    Weatherization Assistance Program

    Provided by City of Memphis Housing and Community Development

    Description

    WAP is a program designed to assist low-income households in reducing their fuel costs while contributing to national energy conservation through increased energy efficiency and consumer education. Weatherization work can include various types of insulation, air sealing, duct sealing, caulking, weather stripping, lighting upgrades, HVAC replacements and window replacements. Weatherization can reduce energy bills by as much as 25%. The purpose of the program is to help increase the energy efficiency of homes, mobile homes, and apartments occupied by low-income persons, focusing on the elderly, those with disabilities, and families with children. Please note: if your home requires repairs, it may be deferred and may not be eligible for weatherization services under our grant.

    Who is Eligible

    Homeowners, renters, and property owners (landlords)

    Why it's Recommended

    You said your home has the following issues:
    • A high energy burden

    Eligibility Requirements

    • You rent or own a home in Shelby County
    • Your yearly household income is less than ${incomeLimit} for a family of {howMany}

      • Examples include: W-2 form, 6 bi-weekly pay stubs, 12 weekly pay stubs, 3 months of bank statements, Social Security award letter, pension, signed tax return

      • For Renters: rent check or other proof of rent payment

    What to Expect Next

    The City has 90 days to approve or deny the application. If your application is approved, a certified auditor will visit your home to perform an energy audit resulting in a work order with a list of recommended weatherization measures. However, please note that due to high demand, priority will be given to persons with disability, and the elderly. In addition, homes may be deferred due to poor structural conditions.

    Lead Mitigation Program

    Provided by City of Memphis Housing and Community Development

    Description

    The City of Memphis provides funding (in the form of a forgivable loan) to test and remediate lead hazards from the home. Lead is an environmental hazard that causes long term learning disabilities, such as brain damage, lower IQ levels, hyperactivity, and potent neurotoxins, especially in children. Deteriorating or chipping paint is a common source of lead poisoning in homes built before 1978.

    Who is Eligible

    Homeowners and property owners (landlords)

    Why it's Recommended 

    • Your home was built before 1/1/1978
    • You said your home has the following issues:
      • Deteriorating or chipping paint AND/OR
      • A child who visits or lives in the home and is under the age of 6 has tested positive for lead poisoning

    Eligibility Requirements

    • You own a home in Shelby County
    • Your home was built before 1/1/1978
    • Your home has the following issues:
      • Home has deteriorating or chipping paint AND/OR
      • A child who visits or lives in the home and is under the age of 6 has tested positive for lead poisoning
    • Your income is less than ${incomeLimit24} a year for a family of {howMany} (add $5,500 for each additional person)
    • Your home does not have any serious issues with the structure of the home (ie. roof, foundation)

    Apply online via the HCD Application Portal, Create and register your account on the Neighborly site. Click "Register" to begin creating your account. Select the Lead program to start your application. This website allows for applications and required materials to be submitted online. https://bit.ly/HCDapplication

    What to Expect Next

    The City has 90 days to approve or deny the application. If your application is approved, an inspector will be sent to evaluate the condition of the house. Next, an environmental consultant will do a lead inspection and lead test the paint, dust, and soil. Blood lead testing from the Shelby County Health Department may also be performed on any children under the age of 6. HCD will coordinate with you when it is your turn. However, please note that due to high demand, priority will be given to families with pregnant household members or children under the age of 6. In addition, homes may be deferred due to poor structural conditions.

    If your home was built before 1978 and if a child under six (6) years old resides in your home and/or spends any time at your home, then that child may be exposed to lead-based paint hazards and at risk of becoming lead poisoned. The Shelby County Department of Housing (SCDH) Lead Hazard Control Program provides free assistance to homeowners, property owners, and tenants/renters who want to protect themselves from lead-based paint hazards. The Shelby County Department of Housing utilizes funds from a federal grant to address lead hazards.

    Shelby County Housing Rehabilitation Program

    Description 

    The Shelby County Housing Rehabilitation Program is for improving housing conditions for low- and moderate-income families in Shelby County by correcting health and safety hazards and code violations. This program is to correct any code violations, and can also complete: repairs that affect your health and safety; weatherization upgrades like replacing windows and doors; and accommodations for disabilities, within the funding limit.

    The Rehabilitation Program assists homeowners who live in all parts of Shelby County, Tennessee, including the City of Memphis. Applicants can also live in Arlington, Bartlett, Collierville, Germantown, Unincorporated Memphis/Shelby County, or Millington. You must also meet HUD income requirements as shown in the chart below:

    Shelby County’s Down Payment Assistance (DPA) Program assists low and moderate income individuals in covering a portion of their down payment and closing costs associated with purchasing a home. The home that you buy may be either an existing home or a newly constructed home anywhere within the boundaries of Shelby County as long as the purchase price does not exceed $300,000. Effective February 15, 2023, up to $6,000 is available as a 3% fixed rate loan and repayment terms can extend up to 15 years (180 months). Debt ratios must not exceed 45% total debt.

    Prospective homebuyers, via certified lenders

    Eligibility Requirements

    • Credit score of 560, good credit history, stable employment
    • Minimal down payment of $500
    • Attend the Homebuyer Education class
    • Quality for other financing (THDA, FHA, VA, or Conventional Financing)
