Please read regarding division levels:

Challenger division is intended for first year and rec-level teams.

Elite teams play in 1-3 tournaments per year and will be playing opponents that are doing the same.  Rosters must (by rule) roster 50% or more players from their home community/school district.  Players who did not make their home community team and roster with another community do not count against the 50% rule; returning players from outside the home community also do not count against the 50% rule. 

Premiere teams typically play in 3 or more tournaments per year.  There is no residency restriction and premier teams typically have tryouts to attract players from outside their home community/school district. 

Note that teams may be assigned to a different division than requested at the league's discretion.
