Article I – Membership 1. Application & Approval: Membership applications shall be submitted with the required fee and approved by the Board. 2. Conduct: Members must conduct themselves with integrity, sportsmanship, and respect for equines, fellow members, and the public. 3. Suspension & Expulsion: The Board may suspend or expel any member whose conduct is deemed harmful to equines, dangerous to others, or damaging to the reputation of the Society. Members have the right to appeal in writing within 30 days. Article II – Equine Welfare & Safety 1. Principle: The welfare of horses, ponies, and other equines is paramount and shall never be compromised for competition, training, or entertainment. 2. Treatment of Equines: - Equines must always be handled with care, patience, and respect. - Abuse, neglect, or mistreatment (verbal, physical, or training-related) is strictly prohibited. - Equines must be appropriately fit, healthy, and conditioned for driving activities. 3. Equipment & Harnessing: - Harness and vehicles must be properly fitted, safe, and in good repair. - Bits, whips, and other equipment shall not be used in a manner that causes pain, injury, or distress. 4. Driving Practices: - Drivers must use safe practices at all times. - Overdriving, excessive speed, or forcing an equine beyond its capacity is prohibited. - All participants must follow posted rules of the event or clinic. 5. Veterinary Care: - Any equine showing signs of lameness, illness, or distress shall not participate in Society activities. - A veterinarian’s decision regarding an equine’s fitness to compete or continue is final. Article III – Meetings 1. Notice: Members shall receive at least 30 days’ notice of the AGM, and at least 7 days’ notice of special meetings. 2. Voting: Each adult member in good standing shall have one vote. Family memberships receive two votes. Junior members may participate but not vote. 3. Proxy Voting: Members unable to attend may vote by proxy, provided notice is given in writing to the Secretary. Article IV – Board of Directors 1. Eligibility: Directors must be adult members in good standing. 2. Meetings: The Board shall meet at least four times annually. 3. Quorum: A majority of Board members shall constitute quorum. 4. Conflict of Interest: Directors must declare any conflict of interest and abstain from voting on related matters. Article V – Committees 1. Establishment: The Board may appoint committees to manage specific activities such as: - Events Committee – plans shows, clinics, and drives. - Welfare & Safety Committee – ensures equine welfare standards are upheld. - Education Committee – organizes clinics and outreach. 2. Authority: Committees shall report to and operate under the direction of the Board. --- Article VI – Finances 1. Dues: Membership dues shall be set by the Board annually. 2. Fundraising: The Society may raise funds through events, sponsorship, and donations, provided such activities align with its purpose. 3. Expenditures: All expenditures must be approved by the Board and documented by the Treasurer. --- Article VII – Discipline & Dispute Resolution 1. Complaints: Any member may submit a written complaint regarding conduct or welfare concerns to the Secretary. 2. Investigation: The Board shall review complaints promptly and fairly. 3. Outcomes: Possible outcomes include verbal warning, suspension, expulsion, or event disqualification. 4. Appeals: Members have the right to appeal disciplinary decisions at the next AGM or special meeting. Article VIII – Amendments These By-Laws may be amended by a two-thirds (2/3) majority vote of members present at a general meeting, provided that notice of the proposed amendment was given at least 30 days in advance.
