      Dr. Joe Lang is a VB native. He attended the University of Virginia for undergraduate and medical school. He completed his residency at EVMS. Dr. Lang is a board certified emergency medicine physician and has subspecialized in EMS. He currently works for Emergency Physicians of Tidewater, is the Operational Medical director fo the FBI Regional Tactical Team and Assistant Operational Medical Director for Norfolk Fire and Rescue. Dr. Lang also is the State Chairman of the Medical Direction Committee and serves as a Gubematorial Appointee on the State EMS Advisory Borad.

    • MGT 343: Disaster Management for Water and Wastewater Utilities

       

      This class will be on December 2, 2025 from 8 a.m- 5 p.m. at Rappahannock District Office 13252 Cedar Run Church Rd Culpeper, VA 22701.

       

      The Disaster Management for Water and Wastewater Utilities course is designed to provide training to water and wastewater professionals on issues concerning preparing for, responding to, and recovering from natural or human-caused disasters that threaten water and wastewater facilities and systems.

       

      Upon successful completion, you will be able to:
      - Characterize all-hazard threats that might affect water or wastewater systems.
      - Discuss disaster planning and management solutions for water and wastewater incidents.
      - Interpret methods to mitigate disasters that threaten water and wastewater facilities and systems.
      - Discuss appropriate response actions to an actual or threatened incident.

    • MGT 312: Senior Officials Workshop for All-Hazards Preparedness

      This class will be held on April 21, 2026 from 8 a.m.- 5 p.m. at City of Roanoke 911 Center 1830 Blue Hills Circle NE Roanoke, VA 24012.

       

      This workshop provides an interactive forum to better understand the roles and responsibilities of community leaders as related to all-hazard disaster preparedness, to share proven strategies and best practices, and to enhance coordination among whole of community partners.

      Participants will introduced.to a basic understanding of planning operational coordination and public information and warning through lecture and group discussions.  The participant will have the opportunity to work through a customized tabletop exercise focused on the strategic objectives faced by senior leaders.  The final activity of the class is the development of an action plan to improve the preparedness posture of the community/organization.

    • MGT 341: Disaster Preparedness for Healthcare Orgs within the Community Infrastructure

      This class will be held on April 28, 2026 from 8 a.m.- 5 p.m. at Chesterfield County Health Dep 9501 Lucy Corr Circle Chesterfield, VA 23832.

       

      The Disaster Preparedness for Healthcare Organizations Within The Community Infrastructure course provides information specific to healthcare organizations vulnerability to a disaster. During this FEMA sponsored course, participants will be introduced to the various natural, technological, and civil hazards to which healthcare organizations may be vulnerable and the potential impacts of those hazards.

      Federal guidelines and legislation that serve to aid in the preparedness for, and response to, incidents involving these hazards are discussed, as are current emergency management standards for the healthcare community. Participants review response and recovery issues that should be addressed by medical facilities and organizations in preparation for a large-scale incident, including identification of critical resources necessary for response and recovery.

    • MGT 345: Disaster Management for Electric Power Systems

      This class will be held on June 23- 24, 2026 from 8 a.m.-5 p.m. at VDEM HQ -Training Room 9711 Farrar Court Richmond, VA 23236. 

      The Disaster Management for Electric Power Systems course is designed to provide training to electric power systems managers and employees in order to prevent, protect and mitigate against, respond to, and recover from threatened or actual natural disasters, human-caused, and technological disasters affecting electric power facilities and systems.

    • AWR 232: Mass Fatalities Planning & Response for Rural Communities 

      This class will be held on December 4th  8:00 a.m.- 5:00 p.m.  at Peninsula EMS 6876 Main Street Gloucester, VA. 

      This is designed to prepare rural first responders and officials with the basic knowledge, skills and abilities to manage a mass fatality incident impacting their jurisdiction. Target audience includes first responders, coroners/medical examiners, public health officials, and others with responsibilities during a mass fatality incident. Issues addressed include establishing roles and responsibilities, assets management, remains processing and identification, diversity issues and development of a mass fatality plan that affect the construct of a mass fatality response.

    • VDEM: L0102 Fundamentals of Threats and Hazards
      (formerly Science of Disasters)

       

      This class will be held on December 16-18 from 8:00 a.m.- 5:00 p.m. at Portsmouth Police Training Center (Portsmouth Welcome Center)
      206 High Street, Portsmouth, VA 23704.

       

      This course is part of the National Emergency Management Basic Academy and
      will count towards the completion of this program. This course provides participants with an overview of scientific principles and concepts that come into play in the management of a wide range of disasters. Emergency management professionals should have a baseline understanding of biological, chemical, and weather-related event. Students will learn the science behind events and disasters that shape our increasingly dangerous world

    • MGT346: Emergency Operations Center (EOC) Operations and Planning for All Hazards

      This class will be held on December 16- 17, 2025 from 8:00 a.m. to 5:00 p.m. at VDH Regional Office 836 J Clyde Morris Blvd Newport News, VA 23601. 

       

      This course provides personnel who could be assigned to or work in an Emergency Operations Center (EOC) the skills necessary to effectively plan for and manage a large-scale incidents by applying and implementing an all-hazards, multi-disciplinary, management team approach. The course places specific emphasis on the planning, resource, and information management processes.

      The course focuses on the key decision-making requirements within the Emergency Operations Center. The jurisdictional team will learn from the effects of incident decisions while working in an EOC using a simulated, notional jurisdiction as they respond to the final day’s exercise.

    • L0146 - Homeland Security Exercise & Evaluation Program

       

      This class will be held on January 6-7, 2026 from 8:00 a.m. to 5:00 p.m. at Williamsburg Emergency Operations Center, 440 N. Boundary St., Williamsburg, VA 23185. 

       

      The L0146 HSEEP is a basic-level course that provides a comprehensive overview of exercise design along with practical skill development in accordance with the HSEEP Doctrine. This 2-day period of instruction is for those individuals that are directly involved in the planning, design, and evaluation of training exercises.
      The course uses activities that will give participants an opportunity to interact with many of the templates and other materials that are provided by the National Exercise Division to ensure exercises are conducted in a consistent manner. Upon completion of this course, participants will gain a better
      understanding of what constitutes an HSEEP consistent exercise.

    • AWR 136: Developing Cybersecurity Resiliency for Everyone

       

      This class will be held on January 7, 2026 from 8:00 a.m.- 5:00 p.m.  at Mary Immaculate Hospital. MIH Comm. Education & Health 2 Bernardine Dr. Newport News Virginia 23602. 

       

      This training is a non-technical introduction to cybersecurity designed to empower individuals and organizations with the awareness and practical skills needed to combat today’s cyber threats. Whether at work or at home, participants will learn how everyday actions can strengthen cybersecurity and prevent disruptions to business, government, and emergency response operations.

      What You’ll Learn:

      • The seven layers of cybersecurity and how to secure the most vulnerable layer: people
      • How to identify and protect Internet of Things (IoT) devices in homes and workplaces

    • AWR 376: Understanding Targeted Cyber Attacks

      This class will be held on January 8, 2026 from 8:00 a.m.- 5:00 p.m. at Mary Immaculate Hospital at MIH Comm. Education & Health 2 Bernardine Dr. Newport News Virginia 23602. 

       

      This course provides participants with specific information regarding targeted cyber attacks, including advanced persistent threats. This information will place them in a better position to plan and prepare for, respond to, and recover from targeted cyber attacks. This course will fill the gap in threat-specific training for cybersecurity as a community-driven course that focuses on the phases of targeted cyber attacks and the attacker methods used during each phase. Participants will also receive valuable information on cyber attack prevention, mitigation and response.

    • MGT 384: Preparing for Cyber Attacks & Incidents

       

      This class will be on January 28 - 29, 2026 from 8:00 a.m.- 5:00 p.m. This class will be at Sentara Leigh's Sentara Brock Cancer Center. 6251 E Virginia Beach Blvd, Norfolk Virginia 23502. 

       

      This class is designed to prepare organizations and communities for the next cyber attack or incident. Participants will analyze cyber threats, vulnerabilities, and initial and cascading impacts of cyber attacks and incidents, evaluate the process for developing a cyber preparedness program, examine the importance and challenges of cyber related information sharing and discover low to no cost resources to help build cyber resilience. This course utilizes a team approach to capitalize on the synergy of traditional emergency response organizations, SLTT governments, military, and public and private operators of critical infrastructure.

    • MGT 452: Physical and Cybersecurity for Critical Infrastructure

      This class will be on February 18, 2026 from 8:00 a.m.- 5:00 p.m. at Riverside Regional Medical Center. 500 J Clyde Morris Blvd, Newport News Virginia 23601. Annex Conference Center Room D

      The national and economic security of the United States depends on the reliable functioning of critical infrastructure. This course encourages collaboration efforts among individuals and organizations responsible for both physical and cybersecurity toward development of integrated risk management strategies that lead to enhanced capabilities necessary for the protection of our Nation’s critical infrastructure.

      Participants will identify physical and cybersecurity concerns impacting overall infrastructure security posture, examine integrated physical and cybersecurity incidents and the evolving risks and impacts they pose to critical infrastructure, and explore resources that can be applied to improve security within an organization, business, or government entity.

    • MGT 315: CONDUCTING RISK ASSESSMENTS FOR CRITICAL COMMUNITY ASSETS

      This class will be held on March 24th and 25th from 8 a.m.- 5 p.m. at Sentara BelleHarbour 3920 Bridge Road Suffolk, VA 23435. 

       

      The purpose of this course is to help prevent, reduce, or mitigate the potential consequences of a domestic terrorist attack, natural catastrophe, or other emergency using all-hazards scenarios to identify critical community asset risks and their potential impacts to a community. The information gained through the application of these training concepts may be used to develop appropriate action plans to reduce consequences and manage risks. This course provides training to assist emergency responders and other local stakeholders (operating as a multidisciplinary team) in analyzing existing security
      measures and formulating a strategy for mitigation.
