    2025 Homeowner Application - for Owner Occupied Property Only!
  • The application below is for property owners who occupy their properties and live within the following street boundaries in Detroit:  between Livernois (west), the city boundary (east), Davison Avenue (south) and the Lodge Service Drive/Joe Louis Greenway on the north.   Before completing this form, you MUST review the Hope Village Mi Neighborhoods Home Repair Program Guidelines here to confirm your eligibility.    

    This program is funded by the Michigan State Housing Development Authority (MSHDA) and is subject to the MSHDA Policy and Compliance Handbook for the MIN 2.0 Program, as amended. 

    Second round applications are due by 11:59 p.m. on December 5, 2025.

  • Please note: This program is not designed to address mold, animal infestations, or other immediate threats to the health and safety of residents.

  • Repair Costs and Liens

  • Minimum repair cost for this program is $5,000.   Maximum repair cost is $30,000.

    Liens:  all properties receiving $10,000 or more in repairs must have a 5 year forgiveable lien placed against their property.    The lien (mortgage and note) must be signed before work starts, and will be recorded upon completion of the work.    The mortgage and note will be forgiven and discharged after 5 years, provided that the owner occupies the property for all 5 years and does not sell or transfer the property during that time period.

  • I certify that all the information on this application and all information provided in support of this application is true and complete to the best of my belief and knowledge. I have reviewed the Hope Village Mi Neighborhood Program Guidelines. I understand that HOPE Village Revitalization will review this request and determine if it appears to meet the program guidelines and policies, MSHDA regulations and priorities, and the requirements of the Mi Neighborhoods program.  I understand that applicants will be selected through the randomizer process described in the program guidelines.   Once selected, applicants will have a two week period of time to provide all documents to confirm eligibility.   If documents are not provided, HVR will move to the next eligible applicant.

  • Submission Information & Deadlines:

    Round 1 Applications are due by 11:59 p.m. on August 15, 2025.    Applications may be dropped of at 14030 La Salle Blvd or may be submitted by using the electronic application.

    Successful applicants in Round 1 will be notified after the review process is complete. If funds remain available after Round 1 is complete, applications will be reviewed and selected on a rolling basis until funding is exhausted.
