RE: 2026 Community Development Block Grant (CDBG) Subrecipient Applications
Dear Applicant:
The City of Moline is pleased to announce the availability of Community Development Block Grant (CDBG) funding for eligible projects in Program Year 2026. This funding, provided by the U.S. Department of Housing and Urban Development (HUD), is anticipated to total approximately $100,000 for the upcoming grant cycle.
All grant requests must be for a minimum of $10,000.
Federal Compliance Reminder – SAVE Program
The City continues to receive questions regarding the use of federal funds and the impact of the Systematic Alien Verification for Entitlements (SAVE) program. This is an ongoing federal compliance requirement that may affect CDBG-funded activities and subrecipients utilizing federal funding.
Additional guidance will be provided as the application process continues. For applicants unfamiliar with SAVE, the following overview is provided for informational purposes:
What is the SAVE Program?
- SAVE is administered by U.S. Citizenship and Immigration Services (USCIS), within the U.S. Department of Homeland Security.
- SAVE allows federal, state, and local agencies to verify immigration or citizenship status when required by federal law.
- HUD uses SAVE for certain HUD-funded programs when verification of eligible immigration status is required.
Key HUD Regulatory Requirements
HUD and its subrecipients must comply with the following requirements, as applicable:
- Eligible Immigration Status - HUD assistance is generally limited to U.S. citizens, nationals, or noncitizens with eligible immigration status as defined by federal statute.
- Declaration & Consent - Applicants must complete a declaration of citizenship or immigration status and provide consent for verification.
- Primary & Secondary Verification - SAVE must be used for primary verification when required. If status cannot be confirmed, a secondary verification process may be necessary.
- Documentation - Applicants may be required to provide supporting documentation (e.g., permanent resident card, refugee or asylum documentation). Agencies must clearly communicate documentation requirements.
- Notification & Appeals - Applicants must receive written notice of determinations and be informed of appeal or reconsideration rights.
- Effect on Assistance - Ineligibility may result in denial, proration, or termination of assistance. Assistance may not be delayed if all required documentation has been submitted timely and verification is pending.
Program Year 2026 Application Submission
- Deadline: Wednesday, April 1, 2026, by 5:00 p.m.
(Late or incomplete applications will not be considered.)
- Submission Method: Applications must be completed and submitted electronically, including all required attachments.
Mandatory Pre-Application Meeting (Required)
Attendance at this meeting is a pre-qualifier for funding consideration. Applicants must attend either in person or virtually.

Application Review & CACUP Public Presentation
Applicants submitting a complete application will have the opportunity to present their proposal to the Citizen Advisory Council on Urban Policy (CACUP).
- Public Presentation & Vote Recommendation:
Thursday, April 16, 2026, at 4:00 p.m.
Note: CACUP may recommend funding awards below the $10,000 minimum.
Final Approval & Compliance
CACUP’s funding recommendations will be submitted to the Moline City Council as part of the 2026 Annual Action Plan approval process. Following local approval, the Annual Action Plan will be submitted to HUD for final review and authorization.
All awarded subrecipients must:
- Obtain a Unique Entity Identifier (UEI)
- Be registered at www.sam.gov within 30 days of City Council award recommendation
