Because the Legislature and the Governor may not fund key provisions of the CAPS-UAW MOU in the 2025-26 CA state budget, the Union and Management may reenter negotiations. The Dills Act allows, in such a situation, that either party may reopen any provisions of the MOU. What follows below is a list of bargaining goals that the bargaining committee has developed from the most prominent contract enforcement issues that have emerged since CAPS-UAW members ratified our 2024-2027 MOU and that are unrelated to critical economic demands.
