• Entrance and Embellishment Culvert Application

  • Purpose:
    This application is required for Entrances (including culvert installation, replacement, or reset), or for embellishment (filling in your ditch for aesthetic purposes). All requests are subject to site inspection, estimate, and formal approval under By-law 2025-33.

    Deadlines:

    • Entrance applications are accepted year-round.
    • Embellishment applications must be submitted by June 30 for installation during the current construction season (July–October). Applications received after this date may be deferred to the following year. This allows for effective planning and coordination of summer public works operations.

    • Step 1 - Application Submission:
      The property owner submits a completed application form identifying the type of work requested. Applications may be submitted electronically. A formal application is required for all requests.

       

      Step 2 - Administration Review:
      Administrative staff review the application to ensure it meets planning and zoning requirements and issue a 911 number if needed. If compliant, the application is forwarded to the Public Works Department. Note: All installations must comply with the Township’s zoning by-law. Any request exceeding the permitted maximum must be approved by Council.

       

      Step 3- Site Inspection and Quote:
      The Public Works Department will conduct a site inspection to determine the appropriate pipe size, configuration, and installation requirements. Following the inspection, a written cost estimate will be provided to the property owner.  The location, diameter, and length of the culvert will be determined at the discretion of the Public Works Superintendent. The Superintendent also reserves the right to leave an open ditch if deemed necessary.

       

      Step 4- Owner Approval:
      If an owner’s contribution is required, the owner must approve the quote verbally, in writing or electronically. If the owner disagrees with the estimate or a decision, they may appeal through the formal appeals process.

       

      Step 5-  Work Scheduling:

      Once approved, Public Works schedules the installation, subject to weather and staff availability. Important: Culvert work is not performed between November 1 and May 1 annually due to seasonal conditions.

       
      Step 6-  Invoicing:

      Once completed the owner will be invoiced for their portion of the work as applicable. Unpaid invoices will be added to the property tax bill.

    • As the property owner, I acknowledge that:

      • All culverts and related materials must be purchased through the Township unless an approved contractor is used.
      • A formal cost estimate will be provided after inspection. Work will only proceed upon my approval.
      • I will be invoiced after installation. If unpaid, the cost will be added to my property tax roll under the Municipal Act.
      • Culverts are sold at cost – no markup applies.
      • I am responsible for routine maintenance including snow removal, gravel upkeep, and drainage.
      • Any restoration of disturbed sod or landscaping is my responsibility.
      • If a 911 address sign is required, I am responsible for its cost and visibility.
      • If the entrance does not comply with the by-law, the Township may remove the culvert and charge all related costs to me.
    • I certify that the information I have provided is accurate and complete. I understand that the Township will review the application for zoning compliance and that work will not proceed until I approve the estimate. I acknowledge my responsibilities under By-law 2025-33.
