The Pima NRCD (District) is established under Arizona State Law (A.R.S. Title 41 Chapter 58, 41-6001 thru 41-6057) and administered by the Arizona State Natural Resource Conservation Districts Board (AZ NRCD Board)(A.R.S. 41-6011). The District provides a means for all interested people in a community to officially work together for natural resource conservation and development. Participation is strictly voluntary.
The Pima NRCD is a unit of Arizona State Government authorized by the State Legislature to identify and address the resource conservation needs of the District. It is governed by five supervisors. Three are elected by the District Cooperators, and two are appointed by the AZ NRCD Board. The District's Board of Supervisors has the responsibility to determine the resource conservation needs of the District, for developing and coordinating long range plans and programs of natural resource conservation, and for their implementation.
The District encompasses 2,138,000 acres of federal, State, County, City and private lands in eastern Pima County. Tribal lands enclosed within the boundaries of the Pima NRCD are under the jurisdiction of Tribal Soil and Water Conservation Districts; and are not included in the Pima NRCD.
Definition: “District Cooperator” (Cooperator) means any person who has entered into a cooperative agreement with the Pima Natural Resource Conservation District for the purpose of protecting, conserving, and practicing wise use of the natural resources under his or her control. (Arizona Revised Statutes § 37-1002).
The USDA Natural Resource Conservation Service (NRCS) provides free technical assistance to Cooperators in the planning and carrying out conservation practices on private, State Trust Land, Indian Trust Land and federal lands. The Pima Natural Resource Conservation District holds annual or semi-annual Local Workgroup Meetings to provide direction to the NRCS staff. Through these formal meetings the cooperators of the Pima NRCD have the opportunity to identify priority areas, prioritize resource concerns, and and assists the NRCS in developing the ranking criteria for prioritizing funding applications for conservation practices.
The District receives minimal funding from the State Legislature to fulfill its obligations such as reporting, bonding and payroll responsibilities. However, funding projects beyond NRCS programs comes from partnerships, grants and private donations. Cooperators are encouraged to make voluntary tax-deductible contributions to the Pima NRCD. No monetary contribution to the Pima NRCD is to be construed as compensation for services received from any Federal, State or local government agent, nor can those contributions be legally accepted by any of those agents.
Moreover, monetary contributions to the Pima NRCD are not a condition for a Cooperator to receive services, materials, or cost-sharing assistance from the Federal Government or any agency or local unit of the Arizona State government.
Programs and services of the Natural Resource Conservation Districts are offered to Cooperators on a non-discriminatory basis without regard to race, color, national origin, age, sex, religion, marital status, or handicap in compliance with the non-discrimination provisions of Title VI of the Civil Rights Act of 1964 and other nondiscrimination statues, namely, Section 504, Title IX, and the Age Discrimination Act of 1975.
