  • Please confirm you meet all of the NZ GST Exemption eligibility criteria:

  • You have owned and used the cargo in a personal name while you have been in Australia for at least 12 months prior to handing it over for shipping and prior to you leaving the country.*
  • By selecting No to this, this means you do not meet all of the criterea for the NZ import GST exemption on the import of your vehicle.

  • Is there finance owing on the vehicle?*
  • By selecting Yes to this, this means you do not meet ALL of the criterea for the NZ import GST exemption on the import of your vehicle. 

    If you're able to pay the car out and obtain a payout letter prior to shipping, then you should meet the exemption criterea and should be able to obtain the exemption.

  • You have lived outside of NZ for the last 21 months consecutively and are moving there to live for at least one year.*
  • By selecting No to this, this means you do not meet all of the criterea for the NZ import GST exemption on the import of your vehicle.

  • You are prepared to sign a deed stating that you won’t sell or change ownership of the cargo for at least two years after it is imported.*

    Sometimes there are some exeptions to this rule if your arrival date is shortly after the vehicles arrival date, we would need to put a request through to NZ customs for assesement.

    If they decline the request, then GST will be payable on the vehicle.

    If you have selected YES to all the boxes above, you’ve confirmed that you meet the criteria for the New Zealand GST exemption.

    If you have selected NO to any of the boxes, then you will not meet the GST exemption criterea, and GST will be payable.

    GST is calculated at 15% of the vehicle’s landed value (which includes the customs value minus any depreciation, freight, and insurance).

  • 🚗 NZ Clean Car Program

  • The Clean Car Standard (CCS) is not a charge related to shipping costs — it’s a one-off charge (or credit) and is based on your vehicles carbon emissions, and any fee's (if applicable) are payable to the NZTA prior to compliance of your vehicle in New Zealand.

  • 🚗 New Zealand Vehicle Compliance Process & Requirements

  • Once your vehicle has cleared customs and quarantine, it must go through the Compliance process before it can be registered for use on New Zealand roads.

    For vehicles arriving into Auckland or Lyttelton, Willship partners with trusted compliance facilities and can assist in booking the basic compliance inspection on your behalf.


    There’s no obligation to use our compliance partner — we’re happy to deliver your vehicle to any facility of your choice.

    In Wellington and Nelson, we don’t have formal partnerships, but we can recommend reliable providers if needed.


    💰 Basic Compliance Cost (Auckland & Christchurch):
    At our partner facilities in Auckland and Christchurch, the cost for basic compliance is AUD $840. This includes:

    • All required checks and documentation
    • The Statement of Compliance
    • The Warrant of Fitness (WoF) — required for registration

    If your vehicle does not meet NZ standards, the workshop can complete any necessary repairs. These additional costs will be billed directly to you by the facility.

    If your vehicle has been modified or is a self-built vehicle that no longer meets the original manufacturer’s specifications, it will require an LVV Certification. Modifications include any changes made after the vehicle left the manufacturer, such as a snorkel, adjustable suspension, airbag helpers, leaf spring shackles, larger wheels, bullbar, or any major structural repairs. Please note that obtaining an LVV Certification can take several weeks to complete and typically costs around NZD $1,000.

     

    IMPORTANT NOTE: Vehicles over 3500kg VGM are considered as Heavy Vehicles in NZ and therefor the Compliance must be completed by a Heavy Vehicle Compliance Facility. Our team are NOT equipped to handle Compliance for Heavy Vehicles so in this case you will need to use a specialist complaince facility - we can assist in providing reccomendations if needed).**

    Please confirm the following:

  • I have located my vehicles ADR plate
  • It's important that you locate your ADR plate - Information on how to locate this can be found here

    Without this, the vehicle may not be able to be complied.

  • Does your Vehicle have any aftermarket Modifications such as a Snorkel, adjustable suspension, airbag helpers, leaf spring shackles, bigger wheels, bullbar or has had major structural repairs?
  • If unsure, I would recommend contacting a Compliance Facility in NZ prior to shipping for confirmation and additional costs and timeframes.

  • I understand that there may be costs from the compliance facility if any aftermarket parts have been fitted or any modifications have been made to my vehicle*
  • Has your vehicle been undersealed, for any rust treatment or rust preventative?
  • As part of the Compliance checks, the underbody of the vehicle is inspected and this can not be completed with underseal. This means, it is an automatic fail with NZTA and the vehicle will require a Repair Certification. Additional costs and time will apply for the certification to be completed prior to Compliance completion.

  • I understand that there may be costs from the compliance facility if my vehicle has any rust or has previously had any repairs or damage to the structure*
  • I understand that a vehicle/motorcycle being roadworthy in Australia does not mean that it will not require any additional work to be complied in NZ*
  • My vehicle is under 3500kg VGM (verified gross mass)*
  • No problem, in this case a specialised heavy vehicle compliance service will be required on arrival into NZ, and we can provide you with recommendations - More info here

  • Would you like Willship to arrange the compliance on your behalf? (Auckland and Christchurch only)*
  • NZ Immigrants Exemption (only for non-compliant vehicles)

  • In some cases, the only way a vehicle can be complied and registered in New Zealand is by applying for an Immigrant’s Exemption.

    This is especially relevant for vehicles manufactured between 2005 and December 2016, as most of these do not meet the Euro 5 ADR 79/04 emissions standard required in New Zealand.

    If you’re able to obtain an Emissions Statement of Compliance from the manufacturer that confirms your vehicle meets Euro 5 ADR 79/04, then the exemption won’t be needed.

    If your vehicle is manufactured between 2005 and 2016, if it does NOT have electronic stability control, or does not have an ADR plate or compliance plate, then you will most likely require the Immigrants Exemption.

    Immigrants Exemption attracts an additional cost of AUD 210.

    PLEASE NOTE: You must meet ALL the GST Exemption criteria to be eligible for the Immigrants Exemption - You can learn more here

     

    Please confirm the following:

  • My vehicle is manufactured between 2005 and 2016*
  • Vehicle's manufactured prior to 2005, and after 2016 generally meet NZ safety and emissions standards so the compliance process should be fairly straight forward providing the vehicle meets the general safety requirments.

  • Does your vehicle have Electronic Stability Control (ESC)?*
  • In this case, you will need an immigrants exemption so it's important you check to see if you're eligable for the immigrants exemption criterea which is as follows:

    ✅ Immigrant’s Exemption Criteria
    You may be granted this exemption if:

    ✅ You’re a first-time immigrant or a returning NZ citizen/permanent resident
    ✅ You’ve lived outside New Zealand for at least 21 consecutive months
    ✅ You are moving to NZ to live (not just visiting)
    ✅ You’ve personally owned and used the vehicle overseas for at least 12 months
    ✅ The vehicle was registered in your name during that 12-month period
    ✅ You’re importing the vehicle as part of your personal effects
    ✅ The vehicle will not be sold or disposed of within 2 years after import
    ✅ You apply for the exemption before or at the time of importation

  • Does your car have an ADR Plate or a Compliance Plate?*
  • If your car does not have an ADR Plate or Compliance Plate then please contact us and we will need to discuss this with our compliance facility in New Zealand to check on your options.

  • 🛡️ Transit Insurance – Optional but Recommended

  • Would you like to take out a transit insurance policy?

    If you'd like us to arrange this for you, we’ll simply need to know your vehicle’s value. You can provide:

    • The amount you paid for the vehicle, or
    • A current market estimate based on a similar vehicle for sale online

    The policy cost is 1.75% of the insured value + shipping costs, with a minimum premium of AUD $455.

    There is a AUD $500 excess, which would be deducted from any claim payout if required (no upfront payment is needed).

    Although international shipping is generally low-risk and we partner with highly reputable teams throughout the process, there are still elements beyond our direct control — such as port operators, quarantine cleaning staff, and depot handlers.

    Because these third parties are not employed by Willship, we’re unable to accept liability for any loss or damage that may occur during transit.

    For peace of mind, we strongly recommend taking out transit insurance to ensure you’re covered in the unlikely event something goes wrong.

  • Would you like to take out a transit insurance policy?*
  • 📦 Important Information – Containerised Cargo

  • Container shipping is ideal for clients who want to include personal effects, spare parts, or additional items with their vehicle or cargo. It offers greater security and flexibility but also comes with stricter rules for packing and documentation.

    Please ensure you understand the following:

    ✅ All items must be securely packed — loose goods can shift in transit and cause damage. Everything inside the container must be safely restrained.

    ✅ A detailed packing list is required — every item inside the container must be declared to NZ Customs and MPI. Undeclared goods can result in delays, fines, or container re-inspection at your expense - please ensure you create an inventory of all items you wish to include along with values. 

    ✅ No prohibited or restricted items — weapons, food, soil, seeds, untreated wood, or flammable liquids are strictly prohibited.

    ✅ Customs and MPI may choose to inspect your container on arrival. If your container is selected, inspection and potential treatment charges may apply.

    ✅ We recommend transit insurance — as damage from poorly packed or shifting cargo will not be covered by the shipping line.

    ⛽ Vehicle must be delivered with less than 1/4 of a tank of fuel, in line with IMDG regulations

  • I understand that the keys for the vehicle and all compartments must travel with the vehicle*
  • The port staff, along with customs and MPI (biosecurity) need access to all areas of the vehicle. Firstly to be able to access it and drive it in and out of the container, and secondly so they can inspect all areas during the inspection to ensure you are not bringing in any prohibited items. 

  • Do you understand that parts of the shipping process are outside of Willship’s control?

  • When moving your vehicle internationally, Willship International must rely on a range of third-party organisations and government bodies to complete the process. These include:

    • Australian port workers who receive, load, and secure vehicles into the container
    • Shipping lines and vessel crews responsible for transporting the vehicles and containers
    • Destination port workers who unload cargo and prepare it for inspection
    • Customs and biosecurity officers who may inspect your vehicle
    • Quarantine cleaning facilities (if additional cleaning is required)


    As much as we wish we could, we simply cannot control the actions or timelines of these third parties. They do not work for Willship, and their processes operate independently from ours.

    While issues are uncommon, occasional delays, inspections, or handling issues can occur — and this is true no matter which freight forwarder is used. We always do everything in our power to manage the process smoothly, but some elements are unavoidably outside our control.

    In rare cases, additional port storage charges or customs inspection fees may arise. These fees are determined by third parties and are typically the result of unforeseen delays during the clearance process. While we always aim to avoid such costs, we believe it’s important to be transparent about when and why they can occur.

    Situations That May Incur Storage or Inspection-Related Fees:

    ⏱️ Port Free Time Expiry
    Most international ports and unpacking facilities provide three working days of free storage. If your vehicle fails an initial inspection or is ordered for a Customs exam, and clearance cannot be completed within this window, storage charges may apply.

    🔍 Customs Exams & Inspections
    Customs may select shipments for inspection either at random or due to specific indicators. These inspections are entirely outside of Willship’s control and can include:

    • Physical inspections (basic or detailed)
    • X-ray scanning
    • Sniffer dog screening
    • Temporary seizure or further investigation

    Customs rarely provide detailed reasoning for these actions, and Willship is not involved in their decision-making process.

    🧼 Quarantine Cleaning Backlog
    If Quarantine orders your vehicle for cleaning or treatment and their contracted service providers are experiencing delays, it may not be possible to complete cleaning in time to avoid port storage charges.

    💬 Important Note:
    While these charges are not issued by Willship, we typically handle the payment on your behalf and then include them in your invoice for settlement. In many cases, we don’t agree with these charges or consider them fair — especially when caused by government agency backlogs. However, this is part of the system when importing into Australia using their port infrastructure. These charges are imposed directly by the port, unpack depot, or government agency and are payable before your cargo can be released.

  • Do you acknowledge and understand that, on rare occasions, additional charges as above may apply and are payable before release of your cargo?*
  • ℹ️ Unfortunately, if you’re not willing to accept the risk of potential storage or customs inspections charges imposed by the port or NZ customs (in the rare event of Customs exams, MPI delays, or failed inspections), we are unable to proceed with your booking.

    These charges are not controlled or issued by Willship, and while we do everything possible to avoid them, they are a standard part of importing goods into New Zealand. If you have any questions or would like to discuss this further, feel free to contact our team.
