        This will be held at Sentara Health Building in the Virginia Beach Conference Room. 1330 Sentara Park, Virginia Beach, VA, 23464.

        MedStar Health and Johns Hopkins will review the RESPTCs tiered system and their processes.  Following their presentation, we will hold a workshop where we follow an infected patient through their identification, treatment, and transfer process in the system. 

        Space is limited so we are targeting a small team from your agency/facility.  Hospitals-consider ED, infectious disease, emergency management, and other staff/representatives that would be directly involved in dealing with a highly infectious patient.  Transport-consider a supervisor and 1-2 members of the transport team.  VDH-consider those who would be directly involved in the decision-making processes.  Please share with the appropriate members of your team.

      • This will be heald at the Bon Secours Richmond Community Hospital- East End Board Room-Medical Office Building Behind RCH 2603 Nine Mile Road, Richmond, VA 23223.
      • The time for this will be from 7:30 a.m.- 5:00 p.m. 

      Developed by the American College of Surgeons Committee on Trauma, RTTDC emphasizes a team approach to the initial assessment and transfer of the trauma patient in a systemized, concise manner. 

      This class is offered by Virginia Commonwealth University Medical Center as members of the Virginia RTTDC Coalition and is open to Bon Secours Richmond Community Hospital staff and any area EMS providers.

      Rural trauma has been termed the “neglected disease” of the 21st century. Rural Trauma Team Development Course (RTTDC™) has been developed to improve the quality of care in rural communities by developing a timely, organized, and systemic response to the care of the trauma patient. The course emphasizes a team approach to address common problems in the initial assessment and stabilization of the injured.

      8hrs of CE will be awarded to all licensed hospital and EMS providers. 

      Who should attend? Anyone who cares for injured patients, including physucuans, APPs, RNs, EMTs, Paramedics and administrative staff.

      “Cybersecurity for the Clinician” is a free, public-service resource developed by the Health Sector Coordinating Council Cybersecurity Working Group – a coalition of healthcare providers, medical technology, pharmaceutical, payers and health IT companies working with the government to identify and mitigate cyber threats to the healthcare system.

      Introduction
      The “Cybersecurity for the Clinician” video training series totaling 47 minutes among eight videos explains in easy, non-technical language what clinicians and students in the medical profession need to understand about how cyber attacks can affect clinical operations and patient safety, and how to do your part to help keep healthcare data, systems and patients safe from cyber threats.

      The series is good for one CME/CEU credit hour. Using these training videos also may satisfy documentation requirements of the CMS Emergency Preparedness Rule, the National Fire Protection Association and The Joint Commission for facility Hazard Vulnerability Analysis and Risk Analysis and Training.

Easily distribute the entire course, slow release bite-size video slides, or just send out the final quiz to certify your existing experts. The new series now allows users to pause and rewind the video playback for more engaging learning, and includes closed captions for users with a need or preference to read along.

      Homeland Security - Office for Bombing Prevention (OBP)

      The Office for Bombing Prevention (OBP) leads the Department of Homeland Security’s (DHS) efforts to implement the National Policy for Countering Improvised Explosive Devices (PDF) (National Counter-IED policy) and enhance the nation’s ability to prevent, protect against, respond to, and mitigate the use of explosives against critical infrastructure; the private sector; and federal, state, local, tribal, and territorial entities. Registration will close 2 business days prior to the scheduled start date. All times listed are Eastern Standard Time (EST).

      AWR-333 — Improvised Explosive Device Construction and Classification (IED-CC)
      Provides an overview of the construction and classification of IEDs. Participants will acquire basic knowledge of IEDs, including their function, components, classifications, and how they are constructed.[75 Min]

      AWR-337 — Improvised Explosive Device (IED) Explosive Effects Mitigation (IED-EEM)
      Introduces participants to the effects of detonations and details the difference between blast, thermal/incendiary, and fragmentation effects and the destructive consequences of each on various targets. It also describes security measures and best practices that can help prevent or mitigate explosive effects.[75 Min]

      AWR-338 — Homemade Explosive (HME) and Precursor Awareness (HME-P)
      Provides a basic understanding on HMEs and common precursor materials. Participants will define HMEs, explain the considerations perpetrators have when evaluating whether or not to use HMEs as the explosive for an attack, and identify common precursor chemicals and materials used to make HMEs.[75 Min]

      AWR-334 — Introduction to the Terrorist Attack Cycle (ITAC)
      Introduces a conceptual model of common steps that terrorists take in planning and executing terrorist attacks. Participants will acquire basic knowledge of how terrorists operate and be better able to counter potential attacks using improvised explosive devices (IEDs) by being able to identify the signs of a possible attack and responding appropriately and effectively.[75 Min]

      AWR-340 — Protective Measures Awareness (PMA)
      Introduces participants to identifying and filling facility security gaps and provides foundational knowledge on risks, risk management, and the three rings of security: physical protective measures, procedural/technical protective measures, and intelligence protective measures. Participants will acquire the background knowledge needed to devise appropriate protective measures based on the varied and unique characteristics of individual facilities.[75 Min]

      AWR-335 — Response to Suspicious Behaviors and Items for Bombing Prevention (RSBI)
      Provides an overview of appropriate responses to suspicious behaviors and items by differentiating normal and abnormal behaviors and highlighting appropriate responses to potential terrorist or criminal activity. It also discusses the differences between unattended and suspicious items, and the responses for each situation.[75 Min]

      AWR-939 — Introduction to Bomb Threat Management (IBTM)
      Provides learners foundational knowledge on domestic bomb threat data, the Office for Bombing Prevention BTMP process, elements of a bomb threat plan, and the overall impact of bomb threats.[75 Min]

      AWR-940 — Surveillance Detection Principles
      Provides public safety and security professionals with the knowledge and skills to employ the fundamentals of surveillance detection for bombing prevention related to a facility/system or a planned or unplanned event and to recognize hostile surveillance activity.[4 hrs]

      AWR-943 — Suspicious Activity Recognition for Bombing Prevention (SAR BP)
      Provides participants with the knowledge and skills to identify suspicious activity for bombing prevention related to a facility/system or a planned or unplanned event. The course includes an introduction to the BOMBER acronym and an overview of baseline behaviors, operational indicators, materials acquisition and storage, bomb-making activities, elicitation, and reporting mechanisms.[75 Min]

      AWR-945 — Bomb Threat Assessment
      Provides the participants foundational knowledge on the assessment and evaluation of bomb threats and related responses and considerations. This course introduces types of threats, the threat assessment process, and the implementation of a Bomb Threat Management (BTM) plan.[75 Min]

      Virtual Instructor Led Training (VILT) Awareness Courses
      Virtual Instructor Led Training (VILT) courses provide general awareness level counter-improvised explosive device (C-IED) information to a broad audience through an on-line virtual training experience with a live instructor. These courses enhance participants’ awareness and capability to prevent, protect against, respond to, and mitigate attacks that use IEDs against people, critical infrastructure, and other soft targets. Perfect for participants with time availability constraints, they can be taken as stand-alone courses or serve as prerequisites for many of the instructor-led courses provided by the Office for Bombing Prevention (OBP).

    •  Using the CISA Incident Response Playbook at your Organization 

      This will be held virtually on Friday, February 6, 2026 from 11 a.m. to 12 p.m. This session is designed for a non-technical audience and beginning incident responders.

      Participants can earn one Continuing Professional Education (CPE) credit for attending.

    • ASPR Tracie: Play to Win: Healthcare and Public Health Preparedness for Mass Gatherings (Webinar)

      This will be on January 27, 2026 ~ 2:30-3:45 PM ET.

      Thousands of pre-planned mass gatherings and special events (e.g., sporting events, festivals, conventions, visits by dignitaries) occur each year across the nation. Unfortunately, in today’s environment, special events attended by large numbers of people may be considered as terrorist targets due to large concentrations of crowds, the symbolic nature of the event, high-profile attendees, and increased media attention. Severe weather events such as heat and storms can also quickly turn a mass gathering into a mass casualty event. Mass gatherings also pose a risk for infectious disease outbreaks or may be held during an outbreak requiring adaptations or restrictions. Surging crowds (which may be induced by panic) can cause trampling or suffocation events. It is for these reasons that local, state, and federal authorities should anticipate the public health and medical issues presented by mass gatherings and prepare adequately for a range of response operations.
       

      The speakers in this webinar will highlight their experiences preparing for the 2026 World Cup games and related events being planned across the U.S. Topics will include preparing for infectious disease incidents; how healthcare coalitions and Medical Reserve Corps units can support regional planning and healthcare in a variety of settings; and how ASPR is preparing to provide support from a federal perspective. Speakers include the following:

Emergency first responders are presented with information on the identification of HME explosive precursor chemicals, HME manufacturing indicators, HME exposure indicators, and pre-detonation and post-detonation response actions. 

      Throughout this course, emergency first responders discuss how to implement safe response strategies when recognizing the presence of HME indicators; understanding these response actions is critical to mitigating the hazards associated with HME.

      This course will be held on January 20-21, 2026 at Roanoke Fire-EMS Training Center,802 River Ave SE, Roanoke VA. 

      This course focuses on the core functions, processes and best practices necessary to ensure effective and repeatable performance of an emergency operations center at any level. The core functions and processes are reviewed and demonstrated via facilitated discussion and classroom activities. The participants gain practical experience via a series of interrelated activities and exercises supported by a state-of-the-art computer simulation system and are coached by instructors who have extensive emergency operations and management experience.

    • L0102: Fundamentals of Threats and Hazards 

      This class will be held on February 3-5, 2026 from 8 a.m.- 5 p.m. at Wytheville Community College, 1000 E Main St, Wytheville, VA 24382.

      This course is part of the National Emergency Management Basic Academy and will count towards the completion of this program. This course provides participants with an overview of scientific principles and concepts that come into play in the management of a wide range of disasters. Emergency management professionals should have a baseline understanding of biological, chemical, and weather-related event. Students will learn the science behind events and disasters that shape our increasingly dangerous world.

      Target Audience: This course is intended for newly appointed emergency managers from State, local, tribal, territorial, and Federal emergency management agencies, and prospective professionals transferring from another discipline to emergency management.

    • G318: Local Hazard Mitigation Planning 

      This class will be held on March 4-5, 2026 from 8 a.m.- 5 p.m. at TBD.

      This course is designed to guide local communities through the steps needed to produce, maintain, implement, and update a local hazard mitigation plan. The goal is to provide an overview of the requirements for local hazard mitigation plans that are found in the Local Mitigation Planning Policy Guide (2025). The Local Mitigation Planning Policy Guide is FEMA’s official policy on and interpretation of local hazard mitigation planning requirements set in 44 Code of Federal Regulations (CFR) Part 201.

       

      Target Audience: Local government and state agency personnel, with roles and responsibilities related to hazard mitigation planning.

    • MGT 312: Senior Officials Workshop for All-Hazards Preparedness

      This class will be held on April 21, 2026 from 8 a.m.- 5 p.m. at City of Roanoke 911 Center 1830 Blue Hills Circle NE Roanoke, VA 24012.

       

      This workshop provides an interactive forum to better understand the roles and responsibilities of community leaders as related to all-hazard disaster preparedness, to share proven strategies and best practices, and to enhance coordination among whole of community partners.

      Participants will introduced.to a basic understanding of planning operational coordination and public information and warning through lecture and group discussions.  The participant will have the opportunity to work through a customized tabletop exercise focused on the strategic objectives faced by senior leaders.  The final activity of the class is the development of an action plan to improve the preparedness posture of the community/organization.

Building on the core principles introduced in L0101, L0103 provides learners with a more in-depth exploration of the planning process and its critical role in all phases of emergency management.

    • DOT 501- Hazardous Materials Instructor Training

      This class will be held on July 21- 23, 2026 from 8 a.m.- 5 p.m. at Roanoke Fire-EMS Training Center-802 River Ave SE Roanoke, VA 24013.

       

      The Pipeline and Hazardous Materials Safety Administration (PHMSA) under the Department of Transportation requires that Hazmat Employers* train all Hazmat Employees** within 90 days of starting in the position and conduct recurrent training every three years thereafter. 

      The Hazardous Materials Transportation Train the Trainer course, offered at no-cost, is designed for personnel who will be preparing and conducting this training. Course participants will learn applicable PHMSA requirements as well as principles of adult education and effective instructional design. In addition, participants will learn how to develop a systematic training program to ensure that hazmat employees are trained in the five areas required by 49 CFR 72 Subpart H: General awareness/familiarization, Function-specific, Safety, Security awareness, and In-Depth security.

      * Hazmat Employer: a person who uses one or more employees regarding: transporting hazmat in commerce; causing hazmat to be transported or shipped in commerce; or designing, manufacturing, fabricating, inspecting, representing, marking, certifying, selling, offering, reconditioning, testing, repairing, or modifying packaging as qualified for use in the transportation of hazmat.

      ** Hazmat Employee: a person employed by a hazmat employer, or person who is self-employed, and who directly affects hazmat transportation safety including: an owner-operator of a motor vehicle that transports hazmat; a person who: loads, unloads, or handles hazmat; designs, manufactures, fabricates, inspects, tests, reconditions, repairs, modifies, marks, or otherwise represents packaging as qualified for use in the transportation of hazmat; prepares hazmat for transportation; is responsible for safety of transporting hazmat; or operates a vehicle used to transport hazmat.

      Upon successful completion, you will be able to:

      • Recognize hazard classifications and materials.

      The Disaster Preparedness for Healthcare Organizations Within The Community Infrastructure course provides information specific to healthcare organizations vulnerability to a disaster. During this FEMA sponsored course, participants will be introduced to the various natural, technological, and civil hazards to which healthcare organizations may be vulnerable and the potential impacts of those hazards.

      Federal guidelines and legislation that serve to aid in the preparedness for, and response to, incidents involving these hazards are discussed, as are current emergency management standards for the healthcare community. Participants review response and recovery issues that should be addressed by medical facilities and organizations in preparation for a large-scale incident, including identification of critical resources necessary for response and recovery.

      MedStar Health and Johns Hopkins will review the RESPTCs tiered system and their processes.  Following their presentation, we will hold a workshop where we follow an infected patient through their identification, treatment, and transfer process in the system.

       The Hospital Emergency Response Training for Mass Casualty Incidents (HERT) course is a three-day course that prepares healthcare responders to utilize the Hospital Incident Command System — integrating into the community emergency response network while operating an Emergency Treatment and Decon Area as hospital first receivers during a mass casualty patient contamination incident.
