  • If you are looking to take ICS Courses during this Government Shutdown, look no further than VDEM Training and Exercise Division! 

     

    Going forward, in the event of a federal shutdown and the FEMA/NDEMU Independent Study (FEMA IS) courses are not accessible, we will automatically shift to emergency continuity of ICS course operations. Training, Education and Exercise Division has come up with alternative emergency work around for NIMS IS classes. Unfortunately, we can only support FEMA IS courses 100, 200, 700 and 800. Note: a VDEM certificate will be awarded enabling recipients to attend VDEM courses. The course(s) will need to be repeated with FEMA for a FEMA certification once things return to normal.

     

     Individual Requests for Digital Delivery of FEMA IS courses: Please email Tamara.delrosario@vdem.virginia.gov  and cc emtraining@vdem.virginia.gov  We ask that the subject of your email be: FEMA IS Course Request. The body of email needs to state which IS course is needed. We will be sending one course at a time due to file size. The student manual will be sent out first. If you still desire the visuals, you can request that after the manual, and those can be emailed (may take several emails to send them all). Once you are done going through the curriculum and visuals, you should email back (Tamara and EM Training) requesting the test link via Microsoft Forms. Upon successful passing of the course with a 75 or better, a VDEM certificate of completion will be created and emailed back. Please note the certificate will take approximately a week to process. We can verify prerequisite completion with an instructor while you are waiting for a certificate, if needed, however you will need to let us know that.

    Group Requests for In-person or Virtual Delivery of FEMA IS courses:

    • ICS Certified Instructors (FEMA 449, VDEM V450, TEEX 960) If you are a Certified ICS Instructor you are authorized to instruct IS courses in person for your agency, locality or entity. If there are questions about having the necessary materials or if you want to discuss options or ask questions, please email Tamara.delrosario@vdem.virginia.gov.

    • No Access to Certified ICS Instructors If an agency, locality or entity has the need for a group to take an IS course(s), we can arrange a virtual or in person offering of any of these courses. Please submit a course request utilizing survey123 link included below. We will do our best to coordinate a class for you.

      May 29, 2026: CHKD 10th Annual Eastern Pediatric Trauma Conference

      This will be from 8:00 p.m.- 4:00 p.m. at Eastern Virginia Medical School, Waitzer Hall, Norfolk, Virginia. 

      The Children’s Hospital of The King’s Daughters (CHKD) Pediatric Trauma Conference is a one-day accredited pediatric course that is designed to provide knowledge and skills related to pediatric trauma from content experts. In addition, we seek to enhance our community and pediatric colleagues’ ability to manage pediatric trauma cases. We will provide a forum for informal learning and discussion as well as formal presentation in the areas of pediatric trauma.     • National Mass Violence Center Presents: Health Care and Hospitals: Partnerships & Resources for Mass Violence Preparation, Response, Recovery and Mitigation

       

      This will be held on May 21, 2026 from 3 p.m.- 4:30 p.m. on Zoom.  

      Hospitals and health systems are vital community anchors that move beyond traditional care roles to navigate the complexities of mass violence incidents (MVIs). While often categorized within the broader mass casualty incident (MCI) framework, MVIs require a unique, specialized response that integrates forensic evidence preservation, mental/behavioral health and victim/survivor services, and long-term community recovery. This National Town Hall introduces The Health Care Leaders’ Guide to Mass Violence Preparedness, Response, Recovery and Mitigation, a collaborative roadmap from the National Mass Violence Center (NMVC) and the American Hospital Association (AHA). Participants will explore actionable, evidence-based strategies to strengthen local collaborations, coordinate mental/behavioral health and victim support services, and protect the well-being of the health care workforce against the lasting impact of secondary trauma.

      After attending this National Town Hall, participants will be able to:

      • Describe the “MVI Continuum” that offers a framework for hospitals and health system leaders to follow as they prepare for, respond to, recover from and mitigate MVIs (to include MVIs within the MCI framework).
      • List the ten collaborators – including hospitals and health systems—that are essential to MVI planning and responses.
      • Describe how law enforcement, victim/survivor and allied services can coordinate with hospitals to prepare for MVIs and strengthen survivors' behavioral and mental health, and victim support efforts.

      Sentara Virginia Beach General Presents: The Role of the Medical Team During Urban Search and Rescue Operations with Jay Moltenbrey

       Jay Moltenbrey will be discussing the medical team's role during urban search and rescue operations including the specialized medical capabilities the FEMA US&R teams utilize for disaster operations. 

       Mr. Moltenbrey has over 35 years of emergency response experience, including a 32 year career with the Windham, New Hampshire Fire Department where he was the first Paramedic and later served as Lieutenant and shift commander. He is recognized as an emergency services educator throughout New England. Jay embraced new challenges by joining Massachusetts Task Force 1 in the FEMA Urban Search and Rescue System as a Medical Specialist, also qualifying as a Planning Team Manager and Task Force Leader, and currently serves as Deputy Program Manager. He is a member of the FEMA US&R Incident Support Team as a Liaison Officer, with wide-ranging all-hazards incident management experience. Jay holds an Associate of Science Degree in Fire Science from Lakes Region Community College, is a Master Exercise Practitioner, and completed the Emergency Management Basic Academy at the National Emergency Training Center.

      The “Cybersecurity for the Clinician” video training series totaling 47 minutes among eight videos explains in easy, non-technical language what clinicians and students in the medical profession need to understand about how cyber attacks can affect clinical operations and patient safety, and how to do your part to help keep healthcare data, systems and patients safe from cyber threats.

      The series is good for one CME/CEU credit hour. Using these training videos also may satisfy documentation requirements of the CMS Emergency Preparedness Rule, the National Fire Protection Association and The Joint Commission for facility Hazard Vulnerability Analysis and Risk Analysis and Training.

Easily distribute the entire course, slow release bite-size video slides, or just send out the final quiz to certify your existing experts. The new series now allows users to pause and rewind the video playback for more engaging learning, and includes closed captions for users with a need or preference to read along.

      Homeland Security - Office for Bombing Prevention (OBP)

      The Office for Bombing Prevention (OBP) leads the Department of Homeland Security’s (DHS) efforts to implement the National Policy for Countering Improvised Explosive Devices (PDF) (National Counter-IED policy) and enhance the nation’s ability to prevent, protect against, respond to, and mitigate the use of explosives against critical infrastructure; the private sector; and federal, state, local, tribal, and territorial entities. Registration will close 2 business days prior to the scheduled start date. All times listed are Eastern Standard Time (EST).

      AWR-333 — Improvised Explosive Device Construction and Classification (IED-CC)
      Provides an overview of the construction and classification of IEDs. Participants will acquire basic knowledge of IEDs, including their function, components, classifications, and how they are constructed.[75 Min]

      AWR-337 — Improvised Explosive Device (IED) Explosive Effects Mitigation (IED-EEM)
      Introduces participants to the effects of detonations and details the difference between blast, thermal/incendiary, and fragmentation effects and the destructive consequences of each on various targets. It also describes security measures and best practices that can help prevent or mitigate explosive effects.[75 Min]

      AWR-338 — Homemade Explosive (HME) and Precursor Awareness (HME-P)
      Provides a basic understanding on HMEs and common precursor materials. Participants will define HMEs, explain the considerations perpetrators have when evaluating whether or not to use HMEs as the explosive for an attack, and identify common precursor chemicals and materials used to make HMEs.[75 Min]

      AWR-334 — Introduction to the Terrorist Attack Cycle (ITAC)
      Introduces a conceptual model of common steps that terrorists take in planning and executing terrorist attacks. Participants will acquire basic knowledge of how terrorists operate and be better able to counter potential attacks using improvised explosive devices (IEDs) by being able to identify the signs of a possible attack and responding appropriately and effectively.[75 Min]

      AWR-340 — Protective Measures Awareness (PMA)
      Introduces participants to identifying and filling facility security gaps and provides foundational knowledge on risks, risk management, and the three rings of security: physical protective measures, procedural/technical protective measures, and intelligence protective measures. Participants will acquire the background knowledge needed to devise appropriate protective measures based on the varied and unique characteristics of individual facilities.[75 Min]

      AWR-335 — Response to Suspicious Behaviors and Items for Bombing Prevention (RSBI)
      Provides an overview of appropriate responses to suspicious behaviors and items by differentiating normal and abnormal behaviors and highlighting appropriate responses to potential terrorist or criminal activity. It also discusses the differences between unattended and suspicious items, and the responses for each situation.[75 Min]

      AWR-939 — Introduction to Bomb Threat Management (IBTM)
      Provides learners foundational knowledge on domestic bomb threat data, the Office for Bombing Prevention BTMP process, elements of a bomb threat plan, and the overall impact of bomb threats.[75 Min]

      Virtual Instructor Led Training (VILT) courses provide general awareness level counter-improvised explosive device (C-IED) information to a broad audience through an on-line virtual training experience with a live instructor.     • ALERRT Active Shooter Response Level 1 – Train the Trainer - Lynchburg Building and Sustaining Peer Support

      This class will be held on June 1-5, 2026 from 8:00 a.m.- 5 p.m. at Central Virginia Criminal Justice Academy: 1200 Church Street, Lynchburg, VA 24504 

       

      The train‑the‑trainer course includes the complete delivery of the ALERRT Active Shooter Level I course of study as well as instructional techniques and methodology for delivering the course, force‑on‑force scenario development, safety protocols and procedures, graded participant teach‑backs, graded participant‑led force‑on‑force scenarios, remediation, video debrief, course critiques, and evaluations. Participants are provided with all lesson plans, PowerPoint presentations, student manuals, and related courseware so that they are immediately prepared to deliver the Active Shooter Level I course at their home agency.

      This class will be held on June 9, 2026 from 9 a.m.- 5 p.m. at City of Roanoke Fire & EMS Training Center, 802 River Avenue SE, Roanoke VA 24017

      The primary focus of the BDLS course is incorporation of an “all-hazards” approach to mass casualty management and population-based care across a broad range of disasters. Measures to ensure and enhance health workforce readiness are emphasized throughout the course. This includes a consistent and scalable approach to workforce protection and casualty management, as well as, mass casualty triage and fatality management.

      The BDLS course is designed to engage participants through interactive scenarios and group discussion. The overarching aim of the BDLS course is to teach a common lexicon, vocabulary, and knowledge base for the clinical and public health management of all ages and populations affected by disasters and public health emergencies, through a standardized curriculum that is practical and relevant for all health professionals. Knowledge gained in the course can then be reinforced and expanded through application in the Advanced Disaster Life Support™ (ADLS®) course. Essential training components include population scenarios discussion; mass casualty triage tabletop and situational training exercises; surge tabletop scenario for a health care facility; personal protective equipment skills performance and decontamination video review; casualty management in small groups with simulated scenarios; and emergency operations center situational training exercise.     • MGT 340: Crisis Leadership: A Community Case Study

      This class will be held on July 16, 2026 from 1 p.m.- 5 p.m. at City of Roanoke 911 Center 1830 Blue Hills Circle NE Roanoke, VA 24012.

    • DOT 501- Hazardous Materials Instructor Training

      This class will be held on July 21- 23, 2026 from 8 a.m.- 5 p.m. at Roanoke Fire-EMS Training Center-802 River Ave SE Roanoke, VA 24013.

       

      The Pipeline and Hazardous Materials Safety Administration (PHMSA) under the Department of Transportation requires that Hazmat Employers* train all Hazmat Employees** within 90 days of starting in the position and conduct recurrent training every three years thereafter. 

      The Hazardous Materials Transportation Train the Trainer course, offered at no-cost, is designed for personnel who will be preparing and conducting this training. Course participants will learn applicable PHMSA requirements as well as principles of adult education and effective instructional design. In addition, participants will learn how to develop a systematic training program to ensure that hazmat employees are trained in the five areas required by 49 CFR 72 Subpart H: General awareness/familiarization, Function-specific, Safety, Security awareness, and In-Depth security.

      * Hazmat Employer: a person who uses one or more employees regarding: transporting hazmat in commerce; causing hazmat to be transported or shipped in commerce; or designing, manufacturing, fabricating, inspecting, representing, marking, certifying, selling, offering, reconditioning, testing, repairing, or modifying packaging as qualified for use in the transportation of hazmat.

      ** Hazmat Employee: a person employed by a hazmat employer, or person who is self-employed, and who directly affects hazmat transportation safety including: an owner-operator of a motor vehicle that transports hazmat; a person who: loads, unloads, or handles hazmat; designs, manufactures, fabricates, inspects, tests, reconditions, repairs, modifies, marks, or otherwise represents packaging as qualified for use in the transportation of hazmat; prepares hazmat for transportation; is responsible for safety of transporting hazmat; or operates a vehicle used to transport hazmat.

      The L0146 HSEEP is a basic-level course that provides a comprehensive overview of exercise design along with practical skill development in accordance with the HSEEP Doctrine. The course uses activities that will give participants an opportunity to interact with many of the templates and other materials that are provided by the National Exercise Division to ensure exercises are conducted in a consistent manner. Upon completion of this course, participants will gain a better understanding of what constitutes an HSEEP consistent exercise.

      The primary focus of the BDLS course is incorporation of an “all-hazards” approach to mass casualty management and population-based care across a broad range of disasters. Measures to ensure and enhance health workforce readiness are emphasized throughout the course. This includes a consistent and scalable approach to workforce protection and casualty management, as well as, mass casualty triage and fatality management.

      The BDLS course is designed to engage participants through interactive scenarios and group discussion. The overarching aim of the BDLS course is to teach a common lexicon, vocabulary, and knowledge base for the clinical and public health management of all ages and populations affected by disasters and public health emergencies, through a standardized curriculum that is practical and relevant for all health professionals. Knowledge gained in the course can then be reinforced and expanded through application in the Advanced Disaster Life Support™ (ADLS®) course. The BDLS course is aimed at a broad range of audience categories that share a common likelihood of providing clinical care and assistance to casualties during a disaster or public health emergency, including healthcare, public health and allied health professionals; emergency medical services personnel; and other medical first responders and receivers.

    • Advanced Disaster Life Support (ADLS) Course 

      This class will be held on June 3-4, 2026 from 8:30 a.m.- 5 p.m. at Bon Secours Mary Immaculate Community Education & Health Center, 2 Bernardine Dr., Newport News, VA 23602

       

      Core education elements include the ADLS manual and five interactive lectures (Disasters and Public Health Emergencies; Triage in Disasters and Public Health Emergencies; Health System Surge Capacity for Disasters and Public Health Emergencies; Community Health Emergency Operations and Response; and Legal and Ethical Issues in Disasters). Essential training components include population scenarios discussion; mass casualty triage tabletop and situational training exercises; surge tabletop scenario for a health care facility; personal protective equipment skills performance and decontamination video review; casualty management in small groups with simulated scenarios; and emergency operations center situational training exercise. ADLS requires learners to apply knowledge learned in the Core Disaster Life Support® (CDLS®) and Basic Disaster Life Support™ (BDLS®) courses.

      Successful completion of the BDLS course is a prerequisite for attendance at the ADLS course. The ADLS course target audience includes physicians, nurses, physician assistants, emergency medical technicians (EMTs), paramedics, pharmacists, allied health professionals, and students in health professional schools.

    • Hospital Emergency Response Team Course

      This class will be held on June 9-11, 2026 from 8 a.m.- 5 p.m. at Sentara Norfolk General- 600 Gresham Dr, Norfolk, VA 23507.

       

       The Hospital Emergency Response Training for Mass Casualty Incidents (HERT) course is a three-day course that prepares healthcare responders to utilize the Hospital Incident Command System — integrating into the community emergency response network while operating an Emergency Treatment and Decon Area as hospital first receivers during a mass casualty patient contamination incident. It addresses healthcare response at the operations level for the facility and personnel.
