NOISE
1. Quiet Enjoyment – All OCCUPANT(S) are entitled to enjoy peace and quiet at the campground. Quiet time, as per Town of Fort Erie By-Law, is 24 hours and is strictly enforced at the campground between 11p.m. to 8a.m. OCCUPANT(S) and Guests are not to create or permit the creation of any noise or nuisance that disturbs the comfort or quiet enjoyment of any other OCCUPANT(S) or Guest at any time of the day. Between the hours of 11p.m. and 8a.m. no noise is permitted outside of the RV. In the event of a gathering of OCCUPANT(S)s and Guests at a Site, the OCCUPANT(S) of that Site are responsible for their Guests and will be held accountable to ensure the noise restrictions are observed.
2. Karaoke, P.A. (public address) or sound/audio systems are only permitted in designated areas with prior written authorization from Windmill Point Park & Campground. Audio systems must be off by 11p.m. unless used for a special event or special occasion by permit is granted.
3. Generators are not permitted, unless for emergency purposes, for health reasons or when authorized by the Windmill Point Park & Campground.
INTERACTIONS/COMMUNICATIONS
4. Respectful Interactions – Your entire Windmill Point Park Inc. staff is committed to providing you with an excellent customer experience. At the same time, we are responsible for ensuring that our OCCUPANT(S), Guests and employees stay and work in a safe and abuse-free environment. Please ensure that you are treating staff and other OCCUPANT(S) and Guests in a respectful and courteous manner. No one should have to endure harassment, foul language, or abusive behaviour, whether in person or in any form of communication (including social media platforms). Further action will be taken if this kind of behaviour occurs. We are all here to either enjoy our hard-earned leisure time, or to do our jobs as best we can: treating each other with respect is the best way to ensure that happens.
5. Social Media – Windmill Point Park & Campground reserves the sole right to use "Windmill Point Park & Campground, Windmill Point Park, Windmill Point, WPP" or any variation of the business name for any promotions, print or social media pages. Windmill Point Park & Campground also manages various social media pages, and reserves the right to edit or remove postings, in whole or in part, for any reason, including those that:
Express racist, hateful, sexist, homophobic, discriminatory, slanderous, insulting, or threatening messages;
Are aggressive, coarse, violent, obscene, or pornographic in tone;
Are offensive to an individual or an organization, rude in tone, or otherwise abusive.
Are not sent by the author or are put forward for advertising purposes;
Are repetitive or spamming of threads; or
Are in any way contrary to law.
Any OCCUPANT(S) or Guest acting contrary to these rules may be temporarily or permanently excluded from Windmill Point Park & Campground’s social media channels and subject to further action according to the Default and Termination section of the Licence of Occupation. Any OCCUPANT(S) or Guest administering other social media pages or accounts aimed at defaming Windmill Point Park Inc., its staff or others are also subject to further action according to the Default and Termination section of the Licence of Occupation.
6. OCCUPANT(S) Communications - Windmill Point Park & Campground has a policy of communicating with all OCCUPANT(S) and Guests directly, rather than through a committee of representatives to address operations-related matters. As part of this policy, please know that we do not participate in or attend organized group meetings of this nature. This allows each OCCUPANT(S) and Guests to freely communicate and address matters that are important specifically to them. We are willing, able and available to speak with any OCCUPANT(S) or Guests during regular business hours. We maintain an open-door policy and continually make improvements season to season based on great suggestions from Guests.
ALCOHOL/TOBACCO/MARIJUANA
7. Alcohol – Alcoholic beverages may be consumed on the Site only. Parents are reminded that only people aged 19 and older may consume alcohol in the campground, and that they are responsible for their children’s activities. Alcohol cannot be transported in open containers and for safety, glass containers of any kind are not permitted off a Site. Zero tolerance in effect for driving under the influence of alcohol/illegal substances Excessive drinking, noise, or profanities will not be tolerated, and may lead to eviction without refund. Offenders will be subject to the “Trespass to Property Act”.
8. Tobacco and Marijuana - Tobacco (which here includes all tobacco products as well as e-cigarettes or vapes), and marijuana products (where use is permitted by provincial and federal law) may be consumed on the Site only. Parents are reminded that only people aged 19 and older may consume tobacco and marijuana in the campground and that they are responsible for their children’s activities. The use of tobacco and marijuana is not permitted in public areas of the campground. Where designated smoking areas do exist, they are restricted to tobacco only. When using tobacco and marijuana on your site we ask that you be respectful of your neighbours, particularly where children may be exposed to second hand smoke. Please remember that your neighbours are entitled to quiet enjoyment of their Site. Please remember to dispose of lit cigarettes and butts in a safe and hygienic manner, to minimize the danger of fires or of accidental ingestion by small children or pets.
9. Distribution of Controlled Substances - OCCUPANT(S) will not produce, grow, or trade in any controlled substances, including alcohol, tobacco, or marijuana, including on common areas and individual Sites. These substances may be brought into the campground for the personal use of the OCCUPANT(S), on the OCCUPANT(S) Site only. Illegal substances are strictly prohibited in the campground under any circumstances.
CHILDREN
10. Children and Teenagers under 18 – OCCUPANT(S)s are responsible at all times for the supervision, conduct and behaviour of children and teenagers at their Site, whether they are part of the OCCUPANT(S)’s family, or Guests, and ensure their adherence to the Community Code. All children and teenagers are to be on an adult supervised Site by 10:00 p.m. Children and teenagers may not be left in the campground without adult supervision. Young children using the recreational facilities or equipment must be accompanied and supervised by an adult or childcare provider at all times, especially when near the water, at the playground, in public buildings and on the roadways. The playground areas and equipment are strictly off limits after dusk each day.
11. Children, 16 and 17 years old, wishing to enjoy the Park’s facilities for the day unaccompanied by a parent/ legal guardian, may be required to have parent/legal guardian’s written permission or provide emergency contact information upon entry.
CAMPFIRES/FIRES
12. Fires and Fire Pits – No outside firewood is permitted into the campground in an effort to help reduce the threat of invasive species that are destroying the trees in Ontario. Any outside firewood will be confiscated. Please visit click here for more information.
13. Campfires are allowed only in fire pits approved by Windmill Point Park & Campground. Keep your fire under control at all times and never leave your fire unattended. Fires must be extinguished before retiring for the night.
14. Do not use flammable liquids to start fires and burning garbage is not permitted.
15. Please do not collect or chop firewood from wooded areas. For your convenience, we offer firewood for purchase.
RECREATION
All activities, events and equipment are to be enjoyed, played and used at your own risk. Activity equipment is available for rent and must be returned the same day, in the same condition by 8 p.m. The OCCUPANT(S) are responsible to ensure their Guests have been apprised of and comply with the rules surrounding recreation
Water Activities
a) Swimming is permitted from sunrise to sunset only. Swimming after dark is not permitted at any time.
b) Lifejackets must be worn on waterpark, paddleboats and all watercraft at all times. A maximum of 2 people per paddleboat or at the discretion of Windmill Point Park & Campground. Lifejackets are available for rent and must be returned, in the same condition, by 8p.m.
c) Horseplay, pushing or jumping from any water equipment will not be tolerated. Staff will have the right to issue verbal warning before suspension or removal from water.
d) Gas powered water toys are not permitted. Windmill Point Park & Campground reserves the right to inspect water toys for possible contamination, discharge and safety guards. Motorized water toys may not exceed 1.5km/hr.
e) Shampoo, soap or other chemicals are not allowed in the quarry.
f) Nudity and female topless is strictly prohibited.
Wibit Waterpark
a) Waterpark is available for person 6 years and older, in good health, and without physical restriction that would limit their ability to use the waterpark safely. The Wibit Hand is available for children 12 years and younger.
b) Approved lifejackets/PFDs must be worn for all personal using the waterpark, at all times, regardless of swimming abilities. Transport Canada approved lifejackets are available for rent and must be returned in the same condition, on the same day at the time indicated.
c) No horseplaying, pushing, diving or swimming under the waterpark. Any dangerous play and unsafe use of the waterpark, any watercraft or in and around the water will not be tolerated. Windmill Point Park & Campground employees have the right to issue warnings, suspensions or removal from the water at any time.
d) Jumping or sliding must be feet first. Ensure that there are no objects or people in the water below.
e) Remove any jewellery, watches, keys and all shrp objects before using the waterpark.
f) No access to the waterpark after consumption of any drugs or alcohol.
g) Foul language and inapporpriate behavious will not be tolerated anywhere in the campground.
h) At certain times, Windmill Point Park & Campground lifeguards will restrict the number of popel on the different features of the waterpark and/or will restrict the direction of the traffic on the waterpark.
i) Windmill Point Park & Campground lifeguards and staff retain the right to expel any persons endangering their own safety or that of others from the water, the waterpark and the campground at any time.
Fishing
g) Windmill Point Park & Campground has an aquaculture licence allowing Guests to fish on the premises without an individual fishing licence. Three fish per person per day are permitted. Please request a copy of the licence number when traveling outside the Park’s facility with any fish.
h) Fishing of any kind is not permitted in the roped swimming/beach area and where posted. (With the exception of a Park sponsored event)
i) Fishing equipment is available for rent or for purchase and rented items must be returned the same day, in the same condition by 8 p.m.
Scuba Diving
j) Scuba Diving Waiver and Release must be signed upon entry or on date of dive. A valid certificate must be produced and recorded at time of entry and a copy can be submitted to keep on file. Night dives are subject to approval with sufficient notification.
k) Divers that camp overnight must sign and date waiver in advance, according to the dive dates.
l) Diving facilities that teach dive classes must book in advance, complete and sign Dive Master/Instructor Waiver and Release and submit a copy of all valid dive instructors’ or dive masters’ certificate numbers a. Dive instructors’ insurance policies must state a minimum of one million dollars coverage and name Windmill Point Park Inc. as additional insured. A copy of valid liability coverage must be submitted for Park records.
CAMPSITE
16. Cleanliness/Hazardous Materials – OCCUPANT(S) are responsible for the landscaping maintenance of their Sites, including grass cutting. Sites must be kept neat and clean at all times. Unsightly materials, other than camping goods, shall not be stored on campsite. Other appliances must be kept in a shed. No one is to use or store any hazardous substance on the Site or in the RV. Hazardous substances include all contaminants, pollutants, waste material, toxic substances, or any dangerous or harmful materials.
17. Campground Infrastructure - Infrastructure belonging to the campground, such as water supply, waste water hook ups, and electrical supply, are the responsibility of the OWNER. OCCUPANT(S) or contractors hired by the OCCUPANT(S) are not to tamper with campground infrastructure in any way. Unauthorized repairs or changes could be dangerous, or have unintended consequences to the Campground infrastructure. The cost of restoring campground infrastructure to its original condition will be borne by the OCCUPANT(S) who made the unauthorized changes.
18. Clotheslines – Line and umbrella style clotheslines are not permitted anywhere on the Site. Clotheslines may not be strung from trees or bushes on the Site. Only the air drying of towels and bathing suits are permitted on the Site. Washers and dryers are provided for your convenience.
19. Satellite dishes/Antenna Towers/Limited External Services – External services will be limited to TV or internet and may be subject to additional fees, invoiced to the Occupant(s). Windmill Point Park & Campground's address cannot be used for external billing or invoice for said services. All external mail will be returned automatically, without notice, and may be deemed as a violation of the Licence of Occupation. Antennas or towers of any kind are not permitted in the campground. One Satellite dish, not exceeding 18” in diameter is permitted provided it is mounted on the RV or in a location approved by Windmill Point Park & Campground in writing, and must not interfere with campground maintenance activities. Satellite dishes or any kind of cables may not be mounted on trees. Trees and branches are not to be cut to facilitate signal reception without prior written permission from Windmill Point Park & Campground.
PETS
20. Only quiet, people friendly and “other pet friendly” pets are welcome in designated areas only. Windmill Point Park & Campground reserves the right to limit the size, type and number of pets per site. Pets must be kept under control at all times and not left unattended. Pets that bark excessively, act in an aggressive manner or disturb other Guests will not be tolerated. Windmill Point Park & Campground reserves the right to refuse entry to large or aggressive dogs.
21. All pets must have up-to-date vaccination shots. Owners must be able to produce a valid vaccination certificate upon request.
22. Please keep pets on a short leash, no longer than 5 feet, at all times while on Park property. Pet owners must clearly post pet warning sign on the campsite.
23. Please clean up after your pet. Stoop-N-Scoop is strictly enforced.
24. Pets may swim in the designated swimming areas, however they are not allowed on the beach, in the roped swimming section, public buildings, playground space, event tent, watercraft rentals or in any areas set out or posted by Windmill Point Park & Campground. Only guide dogs or service animals are permitted in the public buildings and areas.
25. Nuisance Animals and Wildlife – The Campground is an environment where OCCUPANT(S) share a more natural setting with a variety of wildlife. It is recommended that you take precautionary steps to protect your property from being damaged by wildlife. The OWNER is not liable for any damages caused by wildlife under any circumstances. Do not feed wildlife; specifically, seagulls, raccoons, wild or feral cats, or any other animal that could become a nuisance. Trapping, poisoning or otherwise interfering with wildlife by unauthorized individuals is not permitted.
RECREATIONAL VEHICLES
26. One RV per site. RVs must meet Park regulations, CRVA or C.S.A. standards and codes according to the Town of Fort Erie By-Law. Please ensure your RV complies with provincial and federal environmental and electrical standards. Homemade RVs are not permitted.
27. RVs must have a gray and a black water holding tank. A “blue boy”, certified sewage tote or portable waste tank may only be used to transport sewage to the dump-station holding tank.
28. Renting – Renting, leasing or lending of a RV on a Site is not permitted unless prior approval is given by Windmill Point Park & Campground.
MOTORIZED/ELECTRIC VEHICLES AND BICYCLES
29. A maximum of 2 automobiles are allowed per site and permits or car tags must be clearly displayed at all times while on the grounds. All campers, seasonal and overnight, must register complete vehicle information, year, make and model, color, license plate number, on all vehicles to be issued a vehicle/camping permit. If you change vehicles or buy a new vehicle, be sure to update the information on your account with Guest Services. Additional parking is available at designated locations.
30. No driving around the grounds after 11p.m., unless arriving or departing. Please walk when possible to reduce unnecessary driving.
31. No major vehicle or RV repairs work to be done on Park property.
32. Parking – Automobiles are to be parked in designated parking areas only, with primary parking at your designated site. There is a maximum of 2 automobiles permitted per Site. Additional automobiles are to be parked in the designated Guest parking area. Automobiles parked in non-designated areas, such as on the roadways, in the campground are subject to towing and impounding at the OCCUPANT(S)’s expense without further warning. Any exceptions need written authorization from Windmill Point Park & Campground. Boats, snowmobiles, all-terrain vehicles, utility trailers, additional RVs or any other motorized equipment are not to be stored or parked on the Site without prior approval from Windmill Point Park & Campground.
33. Golf Carts and Other Electric Vehicles – Only electric golf carts are permitted for Seasonal Campers only. Please complete Golf Cart Authorization Form and registration fees will apply. Please remember that these are powered vehicles and can be dangerous if not handled safely. Golf carts may only be driven by licensed drivers, with the same regulations as licensed motor vehicles, including insurance coverage. Do not operate a golf cart while under the influence of alcohol. Golf carts are to stay on designated roads and pathways. Golf carts are to be operated safely at all times – do not overcrowd the vehicle (such as doubling up or hanging off the cart), operate at a safe speed and watch for pedestrians, especially children. Golf carts may only be used after dark if they are equipped with proper lighting. All rules for Golf Carts also apply to any other motorized electric vehicle, such as electric bicycles or e-bikes, electric scooters and similar vehicles. Toy vehicles are not permitted on the roadways at any time. Dirt bikes and ATVs are not allowed in the Park
34. Speed Limit – Any licensed motor vehicle operating within the campground is restricted to a maximum speed of 10 km/hr or 5 mph while on Park property or as otherwise posted and driving is limited to roadways. All vehicles must drive over, not around speed bumps. Careless and reckless drivers and/or vehicles may be ejected, fined or denied entry. Non-licensed motor vehicles such as ATV’s, mini bikes, scooters, and any other non-licensed motor vehicle are not permitted in the campground at any speed. If requested, a copy of driver’s licence or vehicular insurance must be provided.
35. Bicycles – Bicycles are permitted on the roadways within the campground, but biking across Sites or riding in playgrounds is not permitted. Children under 18 years of age must wear a helmet as per provincial law. Cycling is to be in the daylight hours only, and is to be at a safe speed (under 10 km/hr.). Cyclists are to exercise care and control at all times. Remember that there are pedestrians and small children throughout the campground.
36. Proximity Gate Passes for Seasonal Campers are not transferable and only registered Guests may enter Windmill Point Park & Campground through the gate access using the gate pass. Please refer to our Gate Pass Agreement must be completed and signed. Anyone found in violation will have their gate pass revoked and will immediately have their day, camping or seasonal camping membership privileges revoked without refund.
GUESTS/VISITORS
37. Your Guest/Visitors must purchase a day admission to enter the campground. Wristbands must be worn at all times and is a condition of entry. Please read our Wristband Policy. Guests that do not have a valid wristbands will be asked to leave and may be subject to the “Trespass to Property Act”. Guests/Visitors are not permitted entry into the Park between 9p.m. and 8a.m. unless camping overnight.
GENERAL
38. Fireworks and Firearms – Weapons of any kind are not permitted in the Park at any time. Fireworks are not permitted, unless sponsored or supervised by Windmill Point Park & Campground for special events.
39. Water Use –The filtered and treated water provided by Windmill Point Park & Campground is a precious resource. As such, watering lawns and washing vehicles or RVs will be limited during the peak-operating season, as determine by Windmill Point Park & Campground. (Mid-June to mid-September) The OCCUPANT(S) agrees to abide by any other water conservation restrictions that may be imposed.
40. Garbage Disposal – Garbage dumpster bins and recycling facilities are provided for disposal of garbage used at Windmill Point Park & Campground. Garbage must be kept in appropriate container and disposed of in the garbage dumpster bin. Do not put fire-pit ashes, branches, leaves or wood in the garbage bins Larger household items, hazardous items or building materials left on Park property, beside or in the dumpster bin, without prior approval will be subject to a disposal fee.
41. Trees, shrubs or any plant materials are not to be cut or removed without the approval of Windmill Point Park & Campground. To prevent the trees from dying, please remove any light strands, ropes and wires around the trees. Please do put any nails, screw, anchors, etc.… into the trees.
42. Vandalism or misuse of Windmill Point Park & Campground property will not be tolerated and any offender will be prosecuted. Any person(s) evicted from the Park will not be allowed re-entry. Seasonal Campers or Guests allowing a banned person on premises will face immediate eviction, without refund.
43. Theft of any goods and/or services will not be tolerated at any time resulting in legal action and immediate eviction, without refund and any and all personal articles will be subject to Repair and Storage Liens Act of Ontario until full restitution is made.
44. Security – All OCCUPANT(S) and Guests are required to comply with security arrangements that the OWNER has made and may modify from time to time. Admission to the campground after hours is closed and by gate card or security only.
45. Soliciting – Soliciting or the distribution of literature of any kind is prohibited in the campground. No business or sales of any kind are to be advertised or conducted at the campground without prior written permission of the Windmill Point Park & Campground.
46. Drones - Drones are prohibited from being flown on the premises at all times, unless authorized by Windmill Point Park & Campground, to ensure the privacy of all patrons.
47. Security Cameras and Closed Circuit Televisions (CCTV) - Security cameras and CCTV are not permitted for use on the premises at any time, unless authorized by Windmill Point Park & Campground, to ensure the privacy of all patrons.
MODIFICATION OF RULES AND REGULATIONS
Windmill Point Park & Campground is entitled in its sole discretion to modify this Code of Conduct or introduce/add new rules and regulations for the common benefit of the OCCUPANT(S) and the campground. This Code of Conduct together with all amendments, deletions and additions made by Windmill Point Park & Campground, acting reasonably and of which notice shall have been given to the OCCUPANT(S) will be deemed to be part of the Day Visitor/Camping Agreement.
