The Class B Rider’s Licence is issued to persons who aspire to become jockeys, have been assessed as suitable to enter NZTR’s Apprentice Jockey programme, and who are actively progressing through a prescribed training programme towards qualification as a jockey. Please refer to the NZTR Licensing Policy for full details. Upon submission, your application will be reviewed within 10 working days.

You will be contacted by Proactive Health to undergo a baseline concussion test. This assessment is online for your convenience and is a requirement of the licence being granted.

 

A fee of $5750 will apply if you are not a New Zealand resident or citizen and are making an application on a work visa.

The Health and Safety at Work Act 2015 (the HSW Act) includes the concept of a “person conducting a business or undertaking” (PCBU). This includes all businesses or undertakings regardless of whether a person conducts a business alone or with others, or whether or not it is for profit or gain.

The HSW Act also contains obligations for “workers”, which is widely defined and would normally include, for example, apprentice jockeys.  By signing this form, I undertake to NZTR that:

• I understand that I have obligations under the HSW Act and that it is my responsibility to meet those obligations;

• I will carry out my obligations under the HSW Act;

• I will cooperate absolutely with any health and safety investigation conducted by the Racing Integrity Board, NZTR or WorkSafe;

• I will immediately report any incident that must be reported under the HSW Act or as directed by NZTR to the appropriate authorities;

• I will comply with any health and safety policies at any racing or training venue.

I acknowledge that my fitness to hold a licence depends on my compliance with these undertakings and that NZTR may cancel or suspend my licence if I breach them

This information is being collected, and will be held, by New Zealand Thoroughbred Racing (NZTR), 18 Dick Street, Cambridge. It is being collected for the purpose of processing the application made under this form and for performing NZTR’s functions under the Racing Industry Act 2020 and the Rules of Racing (including relating to licensing and registration, as applicable).  You agree that the personal information supplied by you may be retained and used by NZTR and by third parties (if applicable) for these purposes and any directly related purposes. By signing and submitting this form to NZTR:

1.  I acknowledge that I have read the application form and undertake that all of the information that I have provided to NZTR in, or with, it is true and correct in every particular.

2. I acknowledge that NZTR will rely upon the information I have provided in, or with, this application form for the purpose of determining whether I am an appropriate person to be issued with a Class B Rider’s Licence.

3. I understand that NZTR may take disciplinary action against me in the event that the information I have provided in, or with, this application form is false or misleading in any particular, which action may include revocation of any licence issued to me.

4. I acknowledge that the provision of any false, misleading or inaccurate information in, or with, this application form may result in me being charged under the Rules of Racing or otherwise.

5. I undertake and confirm that I meet all of the requirements for the issue of a Class B Rider's Licence to me under the Rules of Racing.

6. I acknowledge that, as the holder of a Licence issued by NZTR, I will be bound by, and must comply with, all applicable NZTR Rules of Racing and policies, regulations and directives issued under them, and that I must keep myself updated of all changes to the Rules of Racing and policies, regulations and directives that apply to the holder of a Class B Rider's Licence.

7. In accordance with Rule 656 of the NZTR Rules of Racing, I consent to providing a sample of one or more of my blood, breath, urine, saliva or sweat, as and when required by a Stipendiary Steward or Investigator, for the purposes of drug and alcohol testing.

8. I undertake that I am not currently subject to any disciplinary action initiated by any other racing authority in New Zealand or overseas and I will immediately inform NZTR should any other racing authority in New Zealand or overseas initiate disciplinary action against me.

9. I acknowledge and agree that if I do not pay any amount owed or payable by me to NZTR within the required time, NZTR may set-off that amount against any amount that would otherwise have been payable to me through the TROSA system administered by NZTR.

10. I acknowledge and agree that, in accordance with the terms of my Apprenticeship Agreement, 50% of any prizemoney due and owing to me will be paid to my Employer and the remaining 50% will be held in Trust by NZTR for the duration of the Apprenticeship Agreement.

11. I acknowledge and agree, for GST purposes relating to the supply of services by me (the Supplier) to NZTR (the Recipient), that:
(a) if I am registered for GST purposes, I will notify NZTR in writing if I cease to be registered for GST purposes in the future, and if I am not currently registered for GST purposes, I will notify NZTR in writing if I become registered for GST purposes in the future;
(b) I will not issue (as supplier) tax invoices in relation to any prizemoney (supplies) that NZTR may have to pay me;
(c) NZTR (as Recipient) can issue tax invoices in respect of prizemoney (supplies) that it has to pay me;
(d) I (as Supplier) will not issue tax invoices to NZTR in respect of any such supplies;
(e) that NZTR is registered for GST purposes and that it will notify me in writing if it ceases to be GST registered or it is otherwise unable to prepare Buyer Created Tax Invoices (BCTI) on my behalf;
(f) NZTR can only issue a BCTI on my behalf if it complies with the requirements established under legislation.

12. I authorise NZTR to disclose information provided by me in this application form to:
(a) All Racing Authorities in New Zealand and overseas;
(b) The persons specified in this application form;
(c) Government Departments and regulatory authorities;
(d) Persons currently unknown, for the purpose of complying with statutory obligations requiring NZTR to disclose information.

13. I consent to NZTR contacting all Authorised Wagering Operators in New Zealand and overseas for the purpose of determining whether I am betting in contravention to the Rules of Racing. I also consent to those third parties disclosing information to NZTR about any betting I engage in with them.

14. I consent to NZTR contacting other Racing Authorities in New Zealand and overseas and I consent to those bodies disclosing any information that may be requested at any time by NZTR.

15. I hereby consent to the New Zealand Police disclosing to NZTR any information that they may have for the purposes of NZTR's consideration of this application. I understand that any record of criminal convictions I might have will be automatically concealed if I meet the eligibility criteria stipulated in Section 7 of the Criminal Records (Clean Slate) Act 2004.

16. I acknowledge and agree that it is a condition of a Class B Rider's Licence that I remain under the employment of an NZTR Approved Employer and provide NZTR with a copy of my Individual Employment Agreement.

17. I acknowledge and agree that, during my apprenticeship, I must comply with all of NZTR's training requirements.

Applications are reviewed by Racing Integrity Board Stewards and then considered by the NZTR Licensing Panel which, based on the information supplied, may: 

• approve the licence application (including, where considered appropriate, on conditions);

• defer an application until further information is supplied;

• refer an application to the NZTR Racing & Integrity Committee;

• decline the application;

• request additional information or clarification from the applicant regarding the application; or

• approve the application.

You will be notified of the outcome of your application by the NZTR Licensing Panel by email. If your application is approved, NZTR will send you a notification outlining the terms and conditions of your licence. 

 

What if my application is declined?

You can appeal to the NZTR Racing & Integrity Committee within 28 days of when you were notified that your application has been declined.
