    Submission of this application does not guarantee a booking. You will be contacted regarding payment and confirmation status. If payment is not received within 24 hours, your booking will be canceled. All requesters must be at least 18 years of age to submit/sign a Pavilion Use Application. To ensure fairness and consistency for all users, each organization must apply and qualify independently under the appropriate classification and fee schedule. Organizations may not sponsor or partner with another group for the purpose of altering classification status or associated fees. Please check park operation hours. Bookings outside of normal park hours may be subject to additional fees. Set-up and clean-up must be performed by user and included in rental time. Cost for lights is $44 ($88 non-county) per field/per night. Lights are not available for all fields. Additional fees may apply.

  • A Special Event is any event that meets one or more of the following criteria:

    • Any event that is a parade, carnival, festival, block party (not for private or residential use), running, walking or bicycling event.
    • Any event to be held at a County facility with a projected attendance of 1,000 or more.
    • Any event that will require the use of County resources for security, crowd control, traffic control, fire or EMS.
    • Any event that requires the closure of any street or public right of way to vehicular or pedestrian traffic.
    • Any event requiring interagency coordination that may change or restrict the normal levels of public service provided in Stafford County.


    *Please note, some events such as private, residential block parties or park rentals, may not require the Special Event process; however, the event may still require a permit.

  • Field Use Guidelines
    Thank you for helping us maintain high-quality facilities for the entire community. To help ensure a safe, fair, and enjoyable experience for everyone, the following guidelines apply to all field users:

    • Users are encouraged to secure their personal belongings and vehicles, as Stafford County is not responsible for lost or damaged personal property.
    • If allocated field space will not be used, please notify PR by the second week of your season so the field may be reassigned or made available to others. User groups receiving fee waivers may be billed for reserved fields that go unused. Consistent non-use may result in reallocation of field space.
    • All field use must comply with applicable Stafford County ordinances.
    • Parking is permitted in designated areas only. Vehicles are not allowed on County or SCPS fields or property outside of parking lots unless directed by PR staff. User groups are responsible for informing participants and spectators of proper parking procedures.
      When traffic or parking concerns arise—such as during tournaments—user groups must provide personnel to assist with directing parking. If additional park staff are required to address parking or traffic issues, applicable fees may be charged. Vehicles parked in unauthorized areas, fire lanes, or around barriers may be ticketed and/or towed.
    • At the conclusion of games or practices, user groups are responsible for collecting trash and debris and disposing of it properly.
    • Following games or practices, users and spectators are asked to leave school and park areas promptly, safely, and quietly—especially after evening events. We appreciate your partnership in being considerate neighbors in surrounding residential areas.
    • For the protection of participants and preservation of fields, play is not permitted when fields are closed due to inclement weather or unsafe conditions.
    • Field access is limited to your approved reservation time. Warm-ups are permitted within your scheduled use period. Please ensure fields are cleaned and vacated promptly at the end of your reservation.
    • Compliance with all field rules helps keep our facilities safe and accessible. Use of athletic fields may be suspended if rules, ordinances, or applicable laws are not followed. Following the guidelines ensures a smooth experience for all users.
    • Liability insurance is required for all field rentals to help protect participants and the facility. Goals and other equipment should only be moved by PR staff to maintain safety and proper setup.
    • Climbing on nets, goals, or other equipment is not permitted.
    • Fields and parking lots should be vacated within 20 minutes after the end of games or practices to allow staff and other users to safely transition.
    • Children must be supervised at all times to ensure their safety and the safety of others.
    • Footwear must be molded rubber cleats, turf shoes, or running shoes on turf fields.
    • Metal cleats or screw-in rubber cleats are not permitted on turf fields.
    • Picking or pulling grass fibers or infill material is not allowed.
    • Only players, coaches, and officials are permitted on the field; all spectators should remain outside the synthetic turf area.
    • Prohibited Items & Activities-For safety and field maintenance, the following are not permitted on synthetic turf:
      • Gum or candy
      • Smoking or tobacco products
      • Nuts with shells or sunflower seeds
      • Glass bottles or containers of any kind
      • Beverages other than water in plastic bottles
      • Food
      • Pets
      • Bicycles, rollerblades, skateboards, or other wheeled equipment (except authorized maintenance vehicles)
      • Hitting golf balls
      • Candles or open flames
      • Toys, devices, or items containing flammable liquids or battery acid
      • Muddy footwear
  • Additional permits may be required even if your request does not meet one of these criteria.


    I certify that I have read and will abide by current Stafford County Parks and Recreation's Facility Use policies and procedures (if using PR facilities), the Stafford County Public Schools' Community Use Policy (if using school facilities), and the requirements for users as they pertain to this rental. I understand I will be held liable for any and all damages to County-owned property and for the prompt and proper settlement of claims for such damages and agree to pay applicable fees. Unless agreed upon in writing by the Director of Parks and Recreation, I will be responsible for cleanup and care of equipment and facilities used, including school facilities. Failure to do so will result in forfeiture of deposit, paying a penalty, and denial of future use.

  • WAIVER FOR PARTICIPANT:   By signing this form, I desire, consent, and voluntarily choose to allow the individual(s) named herein to take part in all such activities. Knowing the material risks and appreciating, knowing, and reasonably anticipating that other injuries and death are possibilities, I assume all the risks normally incident to the nature of the activities and agree that neither the Stafford County Dept. of Parks and Recreation nor the County of Stafford, VA will be responsible for any damages or injuries resulting to me or my child.  

    Therefore, having read and understood this waiver and in consideration of your accepting my entry into a Stafford County recreation facility, program, or activity, I, for myself and my child, waive and release the County of Stafford, VA and its officers, staff, volunteers, sponsors, and representatives from all claims or liabilities of any kind arising out of my participation in (or as a spectator of) any program, activity, or use of any County facility.
