  • General Information - Procedures, Conditions, & Rates:

    This document contains pertinent rules and regulations that govern the operation of the Loose Caboose Festival hosted by the Paragould Chamber Foundation.


    The Paragould Chamber Foundation is extending invitations to vendors who submit fully executed applications with required enclosures and payments (see application page) by the April 30, 2026 deadline. Priorities for space will be reviewed based on date of receipt of fully executed application and type of product/item. The Loose Caboose Festival strives to maintain a balance and diversity in vendor offerings, and quality offerings. All applications and products are reviewed so that we may maintain this balance. Our goal is to keep standards high and promote a safe, successful and fun festival. The policies and regulations set forth in this document are designed to maintain order and to regulate activities on the Festival site. Regulations will be enforced.


    Procedures:

    1. Vendors may vend on Friday, May 15, MUST vend on Saturday, May 16. A dolly will be provided to help you unload and move your inventory.
    2. Friday, May 15, 2026
      Unload and Setup: 10:00 AM-12:00 PM. Vend from 12:00 PM-8:00 PM.  You must keep your booth up and on display until 8:00 PM.
    3. Saturday, May 16, 2026
      Unload: 7:00 AM-8:00 AM. Setup your Booth: 8:00 AM-10:00 AM.
      Vend 10:00 AM-8:00 PM. You must keep your booth up and on display until 8:00 PM.
    4. All vendors will be assigned one 10ftx10ft space in your assigned spot. This assignment will be determined by the return of the completed application contract and fee. Vendor fees are set forth in the vendor application. No refunds will be made. Booths cannot be transferred to others.
    5. Vendors are responsible for the appearance of their booth and must clean up after the festival. Vendors may not work out of their bus, van, car, motor home, etc. The Festival is providing a 10ftx10ft space only. Tent, tables, and chairs are not provided.
    6. No exhibit may be set up as to obstruct vision of or access to another exhibit or as to impede the free flow of traffic.
    7. Vendors can only sell or give away items that are approved (List items above). Any item deemed unsuitable for the general public’s taste will be removed. Absolutely no sales of knives, darts, and firearms will be allowed. Items containing nudity, drugs, or alcohol are not allowed.
    8. Vendors can only represent their organization or entity within their booth.
    9. Vendors can only sell, solicit, etc. within their 10ftx10ft space only.
    10. The Loose Caboose Festival is a rain or shine event. No refunds will be made for inclement weather or other acts of God over which the sponsors have no control and the risk of loss as such, shall be borne by the vendor. The Festival will not be responsible for damaged or stolen property, accidents or fire.
    11. Sales tax is the responsibility of the vendor.
    12. Due to security, booths should not be left unattended. Valuable items should be removed upon closing of the booth.
    13. No food or beverage items may be prepared on-site. Water and food giveaway is limited to serving sizes of no larger than 4 ounces. For food to be sold on-site and to sell beverages of any type, requires the completion of an application and agreement as a Food Vendor. Food that cannot be given away or sold includes hot dogs, hamburgers, cheeseburgers, funnel cakes, corn dogs, cotton candy, sausage, philly steak, and popcorn.
    14. If the vendor is denied, the application fee will be returned to the vendor.

    The deadline for all applications is April 30, 2026. By signing the application, vendor hereby requests permission to display and sell the products and/or services listed on the application. Further, the Festival Committee reserves the right to approve or deny any product/item a vendor may wish to sell. Vendor acknowledges that the Festival is subject to various weather conditions and state and federal safety and health regulations. No refunds will be given. Exhibits must remain open until closing of the Festival as outlined in the agreement.

  • Festival Communication

    Instructions, Setup, Times: All approved and paid vendors will receive an email the Friday before the Loose Caboose Festival regarding logistics and information.
