  • The River Terrace 2.0 Community Plan will prepare for development of Tigard’s newest neighborhood. It will include strategies for:

    1. Housing
    2. Transportation
    3. Commercial areas or business nodes
    4. Parks, trails and natural resources
    5. Utilities

  • This work is building on the River Terrace 2.0 Concept Plan, which provides a broad vision for how these elements would work together. The Community Plan will create the policies and standards that make this vision a reality. This can’t be done without community feedback!

  • Climate Goals

  • Sprawling suburban development is harmful to natural systems and forces people to rely on cars. Together, buildings and transportation comprise 85% of Tigard’s greenhouse gas emissions, and buildings are responsible for over 40% of Tigard’s energy use.

    By bringing more housing closer together and ensuring daily services are nearby, people can reduce the demand for vehicle use, lessen energy needs and reduce the impact on natural resources.

  • Housing rules in River Terrace 2.0 will encourage a mix of housing types throughout the neighborhood to better meet the community’s vision for a mixed-income neighborhood.

  • The vision also includes goals for a greater amount of housing per acre to encourage affordability and the likelihood and viability of transit and commercial areas in the neighborhood. Without enough residents, bus service is less likely to be offered in the neighborhood, and businesses are less likely to have enough customers to succeed.

    There are different ways we can achieve our housing density and diversity goals to create a neighborhood that is comfortable and welcoming to all. 

  • Neighborhood Parks, Trails and Natural Resources  

  • River Terrace 2.0 will prioritize providing options to connect with nature for all its residents, and will emphasize community gathering spaces, interconnected locations, and equitable access.

    Parks and open spaces serve a neighborhood in many ways besides just being visually pleasing. They can also reduce heat impacts, improve stormwater management, support biodiversity, and sequester carbon.

    We now need to decide where parks and trails get placed in proximity to natural areas. People love to be near nature, but human interaction in natural areas can sometimes impact animal habitats. On the other hand, locating parks in areas away from natural areas takes away valuable land that can be used for housing, increasing housing costs and decreasing the number of people who can be housed.

  • Transportation

  • We are planning for a neighborhood that offers a well-connected transportation network, where residents of all ages, abilities and income levels can get around safely. The vision is to include options for people to walk, bike, roll, drive and take transit, giving future residents a choice for the ways they get around.

    Some big benefits to providing transportation options to future residents is that it can ease congestion, promote health, and also support a reduction in greenhouse gas emissions. Efficient planning of roads reduces stormwater runoff and heat island impacts that harm wildlife and people alike. The success of transit service in a neighborhood like this one is very dependent on the number of people who live there – the more, the better!

  • A New Regional Connection: Tile Flat Road  

  • The River Terrace 2.0 neighborhood will include multiple street connections. One possible connection being considered is an extension of Tile Flat Road through the neighborhood. This extension would create more connections and provide alternate travel route options and could make driving to and from other areas to the neighborhood easier. However, it could relocate some traffic from Roy Rogers Road and Scholls Ferry Road, potentially increasing traffic volumes through the River Terrace 2.0 neighborhood. The timing is unknown for when this connection could be developed, which may be much later than when housing is built. As part of the community plan, the City of Tigard is weighing the potential benefits and impacts of this proposed street connection.

    There are several different street types we will consider for the new neighborhood, each with a different purpose and feel.

  • Business Nodes

  • River Terrace 2.0 will include active, walkable main streets that are fully accessible and provide goods and services for neighbors. The Concept Plan called for 3 mixed-use main streets with small commercial development that meets daily needs – so future neighbors can walk to get their coffee, do their shopping, or get a haircut without needing to get into a car.

    There are other commercial areas being developed near the center of River Terrace 2.0. We could limit the commercial areas to one on the north edge and one on the south edge of the neighborhood. This would mean the businesses here may be more sustainable due to less competition, yet they would be less walkable for some residents.

  • Infrastructure and Stormwater

  • Climate change is increasing the risk of flooding, drought, and degraded water supplies. River Terrace 2.0 needs to be able to provide affordable, high-quality and sufficient water for residents. To protect the watershed, we can utilize on-site stormwater management and green infrastructure, buffer and enhance creeks, and reduce impervious surfaces.
