You may apply for one or more of the following 5 grant programs with this one application.  Farmers Markets can apply for any of the grant programs listed below. Retailers and farm stands that currently accept SNAP can apply for KDD for SNAP FV and SNAP MED. The grant programs are:

    Accurate and complete data submitted on this application will increase your chances for funding so please make it as accurate as possible. This also means that for returning markets, timely and accurate completion of past reports will be important in the consideration of this year's grant acceptance. 

    If you are applying for KDD Admin please note that all markets who are applying for KDD Admin will be required to also be applying for KDD or be preparing to accept KDD.

  •  Each market is required to have two different market stakeholders who commit to being points of contact for the Kentucky Double Dollars Program. If the market is also requesting KDD Admin funding to help with the administration of KDD, the contacts can be the same for both programs. Markets with only one contact person cannot participate in Kentucky Double Dollars.

         The primary point of contact will receive all primary correspondence, will be responsible for ensuring program policy adherence at the market, and will be integral in sharing important information with other market stakeholders. This person will need to be able to reliably respond to email communications from CFA staff. 

         The secondary point of contact will hold a position that directly works with the market as a vendor, board member, manager, or other primary stakeholder for the market and cannot be the same person as the primary contact. They will need to understand all aspects of the program for which the market is applying. This person must be willing to step in if the primary contact is unable to fulfill the obligations of the grant.

  • KDD Award Request

  • There are 4 KDD programs for which a market can apply. In order to participate in the KDD program, the market must be authorized to operate the government program for which the market is requesting KDD funds. 

    1. SNAP Fruit & Vegetables (KDD SNAP FV).To receive KDD SNAP FV or MED funds, the market must have a valid FNS number, a SNAP permit, and a functioning EBT machine.
    2. SNAP Meat, Eggs, and Dairy (KDD SNAP MED): To receive KDD SNAP MED funds the market must also apply for SNAP FV funds.
    3. Senior Farmers Market Nutrition Program (Senior FMNP KDD) To receive KDD SFMNP, the market must be accepted into the Senior FMNP program by the Kentucky Department of Agriculture.
    4. WIC Farmers Market Nutrition Program (KDD WIC FMNP)To receive KDD WIC FMNP, the market must be accepted into the WIC FMNP by the Kentucky Department for Public Health

    BUDGET INFORMATION:
         Markets are applying for an award of 75% of their overall budget for each program. Markets are responsible for contributing or fundraising the remaining 25% of their budget as a match to participate in the Kentucky Double Dollars Program. Markets will only be reimbursed up to their total awarded amount (75% of the budget).

        Kentucky Double Dollars is a reimbursement-based program, and markets will only receive funds for incentives (vouchers and tokens) redeemed by farmers at their market, for which the market has already reimbursed the farmer.

        The market match and total budget will be automatically calculated based on the KDD award requested for each incentive type (KDD SNAP FV, KDD SNAP MED, KDD WIC FMNP, KDD Senior FMNP. 

    • The market match= KDD award amount X .333
    • The total budget= KDD award amount + the market match
  • SNAP Permit Requirements 

    Because of the increased concern about fraud in the issuance and use of SNAP, if any of the following have changed since last year, FNS requires that you contact the SNAP Retailer Service Center at 1-877-823-4369 to report changes to the market’s:

    1. Location
    2. Operating days and times
    3. Responsible official, organization, or government point of contact
    4. Any other changes that may impact your participation in SNAP

  • KDD Farmers Market Nutrition Program (Senior and WIC FMNP)

    If you are new to the KDD FMNP in 2026, we will ask for confirmation that you have been accepted into the 2026 FMNP program before we award you Kentucky Double Dollars for that FMNP.
  • KDD Reporting and Training Requirements

  • Kentucky Double Dollars utilizes an online data management system to maintain records about the program. CFA requires that the market utilize this platform in order to be reimbursed for KDD expenses and maintain good standing in order to continue participating in the program. CFA will collect the following information, which must be entered online monthly by market staff:

    • Daily KDD customer transaction data
    • KDD vouchers/tokens distributed and redeemed
    • Vendor reimbursements
    • Monthly total of days and hours open 
    • Vendor gross sales
    • Monthly total customer counts

     Kentucky Double Dollars Training 

    All new and returning markets will be required to complete an on-line training. It is highly encouraged that more than one member of the market attends the training.

    Evaluation Surveys

    To comply with USDA GusNIP grant requirements, market leaders will help recruit SNAP participants for surveying and phone interviews about their experience with the KDD program. Customers will receive financial compensation for their participation in the survey. Market leadership will be asked to complete online surveys as well as circulate online surveys to produce vendors.

  • KENTUCKY DOUBLE DOLLARS ADMINISTRATION

  • For both awards below, the market must budget from their own funds an amount that is equal to or exceeds the award. 

    KDD ADMIN: CFA offers funding for the administration of the KDD program. This can be a market manager or any paid worker that manages KDD. The maximum award is $2000. 

    MARKET MANAGER COST SHARE (MMCS): CFA recognizes that it takes time for markets to build the capacity to implement KDD programs and will continue to provide a limited number of markets with funding for markets that are not yet accepting incentives. This funding will go towards supporting a market manager with the intention that those markets will bring on a KDD program in 2027.The maximum award is $2000.

     

  • KDD Admin Award Request

  • CFA will provide markets with financial assistance up to a max total of $2000 that is reflective of the administrative oversight required for the implementation of each of these Kentucky Double Dollars (KDD) programs. The market must budget from their own funds an amount that is equal to or exceeds the award amount. 

    The yearly awards are as follows: 

    • KDD SNAP (including KDD SNAP FV & KDD SNAP MED): $1000 max to support KDD administration for markets participating in KDD SNAP FV or both KDD SNAP FV & KDD SNAP MED. The market must budget up to an additional $1000 as match.
    • KDD FMNP (including KDD Senior FMNP & KDD WIC FMNP): $1000 max to support KDD administration for markets participating in WIC FMNP, Senior FMNP, or both programs. The market must budget up to an additional $1000 as match.
  • The market is requesting KDD Admin funds to support the administration of the following. If you are not requesting funds for a program, please enter "0".

  • Market Manager Cost Share Request (MMCS)

  •  Market Manager Cost Share funds will help pay for a market manager to build capacity to accept incentives in 2027. The market must budget from their own funds an amount that is equal to or exceeds the award amount. 

  • KDD Admin or MMCS Match Requirement

  • REPORTING REQUIREMENTS AND PAYMENT SCHEDULE

  • **NEW IN 2026**

    • Instead of two annual KDD Admin or MMCS payments, markets will be reimbursed monthly for 50% of wages paid to the staff member until the award is extinguished.
    • For markets that pay their staff on a schedule that is longer than monthly (i.e.: quarterly or annually), the market will be reimbursed at the time of payment to the staff member for 50% of wages paid, or for the total award amount, whichever is lowest.
    • Markets will be required to report the hours that the KDD Admin worked and the wages paid each month.

    Produce used in KDD must be provided by Kentucky farmers. For farm stands owned by farmers, produce you grow yourself IS eligible, but you must also be purchasing from at least one other Kentucky farmer.
