  • Please note, Camden Council and YCF are trialling a new yearly commisioning model, aimed at cutting down admin time and improving forward planning.

    New Annual Commissioning Model
    Camden HAF is moving to an annual commissioning model, giving providers greater flexibility and certainty. Sites can apply once to deliver HAF provision across the Spring, Summer and Winter periods. If needed, sites may also apply for a single delivery period and submit further applications for future periods at a later date. This approach allows providers to plan ahead while remaining responsive to capacity and need.

    HAF funding will be parcelled and offered to providers based on a variety of factors including capacity, quality of provision, level of community impact, geographic reach and reporting consistency.

    We request that every organisation submits their applications themselves, we will not be able to consider applications from consortiums or organisations acting on the behalf of other providers.

  • Overview:

    Hello, thank you for your interest in applying for Camden’s Holiday Activities and Food (HAF) Programme under our new annual commissioning model.

    This commissioning model allows sites to apply to deliver HAF provision across the full year, covering Spring (Easter), Summer and Winter delivery periods. Sites may also choose to apply for a single delivery period and submit additional applications for future periods if required.

    If possible, we strongly advise that organisations submit their application for the whole year. This will enable us to better allocate our funding throughout the year.

    The HAF delivery periods are as follows:

    Spring (Easter) HAF 2026 – organisations need to submit their final information to us by Sunday 15th February 2026.


    Summer HAF 2026 – organisations need to submit their final information to us by Sunday 24th May 2026.


    Winter HAF 2026 – organisations need to submit their final information to us by Sunday 25th October 2026.


    Winter HAF will run from Monday 21st December 2026 to Tuesday 5th January 2027. Due to HAF coinciding with bank holidays, we are open to programmes running on weekends (Winter HAF only).

    This application form allows you to provide information about your organisation and the HAF provision for which you are seeking funding. The form comprises six sections.

    Application deadline:
    You must submit your completed application form by the stated deadline for your intended delivery period(s) to be considered.

    Information required:

    Section 1 – Contact information.

    Section 2 – Information about your organisation and any partner organisations involved in the project.

    If you wish to deliver HAF provision across multiple locations, please complete one application form per site.


    Section 3 – A brief description of your provision and how it meets the minimum eligibility criteria below:

    • Must provide at least 4 hours of provision per day.
    • Minimum delivery requirements apply per delivery period (e.g. Spring, Summer, Winter)
    • Aimed at children and young people aged 5–16 who are eligible for benefits-related free school meals
    • Must provide at least one hot meal per day that meets School Food Standards
    • Must provide access to physical activities
    • Must provide access to enriching activities
    • Must provide age-appropriate nutritional education
    • Must provide inclusive and accessible provision, including for children and young people with SEND
    • Must have the necessary policies and procedures in place to provide services for young people (e.g. safeguarding, data protection)

    Section 4 – A detailed breakdown of the total grant amount(s) you are applying for (per delivery period, if applicable).

    Section 5 – Policies, reporting and safeguarding.

    Section 6 – Specific details of your HAF provision site and staff.

    Please note that you may be contacted by the Young Camden Foundation to discuss your application in more detail and may be invited to meet with the Camden HAF Grant Panel to hear the outcome of your application.

    Camden HAF programme requires all HAF providers to use a Camden based, Camden registered food provider with a minimum hygiene rating of 3*.

  • 5. Be more engaged with school and other local services e.g. food education for families and carers

  • 6. Signposting and referrals e.g. stay safe and not socially isolated

  • Section 4 - Delivery Periods, Grant Amounts and Budgeting

  • With funding from the Department for Education and Camden Council, we can provide funding up to a maximum of £25 per child, per day of HAF provision.

    The DfE suggests that HAF provision is delivered over 24 days across the 2026/27 year.

    Please use this section to outline which delivery period you are seeking to deliver your HAF provision in, showing how much funding you are applying for and how this figure has been reached.

  • All HAF provision is expected to be inclusive of children and young people with SEND. We will follow up with further information about SEND guidance & funding processes.

    Universal SEND provision refers to mainstream HAF activities that are inclusive and accessible, with reasonable adjustments in place to support children with SEND to participate alongside their peers.

    Targeted SEND provision offers enhanced support or adapted sessions for children with additional needs that cannot be fully met through universal provision, but who do not require highly specialist environments.

    Specialist SEND provision delivers highly tailored HAF activities for children with complex needs, using specialist staff, adapted environments and higher staffing ratios to ensure safe and meaningful participation.

  • Plinth

    We will report to both Camden Council and the Department for Education throughout the year. To make the reporting process as smooth as possible, we require that all sites providing HAF in Camden use the Plinth platform to run event registrations, take bookings and submit their attendance records.
