      Presented by the Health Sector Coordinating Council Cybersecurity Working Group

      “Cybersecurity for the Clinician” is a free, public-service resource developed by the Health Sector Coordinating Council Cybersecurity Working Group – a coalition of healthcare providers, medical technology, pharmaceutical, payers and health IT companies working with the government to identify and mitigate cyber threats to the healthcare system.

      For an introductory preview of the first of 8 training videos, go to our HSCC YouTube Channel https://youtu.be/rS0gT6bIiYw .  For institutions and companies wanting to download the eLearning-compatible file for use in your enterprise training program, we would appreciate your registering below.  With your permission we would solicit your feedback about the effectiveness of the videos and ask whether you would be willing to share the total number of your employees having completed the series.  We would hope to contact you ideally no more than quarterly for that measure (no names nor other personal information wanted) so we can assess its visibility and utility.  Any feedback routines will accommodate your policy.

      Introduction
      The “Cybersecurity for the Clinician” video training series totaling 47 minutes among eight videos explains in easy, non-technical language what clinicians and students in the medical profession need to understand about how cyber attacks can affect clinical operations and patient safety, and how to do your part to help keep healthcare data, systems and patients safe from cyber threats.

      The series is good for one CME/CEU credit hour. Using these training videos also may satisfy documentation requirements of the CMS Emergency Preparedness Rule, the National Fire Protection Association and The Joint Commission for facility Hazard Vulnerability Analysis and Risk Analysis and Training.

      The new version 3.0 Cyber Security for the Clinician source is lightweight and flexible for both admins and end users. Easily distribute the entire course, slow release bite-size video slides, or just send out the final quiz to certify your existing experts. The new series now allows users to pause and rewind the video playback for more engaging learning, and includes closed captions for users with a need or preference to read along.

      For the series of SCORM zip files for your learning management system, please register below.  For institutions featuring the series on your LMS, we would appreciate being permitted to contact you no more frequently than quarterly to request the total number of recorded views of the series on your system.  Feedback routines will accommodate your policy.

      Homeland Security - Office for Bombing Prevention (OBP)

      The Office for Bombing Prevention (OBP) leads the Department of Homeland Security’s (DHS) efforts to implement the National Policy for Countering Improvised Explosive Devices (PDF) (National Counter-IED policy) and enhance the nation’s ability to prevent, protect against, respond to, and mitigate the use of explosives against critical infrastructure; the private sector; and federal, state, local, tribal, and territorial entities. Registration will close 2 business days prior to the scheduled start date. All times listed are Eastern Standard Time (EST).

      AWR-333 — Improvised Explosive Device Construction and Classification (IED-CC)
      Provides an overview of the construction and classification of IEDs. Participants will acquire basic knowledge of IEDs, including their function, components, classifications, and how they are constructed.[75 Min]

      AWR-337 — Improvised Explosive Device (IED) Explosive Effects Mitigation (IED-EEM)
      Introduces participants to the effects of detonations and details the difference between blast, thermal/incendiary, and fragmentation effects and the destructive consequences of each on various targets. It also describes security measures and best practices that can help prevent or mitigate explosive effects.[75 Min]

      AWR-338 — Homemade Explosive (HME) and Precursor Awareness (HME-P)
      Provides a basic understanding on HMEs and common precursor materials. Participants will define HMEs, explain the considerations perpetrators have when evaluating whether or not to use HMEs as the explosive for an attack, and identify common precursor chemicals and materials used to make HMEs.[75 Min]

      AWR-334 — Introduction to the Terrorist Attack Cycle (ITAC)
      Introduces a conceptual model of common steps that terrorists take in planning and executing terrorist attacks. Participants will acquire basic knowledge of how terrorists operate and be better able to counter potential attacks using improvised explosive devices (IEDs) by being able to identify the signs of a possible attack and responding appropriately and effectively.[75 Min]

      AWR-340 — Protective Measures Awareness (PMA)
      Introduces participants to identifying and filling facility security gaps and provides foundational knowledge on risks, risk management, and the three rings of security: physical protective measures, procedural/technical protective measures, and intelligence protective measures. Participants will acquire the background knowledge needed to devise appropriate protective measures based on the varied and unique characteristics of individual facilities.[75 Min]

      AWR-335 — Response to Suspicious Behaviors and Items for Bombing Prevention (RSBI)
      Provides an overview of appropriate responses to suspicious behaviors and items by differentiating normal and abnormal behaviors and highlighting appropriate responses to potential terrorist or criminal activity. It also discusses the differences between unattended and suspicious items, and the responses for each situation.[75 Min]

      AWR-939 — Introduction to Bomb Threat Management (IBTM)
      Provides learners foundational knowledge on domestic bomb threat data, the Office for Bombing Prevention BTMP process, elements of a bomb threat plan, and the overall impact of bomb threats.[75 Min]

      AWR-940 — Surveillance Detection Principles
      Provides public safety and security professionals with the knowledge and skills to employ the fundamentals of surveillance detection for bombing prevention related to a facility/system or a planned or unplanned event and to recognize hostile surveillance activity.[4 hrs]

      AWR-943 — Suspicious Activity Recognition for Bombing Prevention (SAR BP)
      Provides participants with the knowledge and skills to identify suspicious activity for bombing prevention related to a facility/system or a planned or unplanned event. The course includes an introduction to the BOMBER acronym and an overview of baseline behaviors, operational indicators, materials acquisition and storage, bomb-making activities, elicitation, and reporting mechanisms.[75 Min]

      AWR-945 — Bomb Threat Assessment
      Provides the participants foundational knowledge on the assessment and evaluation of bomb threats and related responses and considerations. This course introduces types of threats, the threat assessment process, and the implementation of a Bomb Threat Management (BTM) plan.[75 Min]

      Virtual Instructor Led Training (VILT) Awareness Courses
      Virtual Instructor Led Training (VILT) courses provide general awareness level counter-improvised explosive device (C-IED) information to a broad audience through an on-line virtual training experience with a live instructor. These courses enhance participants’ awareness and capability to prevent, protect against, respond to, and mitigate attacks that use IEDs against people, critical infrastructure, and other soft targets. Perfect for participants with time availability constraints, they can be taken as stand-alone courses or serve as prerequisites for many of the instructor-led courses provided by the Office for Bombing Prevention (OBP).

    • L0146: Homeland Security Exercise and Evaluation Program (HSEEP) 

      This class will be held on January 13-14, 2026 from 8 a.m.- 5 p.m. at Highlands Fellowship Church-Bristol, 134 Commerce Ct., Bristol, VA 24202. 

      This 2-day period of instruction is for those individuals that are directly involved in the planning, design, and evaluation of training exercises. The L0146 HSEEP is a basic-level course that provides a comprehensive overview of exercise design along with practical skill development in accordance with the HSEEP Doctrine. The course uses activities that will give participants an opportunity to interact with many of the templates and other materials that are provided by the National Exercise Division to ensure exercises are conducted in a consistent manner. Upon completion of this course, participants will gain a better understanding of what constitutes an HSEEP consistent exercise.

       

      Target Audience: The target audience for this course is emergency management personnel, public safety personnel, and personnel with primary exercise development roles and responsibilities and their supervisors; which includes those with planning, budget management, design, development, conduct, evaluation, and improvement planning of exercises.

    • L0102: Fundamentals of Threats and Hazards 

      This class will be held on February 3-5, 2026 from 8 a.m.- 5 p.m. at Wytheville Community College, 1000 E Main St, Wytheville, VA 24382.

      This course is part of the National Emergency Management Basic Academy and will count towards the completion of this program. This course provides participants with an overview of scientific principles and concepts that come into play in the management of a wide range of disasters. Emergency management professionals should have a baseline understanding of biological, chemical, and weather-related event. Students will learn the science behind events and disasters that shape our increasingly dangerous world.

      Target Audience: This course is intended for newly appointed emergency managers from State, local, tribal, territorial, and Federal emergency management agencies, and prospective professionals transferring from another discipline to emergency management.

    • G318: Local Hazard Mitigation Planning 

      This class will be held on March 4-5, 2026 from 8 a.m.- 5 p.m. at TBD.

      This course is designed to guide local communities through the steps needed to produce, maintain, implement, and update a local hazard mitigation plan. The goal is to provide an overview of the requirements for local hazard mitigation plans that are found in the Local Mitigation Planning Policy Guide (2025). The Local Mitigation Planning Policy Guide is FEMA’s official policy on and interpretation of local hazard mitigation planning requirements set in 44 Code of Federal Regulations (CFR) Part 201.

       

      Target Audience: Local government and state agency personnel, with roles and responsibilities related to hazard mitigation planning.

    • MGT 312: Senior Officials Workshop for All-Hazards Preparedness

      This class will be held on April 21, 2026 from 8 a.m.- 5 p.m. at City of Roanoke 911 Center 1830 Blue Hills Circle NE Roanoke, VA 24012.

       

      This workshop provides an interactive forum to better understand the roles and responsibilities of community leaders as related to all-hazard disaster preparedness, to share proven strategies and best practices, and to enhance coordination among whole of community partners.

      Participants will introduced.to a basic understanding of planning operational coordination and public information and warning through lecture and group discussions.  The participant will have the opportunity to work through a customized tabletop exercise focused on the strategic objectives faced by senior leaders.  The final activity of the class is the development of an action plan to improve the preparedness posture of the community/organization.

      This class will be held on April April 21-22, 2026 from 8 a.m.- 5 p.m. at Abingdon Fire Department, 316 Park St, Abingdon, VA, 24210.

      This course is designed to give students an introduction to the basic concepts and steps involved in the planning aspects of emergency operations. Planning is a critical component in the effective management of emergencies and their consequences. Building on the core principles introduced in L0101, L0103 provides learners with a more in-depth exploration of the planning process and its critical role in all phases of emergency management.

    • MGT 341: Disaster Preparedness for Healthcare Orgs within the Community Infrastructure

      This class will be held on April 28, 2026 from 8 a.m.- 5 p.m. at Chesterfield County Health Dep 9501 Lucy Corr Circle Chesterfield, VA 23832.

       

      The Disaster Preparedness for Healthcare Organizations Within The Community Infrastructure course provides information specific to healthcare organizations vulnerability to a disaster. During this FEMA sponsored course, participants will be introduced to the various natural, technological, and civil hazards to which healthcare organizations may be vulnerable and the potential impacts of those hazards.

      Federal guidelines and legislation that serve to aid in the preparedness for, and response to, incidents involving these hazards are discussed, as are current emergency management standards for the healthcare community. Participants review response and recovery issues that should be addressed by medical facilities and organizations in preparation for a large-scale incident, including identification of critical resources necessary for response and recovery.

      The Disaster Management for Electric Power Systems course is designed to provide training to electric power systems managers and employees in order to prevent, protect and mitigate against, respond to, and recover from threatened or actual natural disasters, human-caused, and technological disasters affecting electric power facilities and systems.

      The L0146 HSEEP is a basic-level course that provides a comprehensive overview of exercise design along with practical skill development in accordance with the HSEEP Doctrine.     • AWR 136: Developing Cybersecurity Resiliency for Everyone

      This training is a non-technical introduction to cybersecurity designed to empower individuals and organizations with the awareness and practical skills needed to combat today’s cyber threats. Whether at work or at home, participants will learn how everyday actions can strengthen cybersecurity and prevent disruptions to business, government, and emergency response operations.

    • AWR 376: Understanding Targeted Cyber Attacks

       

      This class will be on January 8, 2026 from 8:00 a.m.- 5:00 p.m. This class will be at MIH Comm. Education & Health 2 Bernardine Dr. Newport News, VA 23602. 

       This course provides participants with specific information regarding targeted cyber attacks, including advanced persistent threats. This information will place them in a better position to plan and prepare for, respond to, and recover from targeted cyber attacks. This course will fill the gap in threat-specific training for cybersecurity as a community-driven course that focuses on the phases of targeted cyber attacks and the attacker methods used during each phase. Participants will also receive valuable information on cyber attack prevention, mitigation and response.

      Upon successful completion, you will be able to:
      - Understand basic concepts related to targeted cyber attacks.
      - Recommend strategies for preventing and mitigating targeted cyber attacks utilized during the reconnaissance phase.
      - Explain how targeted cyber attacks progress after the initial breach has occurred.

    • MGT 384: Preparing for Cyber Attacks & Incidents

       

      This class will be on January 28 - 29, 2026 from 8:00 a.m.- 5:00 p.m. This class will be at Sentara Leigh's Sentara Brock Cancer Center. 6251 E Virginia Beach Blvd, Norfolk Virginia 23502. 

       

      This class is designed to prepare organizations and communities for the next cyber attack or incident. Participants will analyze cyber threats, vulnerabilities, and initial and cascading impacts of cyber attacks and incidents, evaluate the process for developing a cyber preparedness program, examine the importance and challenges of cyber related information sharing and discover low to no cost resources to help build cyber resilience. This course utilizes a team approach to capitalize on the synergy of traditional emergency response organizations, SLTT governments, military, and public and private operators of critical infrastructure.

      The national and economic security of the United States depends on the reliable functioning of critical infrastructure.     • MGT 315: CONDUCTING RISK ASSESSMENTS FOR CRITICAL COMMUNITY ASSETS

      This class will be held on March 24- 25, 2026 from 8 a.m.- 5 p.m. at Sentara BelleHarbour 3920 Bridge Road Suffolk, VA 23435. 

       

      The purpose of this course is to help prevent, reduce, or mitigate the potential consequences of a domestic terrorist attack, natural catastrophe, or other emergency using all-hazards scenarios to identify critical community asset risks and their potential impacts to a community. The information gained through the application of these training concepts may be used to develop appropriate action plans to reduce consequences and manage risks. This course provides training to assist emergency responders and other local stakeholders (operating as a multidisciplinary team) in analyzing existing security
      measures and formulating a strategy for mitigation.
