  • About the Low-Dust Nut Harvester Replacement Program:

    The District was awarded funding by the U.S Environmental Protection Agency’s (EPA) 2021 Targeted Airshed Grant (TAG) Program to administer a low-dust harvester equipment replacement grant program. The program will offer funding for the purchase of new low-dust harvesting equipment resulting in a reduction of particulate matter emitted within the District and the Sacramento Federal PM2.5 Nonattainment Area. 

    Eligible applicants may receive up to 60% of the eligible costs of a new piece of equipment, up to $49,000.

    General Eligibility Criteria:

    In order to be eligible to participate in this program, applicants must:

    • Have owned and operated an existing, operational piece of pull-behind nut harvesting equipment that is not a low-dust verified model for the past 24 months;
    • Be willing to permanently destroy that piece of equipment if awarded grant funding;
    • Permanently domicile their nut harvesting equipment within the District's boundaries and the Sacramento Federal Nonattainment Area for fine particulates;
    • Have at least 75% of the equipment's annual operation take place within the District;
    • Not destroy the existing harvester or purchase or place a nonrefundable down payment on the new harvester until after contract execution with the District; and
    • Agree to operate the new equipment and submit annual usage reports for a minimum of five years after project completion.
    • Produce proof of general liability insurance and workers' compensation (or certification that the applicant does not have employees) if selected for funding.

    New Equipment Requirements

    To be eligible, the new equipment must:

    • Be an eligible low-dust, pull-behind nut harvester model;
    • Not have been previously owned and be indicated as new by the dealer at the time of purchase. Used equipment is not eligible for funding as replacement equipment; and
    • Have only the minimum attachments normally sold with the original equipment. Only eligible items will be considered for funding. Implements or attachments on the new replacement equipment may be eligible for funding if the existing equipment was also similarly equipped, and the replacement equipment requires such implements or attachments to perform the same activities as the existing equipment.

    District Boundaries:

    The map below shows the boundaries of the District. In order to be eligible to participate in this program, your equipment must be permanently domiciled within the District.

     

  • Unfortunately, your equipment is ineligible to participate because it is permanently domiciled outside of the Yolo-Solano Air Quality Management District's boundaries. 

    If your equipment is located in Solano County outside of the District's boundaries, you can contact the Bay Area Air District for further assistance at 415-749-4900. 

    If your equipment is located in Sacramento County, you can contact the Sacramento Metropolian Air Quality Management District at 279-207-1122.

  • Applicant Statement of Terms and Conditions

    1. I have legal authority to apply for grant funds for the equipment described in this application.
    2. The proposed project is not required to be implemented by any local, state, and/or federal rule, regulations, or other legally binding requirement.
    3. No replacement engines/equipment have been purchased and no work on this project has begun or will begin until the Grant Agreement is fully executed by the District.
    4. I understand the grant will pay for a portion of the total costs and I must retain copies of receipts and cancelled checks to prove that I paid my share of the costs.
    5. I understand there are conditions placed on receiving a grant and agree to refund the grant (or a pro-rated portion) if it is found that at any time I do not meet those conditions.
    6. I understand I must complete the equipment purchase specified in the application no later than the period of performance stated in the Grant Agreement. This deadline may be extended for cause if requested by the applicant and approved in writing by the District.
    7. I have attached records, fuel receipts, logs, or operating hour documentation that validates the historic operation of the baseline equipment for at least the previous 24 months.
    8. I understand that any existing baseline engine or equipment which has been replaced as part of this program must be permanently destroyed and rendered useless. This work shall be documented by the District.
    9. I understand that both the existing equipment has, and the new replacement equipment will operate within the District as provided above.
    10. I understand that I must submit reports annually to the District through the life of the project.
    11. I understand that projects funded by this program will not be used as marketable emission reduction credits, to offset any emission reduction obligation, or for credit under any federal or state emission averaging, banking or trading program. In addition, projects funded through this program may not be used to generate a compliance extension or extra credit for determining regulatory compliance.
    12. I certify that the proposed project has not received funding or is not under agreement with any other air district, ARB, or any other public agency. Any current financial incentive that directly reduces the project cost; including tax credits or deductions, grants, or other public financial assistance for the same engine or equipment; must be disclosed to the District.
    13. I certify under penalty of perjury that I will not accept a grant form any other local, state or federal agency, including any funding from the Natural Resources Conservation Service (NRCS), for the equipment on this application.
    14. I understand that a tamperproof non-resettable digital hour meter/odometer must be installed and maintained in operating condition on all equipment.
    15. I understand the District has the right to conduct unannounced inspections to ensure the project equipment is fully operational and at the activity level committed to in the grant agreement.
    16. I understand that an IRS Form 1099 will be issued to me for the incentive funds received under the District Program. I understand that it is my responsibility to determine the tax liability associated with participating in District Programs.
    17. I certify to the best of knowledge that the information contained in this application is true and correct.
