    The City of Rome Code of Ordinances, Chapter  18, Article VI Regarding the Permitting of Vendors  and Transient Merchants Reads:
  • 1. In addition to the permit required under Sec tion 18-266, et seq., and subject to the provisions of Section 18-238, no person, organization, corporation or association may sell or hawk any goods, wares or merchandise from any stand, cart or vehicle of any kind within or on the City's streets, sidewalks or rights-of-way  during Rome Area Chamber of Commerce Sponsored Events without first having obtained a permit from the Rome Area Chamber of Commerce ("Chamber of Commerce"), which said Permit shall be granted under the terms and conditions determined by the Chamber ("Chamber"). The City of Rome expressly authorizes the Rome Chamber of Commerce to designate the location of and the number of persons, organizations, corporations or associations allowed to operate within or on the City's  streets, sidewalks and/or rights-of-way during the Chamber Event. Nothing herein shall be construed to limit the City's authority to manage its streets, sidewalks and/or rights-of-way at  any time and the Chamber must at all times, abide by any and all directions received from the City regarding the use of the City's streets, sidewalks and/or rights-of-way; 

    2. Any person, organization, corporation or asso ciation ("Applicant") desiring to sell or hawk any goods any goods, wares or merchandise from a stand, cart or vehicle of any kind within or on the City's streets, sidewalks or rights-of way during a Chamber Event, must obtain a City of Rome permit authorizing such activity not later than fourteen (14) days prior to the Chamber Event, and must present a copy of the  Rome permit to the Rome Area Chamber of Commerce prior to obtaining the Chamber Permit. The Rome Area Chamber of Commerce shall not issue a permit, as authorized under this section, to any Applicant for the Chamber Event until such time as the Applicant provides the Chamber of Copy of the City permit issued pursuant to Section 18-266, et seq.

  • The Honor America Days Parade and  Pops Concert are separate events for the purposes of issuing Chamber Permits.

    Chamber Permits will be issued on a first-come-first served basis when request is accompanied with a copy  of your City of Rome Vendors Permit.
  • Honor America Days Parade

    Vendors can set up along the  parade route in designated areas, but are not permitted in the city streets. All requests should be submitted to the Chamber for approval no later than Friday, July 12th.  
  • Honor America Days Pops Concert

    This year, vendors will be setup in the new parking lot where the parking garage was torn down. Vendors will submit their desired locations from the layout map (Chamber will send) once construction is complete. Vending is not permitted on Fort Stanwix property or on city sidewalks. 
  • Requests for a Chamber Permit submitted without a copy  of the City of Rome Vendors Permit will be not be processed. Each vendor, profit and not-for-profit, will not be  allowed to set-up and conduct business without a Chamber and a City of Rome Permit. Both Permits must be visible during the event for verification by a Chamber representative or Rome Police Department official. 

    Upon receipt of the completed application and payment in full no later than Friday, July 12th, the Chamber will issue permits to vendors who have met all  requirements. Permits will not be mailed.  

    Vendors must pick-up their permits in person at the Chamber office on Friday, July 26, at a 3pm Vendor Meeting held with representatives of the City Clerk’s office and Police Department.

    All vendors are required to leave their assigned locations free of accumulated trash, empty boxes, etc. Vendors  who fail to remove their empty boxes, accumulated trash,  etc. when they depart their assigned locations will be  assessed a $50 cleanup fee. A $50 cleanup deposit is  included in the Chamber Permit registration fee. Vendors  who leave their assigned locations free of accumulated  trash, empty boxes, etc will have their deposit refunded within ten days following each event they participate in.

  • The undersigned understands and agrees to abide by all  rules and regulations set forth in the following  Permit Requirements: 

    ∙ Upon receipt of this application and payment in full by June 30, permits will be issued to vendors who have met all requirements.  

    ∙ Permits are non-refundable. 

    ∙ Permits will not be mailed. Vendors must pick-up their  permits in person at the Chamber office on Friday, July  25, at the 3pm Vendor Meeting held with representatives of the City Clerk’s office and Police Department.    

    ∙ The Chamber reserves the right to issue or deny permits based upon past behavior at events, saturation of specific product, etc.  

    ∙ Chamber Permits and City of Rome Vendor Permits  must be visible for verification by the Chamber representative or Rome Police Department official. 

    ∙ Assigned vending locations must be free of accumulated trash, empty boxes, etc. upon departure.

    ∙ Vending is not permitted on city streets during the Parade. 

    ∙ Vending is not permitted on Fort Stanwix property or city sidewalks during the Concert. 

    ∙ Items such as knives, silly string, poppers, odorous sprays, etc. cannot be sold.  

    ∙ Generators may only be used in areas 1 thru 4 on the  Vendor Layout Map, and each must include use of a hush box to muffle the sound.  

    ∙ Electricity is only available in areas 5 thru 10. Vendors are limited to no more than two locations each in these areas.  

    ∙ Concert vending locations are approximately 18’ in length.  

    ∙ Vending is primarily for the sale of food, non-alcoholic  beverages, and event-related merchandise by for profit businesses. Nonprofits can sell or giveaway food-related items. 

    ∙ The distribution of paper promotional literature is pro hibited as it results in excessive debris on streets, sidewalks and lawns creating a hindrance to getting  the area cleaned up and ready for the morning tourist  traffic. 

    ∙ There is a zero tolerance policy for rude and/or inappropriate behavior toward fellow vendors or parade/concert goers. A condition of being granted a vendor permit is that all vendors agree to adhere to the zero tolerance policy and further agree that failing to adhere to these rules will result in immediate expulsion from the event and will result in the vendor being permanently barred from all Rome Area Chamber of Commerce events.
