IMPORTANT: The period for documentation is January 1, 2025 - June 30, 2025. Please keep appropriate documentation showing how ALL the money was spent. You may over-document.

COMPLETE final reports and receipts are required be held by each organization for 7 years in accordance with TEFAP regulations. You will be supplied a copy of your completed final report via email upon submission.

All funds must be spent down by June 30, 2025.

The Cultural Collaboration Grant funds may be used for, but are not limited to:

Purchase of culturally connected foods
Expenses associated with multilingual/multicultural staffing
Transportation expenses (mileage, gas cards, delivery fees, supplies)
Costs associated with surveying participant needs
Outreach
Translation

Eligible Entities: Grantee must be a non-profit tax exempt 501(c)(3) organization, affiliated with another organization with tax exempt 501(c)(3), or a Tribal Nation.TEFAP Provider: Grantee must be a TEFAP provider and maintain compliance with the MN TEFAP Policy and Operations Manual, found on the Minnesota TEFAP website.

TEFAP providers must be committed to making it as easy as possible for those in need to get food, create policies and rules that are respectful and encourage generosity and flexibility, and guarantee the same level of service for all participants.
For example, TEFAP providers ensure non-discrimination practices, do not ask for or require identification, allow self-declaration by the food recipient when determining eligibility, and provide services regardless of geographic location.

Allowable Expenses: Grantee must use MFSP funding on allowable expenses including, but not limited to: food, operating costs, personnel,space/rental, utilities, transportation, refrigeration and storage needs,mobile food costs, technology, PPE, and training.Reporting Statistics: Grantee must submit accurate service statistics to their regional food bank by the 10th of each following month including the number of children, adults, and seniors served, households served, and pounds distributed.Final Report: Grantee must submit a Final Report documenting how MFSP funding was spent to HSM and/or MN DCYF-OEO.Site Visits and Monitoring: Grantee must participate in site visits (on-site or virtual) by HSM and/or MN DCYF OEO and will address any corrective actions identified. Fiscal monitoring will be performed for grantees receiving $50,000 or more, as required by Minnesota Department of Administration, Office of Grants Management Policy 08-10.Record Keeping: Grantee must retain all MFSP grant related documents for 7 years, including but not limited to source documentation (receipts, invoices, etc.).Data Privacy: Grantee must be responsible for proper handling & safeguarding of client information and will get required permission before sharing any personal information including names and addresses.The applicant understands that the above are requirements for receiving funding from the Minnesota Food Shelf Program (MFSP) and agrees to use MFSP funding in accordance with Federal, State & local laws, rules, regulations, terms, and conditions as required by the Minnesota Department of Children, Youth and Families, Office of Economic Opportunity (DCYF-OEO) and Hunger Solutions Minnesota (HSM).
