WHEREAS New Mexico welcomes immigrants;

AND WHEREAS immigrants in New Mexico contribute positively to the culture of New Mexico;

AND WHEREAS Immigrants should be treated respectfully and humanely;

AND WHEREAS ICE agents have allegedly taken into custody immigrants with Green Cards and without probable cause;

AND WHEREAS ICE agents have allegedly detained and taken into custody United States citizens mistakenly;

AND WHEREAS ICE agents allegedly detain and take to custody immigrants who are suspected of being in the United States illegally without a warrant or for good reason;

AND WHEREAS Reports indicate that some immigrants have not received due process of law;

AND WHEREAS ICE agents allegedly come into courthouses, schools and into places of worship to apprehend “illegal” immigrants without regard the disruption this causes to New Mexico residents and New Mexico businesses;

AND WHEREAS ICE agents strike fear into individuals by reported wearing masks and by not revealing they are U.S. government officers;

AND WHEREAS ICE agents are reported to have transferred detainees to countries or to places in the United States where it not possible for them to communicate with their legal representatives or to contact family;

BE IT RESOLVED That Governor Michelle Lujan Grisham sign a proclamation declaring that ICE agents cannot detain persons at schools, places of worship, hospitals, or courts, causing disruptions in the lives of citizens and noncitizens;

BE IT FURTHER RESOLVED That Governor Lujan-Grisham further declares that ICE agents wear uniforms that easily identify them as government officials and that they wear no masks;

BE IT FURTHER RESOLVED That no detention is made without a warrant;

BE IT FURTHER RESOLVED That New Mexico Senate and The New Mexico House of Representatives pass further legislation protecting immigrants in New Mexico, including that no immigrant detention facilities operate in New Mexico.
