Key Goals
Design Open spaces with community in mind - how does the community want to use this space? |
Mothers’ groups, local preschools, family gatherings, picnic areas, community events, and grandparents or carers of young families
|
Inclusive design |
Can I play? is it safe? Can I stay?
Is it secure? Does it cater to all abilities?
|
Safety & Security |
Secure, enclosed areas with dual-entry access to support families near busy roads and those with multiple children — including carers and grandparents who require safe, accessible play spaces. Safety is prioritised through soft-fall rubber surfacing to reduce injury risks
|
Engaging equipment for skill development and educational learning |
Swings, slides, water play zone, sandpit, in-built trampolines, climbing structures, sensory play equipment, bike and scooter learn-to-ride paths, tunnels, flying fox, see-saw, nature play, basketball court, soft play area, and grassed open space
|
Facilities |
Adequate shade and weather protection, ample seating in multiple areas, accessible toilets with disability access, family changing stations, and convenient access to drinking fountains.
|
Landscape and Infrastructure |
Enhance and complement the existing environment, seamlessly integrating new features into the play spaces |
Economic support providing a central meeting space near local businesses |
Many businesses are located within walking distance of both Memory Park and Memorial Park, and would benefit from the increased visitation these upgraded open spaces would attract |
Why Memory & Memorial Parks?
Centrally located, well-known community spaces that are currently underutilised, yet hold strong potential for high-quality playground upgrades
Existing playgrounds are outdated, with:
Current issues include inadequate and broken equipment, a lack of engaging play structures for skill development and educational learning across all ages and abilities, safety risks such as no soft-fall surfacing, uneven paths and hazards, insufficient secure dual-entry fencing, limited amenities, and inadequate weather protection
Proposed use of space outlined in yellow

Examples of Playspaces

The Missed Opportunity:
Reid Park (2025)
The playground attracts young families as it is fully enclosed; however, while the community welcomed the addition of a new play space, there was a missed opportunity to design it in line with NSW infrastructure and open space planning targets.
Concerns about the planned Reid Park upgrade include minimal shade and lack of toilet access (with ferry amenities located far from the park), as well as the unsafe placement of swings and climbing equipment within a small area that increases surface and fall risks
Hunter Park (2023)
The play equipment is designed for young families but lacks secure, safe fencing despite its location near a busy road and car park. There was a missed opportunity to enclose a wider area, creating a safe space for families directly across from Balmoral Beach, which already offers access to amenities
Mosman Council Plan 2025 - 2035
There is concern that the new budget is inadequate and does not include upgrades to the nominated parks. Mosman Council’s 2025–2035 Park Plan and budget allocation for open spaces can be viewed here

About Me
As a local mother of three young children — a 3-year-old and twins aged 20 months, one of whom has a chronic health condition — I know firsthand how challenging it is to find fenced, safe, and inclusive playgrounds within the Mosman Council area.
Like many local families, we travel daily to neighbouring council areas in search of better facilities. This is not just my experience, but a shared reality for countless parents, grandparents, and carers who want accessible, engaging, and secure play spaces in our community.
I know families with children across a wide range of ages, and I hope that future playspaces are designed to cater for all families, ensuring that no one is left out.
