      •  February 19, 2026: Highly Infectious Disease Workshop

        This will be held at Sentara Health Building in the Virginia Beach Conference Room. 1330 Sentara Park, Virginia Beach, VA, 23464.

        MedStar Health and Johns Hopkins will review the RESPTCs tiered system and their processes.  Following their presentation, we will hold a workshop where we follow an infected patient through their identification, treatment, and transfer process in the system. 

        Space is limited so we are targeting a small team from your agency/facility.  Hospitals-consider ED, infectious disease, emergency management, and other staff/representatives that would be directly involved in dealing with a highly infectious patient.  Transport-consider a supervisor and 1-2 members of the transport team.  VDH-consider those who would be directly involved in the decision-making processes.  Please share with the appropriate members of your team.

    • Sentara ED Lecture Series: Child Abuse Recognition Lecture with Dr. Lowen

      This virtual free class will be held on February 26, 2026 from 10:00 a.m.- 11:30 a.m. on TEAMS. You can also earn 1.5 hours CE & CME. 

      Dr. Lowen will be presening a lecture on recognizing and managing pediatric abuse cases. 

      Dr. Debbie Lowen earned her medical degree at Wake Forest University School of Medicine. After pediatric residency in Denver, she did a fellowship in Child Abuse Pediatrics at Hasbro Children's Hospital/ Brown University. 

      She has been practicing as a child abuse pediatrician since 1997, evaluating children when there are concerns about possible child maltreatment. She has worked several states, testified in multiple different courts, and led the child abuse medical programs in Tulsa, OK and at Vanderbilt in Nashville. 

      In 2020, she became Deputy Commision of Child Health for the Tennessee Department of Children's Services, where she oversaw the medical care of the 9000+ children in state custody, assisted CPS with medical cases, worked closely with the child welfare attorneys, and oversaw DCS's child death review process. 

      She left DCS after 3.5 years and joined CHKD in May 2024 as the medical director of CHKD's Child Advocacy Center. She enjoys educating learners of all kinds about various aspects of child abuse to increase recognition and awareness of this all-too-common problem.

      Presented by the Health Sector Coordinating Council Cybersecurity Working Group

      “Cybersecurity for the Clinician” is a free, public-service resource developed by the Health Sector Coordinating Council Cybersecurity Working Group – a coalition of healthcare providers, medical technology, pharmaceutical, payers and health IT companies working with the government to identify and mitigate cyber threats to the healthcare system.

      Introduction
      The “Cybersecurity for the Clinician” video training series totaling 47 minutes among eight videos explains in easy, non-technical language what clinicians and students in the medical profession need to understand about how cyber attacks can affect clinical operations and patient safety, and how to do your part to help keep healthcare data, systems and patients safe from cyber threats.

      The series is good for one CME/CEU credit hour. Using these training videos also may satisfy documentation requirements of the CMS Emergency Preparedness Rule, the National Fire Protection Association and The Joint Commission for facility Hazard Vulnerability Analysis and Risk Analysis and Training.

Easily distribute the entire course, slow release bite-size video slides, or just send out the final quiz to certify your existing experts.       Homeland Security - Office for Bombing Prevention (OBP)

      The Office for Bombing Prevention (OBP) leads the Department of Homeland Security’s (DHS) efforts to implement the National Policy for Countering Improvised Explosive Devices (PDF) (National Counter-IED policy) and enhance the nation’s ability to prevent, protect against, respond to, and mitigate the use of explosives against critical infrastructure; the private sector; and federal, state, local, tribal, and territorial entities. Registration will close 2 business days prior to the scheduled start date. All times listed are Eastern Standard Time (EST).

      AWR-333 — Improvised Explosive Device Construction and Classification (IED-CC)
      Provides an overview of the construction and classification of IEDs. Participants will acquire basic knowledge of IEDs, including their function, components, classifications, and how they are constructed.[75 Min]

      AWR-337 — Improvised Explosive Device (IED) Explosive Effects Mitigation (IED-EEM)
      Introduces participants to the effects of detonations and details the difference between blast, thermal/incendiary, and fragmentation effects and the destructive consequences of each on various targets. It also describes security measures and best practices that can help prevent or mitigate explosive effects.[75 Min]

      AWR-338 — Homemade Explosive (HME) and Precursor Awareness (HME-P)
      Provides a basic understanding on HMEs and common precursor materials. Participants will define HMEs, explain the considerations perpetrators have when evaluating whether or not to use HMEs as the explosive for an attack, and identify common precursor chemicals and materials used to make HMEs.[75 Min]

      AWR-334 — Introduction to the Terrorist Attack Cycle (ITAC)
      Introduces a conceptual model of common steps that terrorists take in planning and executing terrorist attacks. Participants will acquire basic knowledge of how terrorists operate and be better able to counter potential attacks using improvised explosive devices (IEDs) by being able to identify the signs of a possible attack and responding appropriately and effectively.[75 Min]

      AWR-340 — Protective Measures Awareness (PMA)
      Introduces participants to identifying and filling facility security gaps and provides foundational knowledge on risks, risk management, and the three rings of security: physical protective measures, procedural/technical protective measures, and intelligence protective measures. Participants will acquire the background knowledge needed to devise appropriate protective measures based on the varied and unique characteristics of individual facilities.[75 Min]

      AWR-335 — Response to Suspicious Behaviors and Items for Bombing Prevention (RSBI)
      Provides an overview of appropriate responses to suspicious behaviors and items by differentiating normal and abnormal behaviors and highlighting appropriate responses to potential terrorist or criminal activity. It also discusses the differences between unattended and suspicious items, and the responses for each situation.[75 Min]

      AWR-943 — Suspicious Activity Recognition for Bombing Prevention (SAR BP)
      Provides participants with the knowledge and skills to identify suspicious activity for bombing prevention related to a facility/system or a planned or unplanned event. The course includes an introduction to the BOMBER acronym and an overview of baseline behaviors, operational indicators, materials acquisition and storage, bomb-making activities, elicitation, and reporting mechanisms.[75 Min]

      AWR-945 — Bomb Threat Assessment
      Provides the participants foundational knowledge on the assessment and evaluation of bomb threats and related responses and considerations. This course introduces types of threats, the threat assessment process, and the implementation of a Bomb Threat Management (BTM) plan.[75 Min]

      Virtual Instructor Led Training (VILT) Awareness Courses
      Virtual Instructor Led Training (VILT) courses provide general awareness level counter-improvised explosive device (C-IED) information to a broad audience through an on-line virtual training experience with a live instructor. These courses enhance participants’ awareness and capability to prevent, protect against, respond to, and mitigate attacks that use IEDs against people, critical infrastructure, and other soft targets. Perfect for participants with time availability constraints, they can be taken as stand-alone courses or serve as prerequisites for many of the instructor-led courses provided by the Office for Bombing Prevention (OBP).

    • VDEM - L0146 HSEEP Training Course

      This class will be held on May 12-13, 2026 from 8 a.m.- 5 p.m. in Fairfax. 

      This 2-day period of instruction is for those individuals who are directly involved in the planning, design, and evaluation of training exercises. The L0146 HSEEP is a basic-level course that provides a comprehensive overview of exercise design along with practical skill development in accordance with the HSEEP Doctrine. The course uses activities that will give participants an opportunity to interact with many of the templates and other materials that are provided by the National Exercise Division to ensure exercises are conducted in a consistent manner. Upon completion of this course, participants will gain a better understanding of what constitutes an HSEEP consistent exercise.

      The target audience for this course is emergency management personnel, public safety personnel, and personnel with primary exercise development roles and responsibilities, and their supervisors; which includes those with planning, budget management, design, development, conduct, evaluation, and improvement planning of exercises.

    • MGT 312: Senior Officials Workshop for All-Hazards Preparedness

      This class will be held on April 21, 2026 from 8 a.m.- 5 p.m. at City of Roanoke 911 Center 1830 Blue Hills Circle NE Roanoke, VA 24012.

       

      This workshop provides an interactive forum to better understand the roles and responsibilities of community leaders as related to all-hazard disaster preparedness, to share proven strategies and best practices, and to enhance coordination among whole of community partners.

      Participants will introduced.to a basic understanding of planning operational coordination and public information and warning through lecture and group discussions.  The participant will have the opportunity to work through a customized tabletop exercise focused on the strategic objectives faced by senior leaders.  The final activity of the class is the development of an action plan to improve the preparedness posture of the community/organization.

    • L0103: Planning Emergency Operations

      This class will be held on April 21-22, 2026 from 8 a.m.- 5 p.m. at Abingdon Fire Department, 316 Park St, Abingdon, VA, 24210.

      This course is designed to give students an introduction to the basic concepts and steps involved in the planning aspects of emergency operations. Planning is a critical component in the effective management of emergencies and their consequences. Building on the core principles introduced in L0101, L0103 provides learners with a more in-depth exploration of the planning process and its critical role in all phases of emergency management.

       

      Target Audience: This course is intended for newly appointed emergency managers from State, local, tribal, territorial, and Federal emergency management agencies, and prospective professionals transferring from another discipline to emergency management.

    • DOT 501- Hazardous Materials Instructor Training

      This class will be held on July 21- 23, 2026 from 8 a.m.- 5 p.m. at Roanoke Fire-EMS Training Center-802 River Ave SE Roanoke, VA 24013.

       

      The Pipeline and Hazardous Materials Safety Administration (PHMSA) under the Department of Transportation requires that Hazmat Employers* train all Hazmat Employees** within 90 days of starting in the position and conduct recurrent training every three years thereafter. 

      The Hazardous Materials Transportation Train the Trainer course, offered at no-cost, is designed for personnel who will be preparing and conducting this training. Course participants will learn applicable PHMSA requirements as well as principles of adult education and effective instructional design. In addition, participants will learn how to develop a systematic training program to ensure that hazmat employees are trained in the five areas required by 49 CFR 72 Subpart H: General awareness/familiarization, Function-specific, Safety, Security awareness, and In-Depth security.

      * Hazmat Employer: a person who uses one or more employees regarding: transporting hazmat in commerce; causing hazmat to be transported or shipped in commerce; or designing, manufacturing, fabricating, inspecting, representing, marking, certifying, selling, offering, reconditioning, testing, repairing, or modifying packaging as qualified for use in the transportation of hazmat.

      ** Hazmat Employee: a person employed by a hazmat employer, or person who is self-employed, and who directly affects hazmat transportation safety including: an owner-operator of a motor vehicle that transports hazmat; a person who: loads, unloads, or handles hazmat; designs, manufactures, fabricates, inspects, tests, reconditions, repairs, modifies, marks, or otherwise represents packaging as qualified for use in the transportation of hazmat; prepares hazmat for transportation; is responsible for safety of transporting hazmat; or operates a vehicle used to transport hazmat.

      Upon successful completion, you will be able to:

      • Identify training requirements for hazardous materials according to 49 CFR 172 Subpart H.
      • Describe the hazardous materials regulations.
      • Recognize hazard classifications and materials.
      • Recognize different elements of the hazardous materials table.
      • Explain safety training as it relates to hazardous materials.
      • Discuss the importance of security training for HazMat employees.
      • Determine the proper shipping names for hazardous materials.
      • Describe packaging requirements according to the HMR.

    • MGT 341: Disaster Preparedness for Healthcare Orgs within the Community Infrastructure

      This class will be held on April 28, 2026 from 8 a.m.- 5 p.m. at Chesterfield County Health Dep 9501 Lucy Corr Circle Chesterfield, VA 23832.

       

      The Disaster Preparedness for Healthcare Organizations Within The Community Infrastructure course provides information specific to healthcare organizations vulnerability to a disaster. During this FEMA sponsored course, participants will be introduced to the various natural, technological, and civil hazards to which healthcare organizations may be vulnerable and the potential impacts of those hazards.

      Federal guidelines and legislation that serve to aid in the preparedness for, and response to, incidents involving these hazards are discussed, as are current emergency management standards for the healthcare community. Participants review response and recovery issues that should be addressed by medical facilities and organizations in preparation for a large-scale incident, including identification of critical resources necessary for response and recovery.

    • VDEM - L0146 HSEEP Training Course

      This class will be held on April 29-30, 2026 from 8 a.m.- 5 p.m. at VDEM Prince William County EOC, VDEM Prince William County Government Complex (Woodbridge, VA). 

      This 2-day period of instruction is for those individuals who are directly involved in the planning, design, and evaluation of training exercises. The L0146 HSEEP is a basic-level course that provides a comprehensive overview of exercise design along with practical skill development in accordance with the HSEEP Doctrine. The course uses activities that will give participants an opportunity to interact with many of the templates and other materials that are provided by the National Exercise Division to ensure exercises are conducted in a consistent manner. Upon completion of this course, participants will gain a better understanding of what constitutes an HSEEP consistent exercise.

      The target audience for this course is emergency management personnel, public safety personnel, and personnel with primary exercise development roles and responsibilities, and their supervisors; which includes those with planning, budget management, design, development, conduct, evaluation, and improvement planning of exercises.

      Prerequisites:

    • AWR 331: Winter Weather Hazards: Science and Preparedness

      This class will be held on October 21, 2026 from 8 a.m.- 5 p.m. at North Chesterfield, Virginia. 

      This course will prepare participants to understand the basics of winter weather science, the winter weather forecasting process, how winter weather forecasts are communicated, and the fundamentals of winter weather safety and preparedness. Since winter storms can strike every state in the United States, it is important that every community be ready for the hazards associated with them. This awareness-level course will fulfull the goals of the whole community approach to emergency management by reaching a broad sector of the community.     • HCID Education and Workshop

      This class will be on February 19, 2026 from 9:00 a.m.- 4:00 p.m. at Sentara Health Building in the Virginia Beach Conference Room; 1330 Sentara Park, Virginia Beach, VA, 23464. 

      MedStar Health and Johns Hopkins will review the RESPTCs tiered system and their processes.  Following their presentation, we will hold a workshop where we follow an infected patient through their identification, treatment, and transfer process in the system. 

      Space is limited so we are targeting a small team from your agency/facility.  Hospitals-consider ED, infectious disease, emergency management, and other staff/representatives that would be directly involved in dealing with a highly infectious patient.  Transport-consider a supervisor and 1-2 members of the transport team.  VDH-consider those who would be directly involved in the decision-making processes.  Please share with the appropriate members of your team.

      The Disaster Preparedness and Survival course is designed to prepare individuals and families how to prepare for, survive, and recover from a disaster. When facing a disaster our choice often comes down to stay at home or evacuate. In this course participants will learn the logic behind the decision to evacuate or shelter in place and what to do once they make it. This course follows a “me, we, they” approach to prepare participants to care for themselves, their families, and their communities before, during, and after a disaster. Through a combination of facilitated discussions and hands-on activities based on real-life scenarios, the instructors will demonstrate how planning, preparedness, and responsible actions may increase the chances of both surviving a disaster and recovering from it more quickly.

      Upon successful completion, you will be able to:

      • Describe the elements involved in disaster preparation.
      • Explain how to survive various disasters, perform self-rescue, choose whether to shelter in-place or evacuate, and report status.

      This class will be held on May 13, 2026 from 1 p.m.- 5 p.m. at Sheraton Norfolk Waterside VA- 777 Waterside Dr Norfolk, VA 23510.

      This seminar uses one of four case studies to examine the dynamics of crisis leadership and decision making from an elected or community leaders prospective.  This four-hour seminar explores recent case studies to frame the discussion regarding methods to overcome leadership challenges in planning and responding to a large-scale incident.  The seminar’s outcome is developing individual and jurisdictional action plans to guide improved preparedness and emergency response.

    • MGT 318: Public Information in an All-Hazards Incident

      This class will be held on May 12 & 13 from 8 a.m.- 5 p.m. both days at Sheraton Norfolk Waterside VA, 777 Waterside Dr Norfolk, VA 23510.

       

      This course examines the role of public information in all-hazards incident management and provides practical training in crisis communication techniques.  In a major incident, it is imperative that community leaders, incident managers, and Public Information Officers (PIOs) are prepared to communicate with the public through traditional and social media. The course consists of three modules.

      The first module reviews the topics of terrorism, Weapons of Mass Destruction (WMDs), national response structures, incident management, and government and agency roles.  Participants learn about the passing of information to the public in WMD terrorism, or other all-hazards incident and the function of joint information operations.

      The second module covers issues unique to interacting with members of the media to help you build more effective relationships and avoid common mistakes when providing information to the press and public. The module includes a mock press conference exercise in which the class is broken into groups to prepare for and conduct press conference exercise in which the class is broken into groups to prepare for and conduct press conferences based on fictional WMD, terrorism and all-hazards incident scenarios.  These scenarios are taken from the Department of Homeland Security (DHS) National Planning Scenarios.

      The third module introduces the crisis communication life cycle and crisis communication planning.  A six-phase cycle is discussed, with public information objectives and key actions for managing each phase provided.  Participants learn how to create a crisis communication plan and develope a crisis communication team to execute it. 

       Upon successful completion, you will be able to:

      • Design a Joint Information Center (JIC) using National Incident Management System (NIMS) guidance.
      • Explain the need to establish relationships with the public and the methods to effectively communicate with them.
      • Investigate the role social media plays in disseminating information and the potential it holds for facilitating disaster preparedness, response and recovery efforts.
      • Communicate effective public information and warning messages.
      • Create public information messages for different phases of the crisis communication life cycle in accordance with the Crisis Communications Plan (CCP).

       The Hospital Emergency Response Training for Mass Casualty Incidents (HERT) course is a three-day course that prepares healthcare responders to utilize the Hospital Incident Command System — integrating into the community emergency response network while operating an Emergency Treatment and Decon Area as hospital first receivers during a mass casualty patient contamination incident. It addresses healthcare response at the operations level for the facility and personnel.
