File Review
The District maintains files and records as part of its air quality regulatory and related activities. These records are available for public inspection during normal business hours.
You are not required to complete this Public Records Act (PRA) request form to review District records. However, we recommend contacting the District in advance to schedule an appointment. In some cases, the District may not have records related to the facility or company you are interested in, or the records may be archived and require time to retrieve.
If, during your review, you identify documents you would like copies of, the District can provide electronic or hard copies. Hard copies are available at the District's standard copying fee of $0.25 per page.
PRA Request
If you are seeking a digital or hard copy of a specific, identifiable record rather than reviewing files in person (for example, a Permit to Operate for a particular company or records associated with a specific address), you may submit a Public Records Act (PRA) request. The District can provide electronic copies or hard copies of responsive records. Hard copies are available at the District's standard copying fee of $0.25 per page.
While a written request is not required, completing this PRA request form may be helpful, particularly for complex requests. To assist the District in locating responsive records, please describe the documents you are requesting as specifically as possible.
Under the California Public Records Act, "records" are limited to documents that already exist. The District is not required to create new records in response to a request. Certain records, or portions of records, may be exempt from disclosure, including but not limited to preliminary drafts and notes, complainant information, attorney-client communications, and personnel records.
The District will respond to PRA requests by email within 10 calendar days of receiving the request. We recommend saving or printing the information on the previous page for your records before submitting the request form.
Information Request
If you are requesting information that is not contained in an existing, identifiable record and would require District staff to research, compile, summarize, or create a report of information (for example, a list of all gas station permits within the District and associated contact information), the District will make reasonable efforts to accommodate the request.
Requests of this nature are considered information requests and are subject to District Rule 4.1, Sec. 307.10, Sch. 9 Time & Materials Rate. Prepayment is required before work begins. The District will provide an estimate of the anticipated cost prior to processing the request.
