  • Selection Criteria

    The Office of Community Sustainability will convene a selection committee to review applications based on the following criteria. Application scores will be confidential and will not be shared or discussed with the applicants.
    • Completeness of Application (up to 10 points): What is the level of completeness and detail? Has the applicant followed the application instructions?
    • Technological Need (up to 10 points): Does the applicant’s community have homes / units that lack EV charger installation options for individual homeowners, such as homes that lack private garages/driveways? Do EV owners already live within the community? Does the proposed project location avoid existing easements?
    • Project Need (up to 10 points): Does the community include low-to-moderate income housing units? Does the community participate in housing or rental assistance programs?
    • Likelihood of Success (up to 15 points): What is the likelihood that the project will achieve its goals? Are there sufficient resources to complete the project? Is the association in support of maintaining the infrastructure in the long term?
    • Transferability (up to 10 points): Does the project have demonstration value and/or replicability?
    • Sustainability (up to 10 points): Has future maintenance and sustainability of the project been explained? What will happen when the grant period or project ends?

    The primary applicant must be the authorized representative for the organization. This person would need to sign a grant agreement on behalf of the organization.

    Recipients will also sign a grant agreement that will include these and other terms.
    • I acknowledge that I have read and understand the program requirements and eligible costs.
    • I understand that the County will only reimburse me if I am approved for the program, and I understand that I will sign and execute a Grant Agreement with the County. If I am approved, the County will only reimburse me for the eligible project costs listed on the Community Charging Connections LiveGreenHoward webpage. 
    • I understand that unless an alternative payment method is approved by the County prior to project installation, the applicant(s) listed on this form will be responsible for the initial cost of the eligible project costs, and the County will reimburse the applicant(s) listed on this form for eligible project costs only after the work is complete and all required documentation has been submitted.
    • I understand that reimbursement is contingent upon a site visit from the County to confirm compliance with program requirements and compliance with all laws and regulations.
    • I understand that the applicant(s) will not be reimbursed for eligible costs if the applicant(s) is/are not chosen for this program.
    • If chosen for this program, I will coordinate with a licensed contractor and will obtain all applicable approvals and permits required, including but not limited to, approvals from the Howard County Department of Planning and Zoning (DPZ) and the Howard County Department of Inspections, Licenses, and Permits (DILP).
    • I agree to coordinate with the Howard County Office of Community Sustainability (OCS) for promotional materials for this program. This includes site photos and an interview after the installation is complete. If I do not participate in the interview or allow a site visit from the County, I will not receive the project cost reimbursement. OCS will respect the privacy of individuals in this program – you may choose to remain anonymous in public outreach materials.
