  • 2025 HOD Resolution Submission Form

  • It is never too early to share your good ideas and begin formulating a resolution that could help all Idaho physicians better care for their patients, so please submit your resolution ideas early. All resolutions must be submitted by August 20, 2025.

  • A resolution is the vehicle used to convey a proposal to the House of Delegates (HOD) of the Idaho Medical Association (IMA). A resolution may come from an individual member, committee, Board of Trustees, a local or specialty society, or an outside physician entity or association. The traditional format is comprised of two parts: (1) statements beginning with "Whereas" that usually include the introductory facts or circumstances and (2) the formal conclusion (known as the "Resolved" clause).

    A resolution may be authored by any IMA member, but it must be presented at the HOD by a registered delegate who is in attendance at the meeting.

    A resolution may be sponsored by an individual or their county medical society, specialty society, or special section. Any resolution submitted on behalf of a specialty, special section, or county medical society will require the endorsement of the entity prior to submission.

  • When Submitting a Resolution:

    1. Do not reaffirm existing IMA policy - to avoid duplication, please compare your resolution idea to existing policy found in the IMA Health Policy Manual below.
    2. Refer to the Resolutions Fact Sheet for guidelines on how to submit a resolution.
    3. References should be cited for relevant facts when appropriate, and supporting documents attached as needed.

  • WHEREAS

    “Whereas” clauses explain the rationale for the resolution and provide supporting information on the issue. All “Whereas” clauses and background information should be thoroughly researched and factually accurate. They may include the reason something is an issue, statements of timeliness/urgency, relevance to medicine, reasons for action, etc. They should be clear, concise, and logically support the “Resolved” clauses. “Whereas” clauses provide background for discussion at the HOD and do not become a part of the permanent record of passed resolutions.

    Authors of resolutions should be sure to spell out in full at least the first mention of any word or phrase that may later be abbreviated in the resolution.

  • RESOLVED

    “Resolved” clauses are the formal conclusions of a resolution and should be able to stand alone as a complete and understandable statement. They should contain specific action items or policy statements. They may also ask IMA to work with stakeholders, such as national associations, insurers, AMA, etc., to resolve an issue. “Resolved” clauses, if adopted by the HOD, actually become IMA policy and are documented in the IMA Health Policy Manual previously mentioned and on our website; “Whereas” statements are not recorded.
