or address. 

      • Any answers you provide are private and securely held in an encrypted database. Your information will only be used to process your application and to connect you with the resources you choose.
