نحن، القادة الشباب/ات وممثلو/ات منظمات المجتمع المدني الموقّعون أدناه، من مصر والمنطقة الأورومتوسطية، نكتب لنطالب بإنشاء نظام عادل وشامل يضمن الوصول إلى مواقع التراث الثقافي في مصر لجميع الشباب/ات حتى سن 29 عامًا. تماشيًا مع رؤية مصر 2030 والتزام الحكومة بتمكين الشباب/ات، تقدم هذه المبادرة فرصة فريدة من نوعها لضمان أن تعكس السياسات الثقافية احتياجات وأولويات الشباب/ات المصري/ات
نقرّ بأن مصر تقدم حاليًا خصومات للطلاب/ات في المتاحف والمواقع التاريخية. ومع ذلك، فإن الشباب/ات غير المسجلين/ات في التعليم الرسمي — لأسباب تتعلق بالضائقة المالية، أو اتباع مسارات مهنية بديلة، أو لظروف اجتماعية — يتم استبعادهم/ن. لذلك، نقترح إطلاق مبادرة "خصومات من أجل الشباب المصري"، بالإضافة إلى تطبيق نظام دخول المتحف مجاني في بعض أيام الأسبوع، لضمان وصول ثقافي عادل ومنصف. ستشكل تلك الإجراءات إطارًا حيويًا لتعزيز مشاركة الشباب/ات في حفظ التراث، ودعم الهوية الوطنية وتعزيز الإدماج الاجتماعي
الرؤية
استُلهمت هذه المبادرة من نماذج ناجحة في سياقات دولية أخرى، مثل "بطاقة الشباب الأوروبية"، التي تتيح للشباب/ات الدخول بأسعار مخفّضة إلى المواقع الثقافية في 36 دولة، ونظام "أيام المتاحف المجانية " المطبق على نطاق واسع في المدن الأوروبية. ستوفر مبادرة "تراثي، حقي" منصة للانخراط الثقافي الشامل، لضمان وصول وتقدير الشباب/ات المصري/ات، بغض النظر عن خلفيتهم التعليمية أو الاقتصادية، لتراثهم الغني. فإتاحة التراث بشكل أوسع تعزز الشعور بالانتماء، وتشجع على المسؤولية المدنية، وتبرز مكانة مصر الريادية عالميًا في حفظ التراث الثقافي
:خطة العمل المقترحة
الاعتراف الرسمي وتطبيق خصومات للشباب
تدعو مبادرة "تراثي، حقي" إلى التزام وزارتي السياحة والآثار، والشباب والرياضة، بتمديد الخصومات في رسوم الدخول إلى جميع الشباب/ات حتى سن 29 عامًا في المواقع الثقافية والتراثية. فعلى الرغم من استفادة الطلاب/ات من هذه الخصومات، يتم استبعاد الشباب/ات غير المسجلين/ات في التعليم الرسمي، مثل العاملين/ات، أو المتدربين/ات مهنيًا، أو المنخرطين/ات في تدريبات عملية. سيعمل توسيع نطاق هذه الخصومات ليشمل جميع الشباب/ات على إزالة الحواجز المالية، وضمان تكافؤ الفرص في الوصول إلى التراث الثقافي، بغض النظر عن الوضع التعليمي أو المهني. ولتيسير العملية، لن يحتاج الشباب/ات إلى بطاقة خصم خاصة؛ بل يكفي فقط تقديم بطاقة الرقم القومي للحصول على السعر المخفّض. كما يُمنح اللاجئون/ات تحت سن 29 عامًا دخولًا مجانيًا عند تقديم بطاقة تسجيل المفوضية السامية لشؤون اللاجئين/ات، مما يعزز دور مصر الريادي في الشمول الاجتماعي والوصول الثقافي
تحديد أيام متاحف مجانية
لتعزيز تفاعل الشباب/ات مع التراث الثقافي المصري، تقترح المبادرة تخصيص أيام مجانية شهرية أو دورية في المتاحف الكبرى والمواقع التراثية. توفر هذه الأيام فرصًا للشباب/ات لاستكشاف تاريخهم وتقديره، بغض النظر عن قدراتهم المالية. وسيتم اختيار هذه الأيام بالتزامن مع تواريخ دولية رمزية لتعظيم المشاركة وزيادة الوعي

في اليوم العالمي للاجئين (20 يونيو): يُضمن للشباب/ات اللاجئين/ات فرصة للتواصل مع التاريخ الثقافي المصري، بما يعزز - الإدماج والشعور بالانتماء

We, the undersigned youth leaders and Civil Society Organization (CSO) representatives from Egypt and the broader Mediterranean region, write to call for the establishment of a fair and inclusive access system to Egypt’s cultural heritage sites for all young people up to 29 years old. In alignment with Egypt’s Vision 2030 and the government's commitment to youth empowerment, this initiative presents a unique opportunity to ensure that cultural policies reflect the needs and priorities of Egypt’s young population.
We acknowledge that Egypt currently provides student discounts at museums and historical sites. However, young adults who are not enrolled in formal education—due to financial hardship, alternative career paths, or social circumstances—are left out. Therefore, we propose a national Egyptian Youth Discount Initiative, alongside designated Free Museum Days, to ensure equitable cultural access. These measures would provide a crucial framework for fostering youth participation in heritage preservation, while reinforcing national identity and social inclusion.
The Vision
Thisinitiative is inspired by successful models in other international contexts, such as the European Youth Card, which grants young people reduced entry fees to cultural sites across 36 countries, and free museum days widely implemented in European cities. The proposed "My Heritage, My Right" initiative would provide a platform for inclusive cultural engagement, ensuring that Egypt’s youth, regardless of educational or economic background, can access and appreciate their rich heritage. Making heritage more accessible, fosters a sense of belonging, encourages civic responsibility, and promotes Egypt’s global leadership in cultural preservation.
Proposed Action Plan:
1. Formal Recognition and Implementation of Youth Discounts:
The “My Heritage, My Right” initiative calls for a commitment from the Ministry of Tourism and Antiquities and the Ministry of Youth and Sports to extend reduced entry fees to all young people up to 29 years old at cultural and heritage sites. While students currently benefit from discounted rates, young adults who are not enrolled in formal education—such as those working, in vocational training, or engaged in internships—are excluded. Expanding these discounts to all young people will remove financial barriers and ensure equal access to cultural heritage, regardless of educational or professional status.To simplify the process, youth would not need a separate discount card; they would only need to present their national ID to receive the reduced rate. Additionally, refugees under 29 would be granted free access upon presenting their UNHCR registration card, reinforcing Egypt’s role as a leader in social inclusion and cultural accessibility.
2. Designation of Free Museum Days:
To further encourage youth engagement with Egypt’s cultural heritage, the initiative proposes the introduction of monthly or periodic free museum days at major museums and heritage sites. These free entry days would provide opportunities for young people to explore and appreciate their history, regardless of financial constraints. They would be scheduled on symbolic international dates to maximize participation and awareness. On International Youth Day (August 12), free access would highlight the role of young people in shaping and preserving cultural identity. On International Women’s Day (March 8), the initiative would encourage greater participation of young women in cultural and historical spaces. On World NGO Day (February 27), free entry would recognize the contributions of civil society to heritage preservation and youth engagement. Finally, on World Refugee Day (June 20), it would ensure that youth refugee have the opportunity to connect with Egypt’s cultural history, fostering inclusion and a sense of belonging.
Collaboration and Resources
Recognizing the importance of fiscal responsibility, we are committed to exploring creative funding solutions to sustain this initiative. Potential sources of support include partnerships with international heritage organizations, private sector sponsorships, and leveraging existing tourism revenue streams to ensure the initiative remains effective and financially viable.
Why This Initiative Is of High Importance
The “My Heritage, My Right” initiative is a significant step toward ensuring inclusive cultural participation among young people in Egypt. By removing financial barriers to cultural heritage sites, the government will strengthen national identity and civic engagement, promote economic growth through increased youth participation in cultural tourism, and align with global best practices in accessibility and youth empowerment. Additionally, this initiative will foster social inclusion, guaranteeing that disadvantaged and refugee youth are not excluded from experiencing and appreciating their cultural heritage.
We urge the Egyptian government to take immediate action in adopting these measures. Supporting the "My Heritage, My Right" initiative would mark an important milestone in youth inclusion in cultural heritage and reinforce Egypt’s global leadership in preservation and accessibility.
