  • Procedures:

    The following is an outline of the procedures followed by The Greater Pitman Chamber of Commerce

    1. APPLICATION: Along with the completed general information, additional background information must be uploaded as specified in this application. 
    2. INTERVIEW and PRELIMINARY SITE VISIT: Detailed overview of the program and visit by Greater Pitman Chamber of Commerce representative. 
    3. ELIGIBILITY APPROVAL: Eligibility approval is based on the eligibitly rules outlined above. Business must also participate in the Pitman Bucks program. If an awarded business ceases participation in the Pitman Bucks program at any time they will be ineligible to apply for future GPCC grant programs.
    4.  DESIGN APPROVAL: Design approval is determined through the Greater Pitman Chamber of Commerce after the applicant supplies a graphic rendering, and/or architectural plans and samples of paint and materials of the proposed façade improvements. 
    5. WORK WRITE–UP: A detailed list of the work to be completed will be created. This is made up of the applicant’s proposed work as approved through the Greater Pitman Chamber of Commerce, and any conditions or instructions provided by the Greater Pitman Chamber of Commerce as part of its approval.
    6. THE BIDDING PROCESS: The applicant will solicit bids from at least two contractors. If the applicant chooses to do the work, the grant can only be used as a match to the cost of materials. All work must conform to the approval of the Greater Pitman Chamber of Commerce.
    7. THE CONTRACTS: Two contracts are required: one between the applicant and the contractor, the other between the applicant and the Greater Pitman Chamber of Commerce. The applicant is responsible for the contract with the contractor. Greater Pitman Chamber of Commerce can not intervene to remedy disputes between contractors and applicants. The contract between the applicant and Greater Pitman Chamber of Commerce includes the Work Write-up and a copy of these program procedures. Filing an application constitutes an agreement to these terms.
    8. CONTRACTOR PAYMENTS: The applicant is responsible for all costs and payments to the contractor. Payment schedule is negotiated between the contractor and the applicant. 
    9. THE INSPECTIONS: Inspections are performed by the Borough of Pitman inspectors as needed while the work is in progress to verify compliance with the approved design plans. 
    10. THE FINAL INSPECTION: Grant payments are not made until a final inspection has been performed and the Borough of Pitman inspectors, the Pitman Historic Commission (if property falls within the historic district) and the applicant are satisfied. If the applicant is completing the work himself, receipts for the materials must be submitted at this time.
    11. PREVIOUSLY COMPLETED WORK: Steps 4-10 (above) are not applicable for work previously completed.
    12. THE GRANT PAYMENT: The Greater Pitman Chamber of Commerce approves and issues all grant payments. Grant Payment will be made to the business after the business pays the contractor in full. A copy of the check and receipt indicating the contractor has been paid in full must be submitted before any grant payment is issued. 
    13. BOROUGH APPROVALS AND PERMITS: All approvals and permits by the Borough of Pitman must be submitted, if applicable.
  • Eligibility:

    The Greater Pitman Chamber of Commerce offers a maximum of $1,000* to help fund exterior improvements to storefronts. Recipients must match the grant amount with at least a dollar-for-dollar match. (Ex: Paid project expenses total $2,000+, GPCC grants $1,000. Paid project expenses total $1,000, GPCC grants $500 to match your contribution of $500.)

    The following rules apply

    • Grants are competitive. Only projects with significant aesthetic improvements to storefronts will be approved. 
    • Buildings must be located on Broadway between Columbia and Woodland Avenues, or on Pitman Avenue between Broadway and Highland Terrace, or Holly Avenue between Alcyon lake and Highland Terrace. Additional locations within area code 08071 will also be considered. 
    • The primary first floor use must be commercial. 
    • Improvements must address the façade of the building. The façade is defined as exterior portions of the building visible from the principal street. 
    • Before work begins, design of all façade improvements must be pre-approved by the Greater Pitman Chamber of Commerce in conjunction with the Pitman Historic Commission if property falls within the historic district. **
    • Finished improvements must comply with design approval. Changes to approved plans must be approved through Greater Pitman Chamber of Commerce. **
    • Property taxes, water and sewer payments on the property must be current before Grant payment. A letter from the Borough is required as proof. 
    • Any façade improvements (including awnings) funded by this grant must remain with the building for the life of the improvements or materials, even if the business relocates. 
    • Work must be completed within 6 months from the approval date. Completed work can be submitted for approval as well. 
    • Business must also participate in the Pitman Bucks program. If an awarded business ceases participation in the Pitman Bucks program at any time they will be ineligible to apply for future GPCC grant programs.

  • Eligibility:

    The Commercial Sign/Awning Grant offers a maximum of $1,000* to help fund an outdoor sign/awning advertising a business within the Pitman District. (Ex: Sign/awning costs $2,000+, GPCC grants $1,000. Sign/awning costs $1,000, GPCC grants $500 to match your contribution of $500.)

     

    The following conditions apply: 

    • All designs and color selections must be pre-approved by the Pitman Historic Commission before fabrication of signs or awnings begin. 
    • Any business receiving a sign grant must have been in business at its present location within the Pitman district for at least six months or must remain in business for six months prior to receiving payment of the grant. 
    • Payments are made as a reimbursement only after completion of all work. 
    • All property tax, water, and sewer payments must be current for the property. 
    • The building owner or tenant must provide a current certificate of occupancy indicating compliance with applicable building safety codes. 
    • Any awnings funded by this grant must remain with the building for the life of the awning, even if the business relocates. 
    • If any awnings overhang the sidewalk, the construction office requires sealed drawings of how the awning is to be affixed to the structure. This is for new or replacement awnings, if the replacement includes the frame.
    • Business must also participate in the Pitman Bucks program. If an awarded business ceases participation in the Pitman Bucks program at any time they will be ineligible to apply for future GPCC grant programs.

  • Eligibility:

    The Greater Pitman Chamber of Commerce offers a maximum of  $1,000* to help fund interior “fit-out” improvements to business spaces. Recipients must match the grant amount with at least a dollar-for-dollar match. (Ex: Interior improvements cost $3,000+, GPCC grants $1,000. Interior improvements cost $1,000, GPCC grants $500 to match your contribution of $500.)

    The following rules apply:

    • Buildings must be located on Broadway between Columbia and Woodland Avenues, or on Pitman Avenue between Broadway and Highland Terrace, or Holly Avenue between Alcyon lake and Highland Terrace. Additional locations within area code 08071 will also be considered.
    • The primary first floor use must be commercial.
    • Improvements must be for “Fit-Outs”, as described below:
      • A “FIT-OUT” is a material structural improvements to the public space used for commerce (walls, flooring, ceiling, electrical, plumbing, etc). This does not include: commercial equipment, movable display racks, inventory, stockrooms, etc.
    • Property taxes, water and sewer payments on the property must be current before Grant payment. A letter from the Boro is required as proof.
    • Business must be operating in Pitman for a period of no less than 2 years.
    • Work must have started on or after January 1, 2024 and was completed on or before December 31, 2025.

    The Greater Pitman Chamber of Commerce approves and issues all grant payments. A copy of the check and receipt indicating the contractor or materials have been paid in full must be submitted before any payment is issued.

  • Eligibility:

    The Greater Pitman Chamber of Commerce offers $250 social media grants for custom consultation work with a local marketing firm. Recipients must match the grant amount with a dollar-for-dollar match. (Recipient pays $500 and is reimbursed $250 by GPCC.)

    The local firm will provide agreed-upon, customized social media marketing services for grant recipients that may include:

    • Social audience audit
    • Profile creation and/or optimization
    • Engagement evaluation & recommendations
    • Content planning guidelines (post content, timing, hashtags)
    • Overview of analytics and competitor intelligence
    • Introduction to ads and audience-building

    Grant applications will be processed on a first come, first served basis and are subject to approval from the Board of the Greater Pitman Chamber of Commerce. Business must also participate in the Pitman Bucks program. If an awarded business ceases participation in the Pitman Bucks program at any time they will be ineligble to apply for future GPCC grant programs. The number of grants per year will be dependent upon the GPCC budget and availability of funds. 

    The Greater Pitman Chamber of Commerce approves and issues all grant payments. Grant Payment will be made to the business after the invoice to the local marketing firm is paid in full.  A copy of the check and/or receipt indicating that the local marketing firm has been paid in full must be submitted before payment is issued.
