  • Overview

    The Baltimore City Department of Planning welcomes community partners to submit funding requests for Pimlico Local Impact Aid, also known as “slots funding” or “casino revenue.” Pimlico Local Impact Aid can be used for a wide variety of community development projects in the area around Pimlico Racetrack, including

    • Infrastructure improvements
    • Facilities

    • Public safety

    • Sanitation

    • Economic and community development

    • Housing

    • Other public services and improvements.

    Eligible nonprofit organizations can apply for funding to lead their own projects that will create meaningful change in the Park Heights Master Plan area and the One-Mile Radius. See map to determine if your project qualifies for the eligible area.

    Key Details

    • All activities and services must occur within the Park Heights Master Plan area or the One-Mile Radius, which includes Liberty-Wabash, the Northwest Community Planning Forum, and Coldspring-Newtown.
    • Eligible community organizations must have 501(c)3 tax-exempt status recognized by the IRS or be fiscally sponsored by such an organization; be a faith-based organization proposing a non-religious project that benefits the public; a City Agency; or be a public school proposing a project that benefits its students.
    • It is highly recommended that applicants consult the Park Heights Master Plan or any approved neighborhood plans from the One Mile Radius.
  • Requirements for Community-Based Requests

    All funding requests are required to provide complete project information. This information includes a budget and funding gaps, timelines, and anticipated outcomes. This will help ensure that the City and the PCDA have complete information about the viability of timing of projects before recommending funding.

    Eligibility

    To be eligible to receive funding, organizations must meet ALL of the following criteria.

    • Tax-Exempt Status. Organizations (or their fiscal sponsors) will be required to provide proof of tax-exempt designation through a copy of their IRS Determination Letter.
    • Tax ID Number. Organizations must have an active tax identification number.
    • Financial Information. Organizations (or their fiscal sponsors) will be required to provide their most recent IRS 990 filing, financial statement, or independent audit, depending on charitable contributions to the organizational budget.
    • Bank Account. Organizations (or their fiscal sponsors) must have a valid bank account in the name of the organization.
    • Certificate of Good Standing. Organizations must provide proof of good standing from the State of Maryland Department of Assessment and Taxation.
    • Insurance. Baltimore City requires liability insurance for projects.
    • Be current with all City- and State-mandated reporting requirements for Pimlico Local Impact Aid that your organization may have received previously.
  • Project & Organization Information

    Please provide the background and basic information about your request, including type of project, scope of work, and funding amount.
  • As part of demonstrating a capital project’s feasibility, applicants are required to show that they have site control at the time of submission and will take title within 12 months of receiving an Award Letter from the City of Baltimore. For the purposes of this application, site control can include:

    • documentation that the applicant currently has title as evidenced by the Maryland Department of Assessment and Taxation,
    • executed contract of sale,
    • option to-purchase agreement,
    • approved Land Disposition or Development Agreement or approved Vacants to Value application for City-owned properties,
    • written documentation that a case has been filed for Receivership or Tax Sale Foreclosure,
    • Exclusive Negotiating Privilege
    • Partnership agreement with owner of property or lease agreement allowing capital improvements by renter, 
    • other documentation determined to be sufficient by DHCD.

    For all City owned properties that are currently in progress of acquisition, a letter of commitment from the Department of Housing & Community Development attesting to the property's anticipated aquisition date be before July 1, 2026 is required for project to be considered. If the organization will not have title by the start of the fiscal year (July 1, 2026), we ask that you consider applying next year.

    At the time of submission, applicants also must be able to demonstrate development approvals required for the project such as zoning changes, site plan review, street and alley closings and demonstrate that they have had a predevelopment meeting with the Department of Planning. Evidence of the predevelopment meeting must include a copy of the Planning Department Pre-Development meeting request form, a copy of the sign-in sheet and meeting minutes. Other documentation may be accepted at the sole discretion of the review committee.

    The following section asks you to think about your project goals, the impact on your neighborhood, and the activities will make your project successful.
  • Every project must include at least three (3) total measurable activities that the funded organizations will track as part of their quarterly reporting. The performance target and goal can be the same for more than one activity. See example below:

    • Structural Equity: What is the project's impact on the historic advantages or disadvantages that have affected residents in the given community?
    • Procedural Equity: How are residents who have been historically excluded from planning processes being authentically included in the planning, implementation, and evaluation of the proposed project?

    For organizations with charitable contributions less than $300,000: an IRS 990 filing within the past 12 months OR an independent audit that is no older than calendar year 2021.

    For organizations with charitable contributions between $300,000 and $750,000: a financial statement reviewed or audited by an independent Certified Public Accountant (CPA) that is no older than calendar year 2021.

    For organizations with charitable contributions over $750,000: an audited financial statement prepared by an independent CPA no older than calendar year 2021.
