  • CONDITIONS OF DISTRICT CONDUCT ORDINANCE 18-3 (Section 5.06)

    AN ORDINANCE ESTABLISHING RULES, REGULATIONS AND RESTRICTIONS ON THE SERVING OF ALCOHOLIC BEVERAGES IN PARK DISTRICT BUILDINGS

  • 1. That no Alcoholic Liquor shall be dispensed, served, sold, purchased or consumed in or on any Park District land or building, or elsewhere on property owned or controlled by the Park District, except as shall be expressly permitted under the terms of this Ordinance and any and all amendments hereto.

    2. No Alcoholic Liquor shall at any time be sold or distributed for any tangible consideration in or on any property owned or controlled by the Park District unless appropriate permits for same have been issued by the Park District and all other agencies having jurisdiction thereof; and then only for a Park District approved event or in connection with a rental of space from the District. The delivery or sale of Alcoholic Liquor on Park District property, as hereafter permitted will only be allowed in (i) an enclosed building or structure, including a tent or (ii) at open-air counters or stands located within a controlled space. Consumption of Alcoholic Liquor which have been sold on Park District property may take place only within such enclosed building or structure or controlled space.

    3. Subject to the foregoing and all of the permit requirements contained herein, Alcoholic Liquor may be sold and served in the following Facilities: Centennial Activity Center, Centennial Fitness Center, Maine Park Leisure Center, Oakton Ice Arena, O’Connor Community Building, South Park Recreation Center, Solomon Cottage and Wohler’s Hall. A Special Use Permit is required to sell Alcoholic Liquor at the above facilities.

    4. An Application for Permit to Serve or Sell Alcoholic Liquor or a Special Use Permit shall have been presented to the Executive Director (“Director”) or his/her Designee not less than 30 days prior to the date for which a permit is sought. Exceptions to the 30-day in advance application requirement will be considered on a case-by-case basis. The application shall contain the following information: a. Name of organization, person or persons requesting Permit; b. Name of organization, person or persons having charge or control of the proposed occasion at which an Alcoholic Liquor is to be served; c. The nature of such occasion and the time period during which the Alcoholic Liquor will be served or dispensed; d. The area sought to be rented indicating the specific locations of the dispensing of Alcoholic Liquor; e. A description of the Alcoholic Liquor to be served; f. The number and expected age group of persons expected to be present at the occasion; g. A written statement by applicant(s) that the Alcoholic Liquor will not be sold, served, or dispensed for a tangible consideration in or on Park District property unless appropriate Permits for same have been issued by the Park District and all other agencies having jurisdiction thereof; and h. Any other information which the Board may hereafter determine to be required from time to time.

    5. A Permit shall have been received from the Park District duly signed by the Executive Director, or his/her designee after compliance with requirements above and after compliance with the following steps: 1. The Customer Service Manager of the Park District shall check the identification to verify the applicant is at least 21 years of age; 2. The Customer Service Manager shall check the Permit application to make sure all necessary information is provided; 3. The Executive Director or his/her designee shall review the application and issue or deny a Permit, in his/her discretion, after giving due consideration to all relevant factors including the ages of those expected to attend, the location, the number of people expected to attend, the proposed duration, the ending time and the purpose of the event.

    6. The Board of Park Commissioners reserves unto itself full authority and discretion to withhold any such permit.

    7. The Board of Park Commissioners may from time to time establish additional rules, regulations and restrictions relating to the serving, dispensing and use of such alcoholic beverages; including disposal and clean-up procedures, which rules, regulations and restrictions shall be made available to all persons seeking and receiving permits.

  • I HAVE EXAMINED THE DISTRICT CONDUCT ORDINANCE NO. 18-3; SECTION 5.06, (A PORTION OF WHICH IS PRINTED IS LISTED ABOVE) WHICH SETS FORTH THE TERMS UNDER WHICH THE PERMIT WILL BE ISSUED. I AM AWARE THAT NO ALCOHOLIC BEVERAGES ARE TO BE SOLD OR SERVED TO MINORS. I ALSO UNDERSTAND THAT ANYONE CONSUMING ANY ALCOHOLIC BEVERAGES IS NOT PERMITTED TO USE THE POOL OR SKATING FACILITIES. I UNDERTAKE TO SEE THAT THE ABOVE PROHIBITIONS ARE OBSERVED.

    I ENCLOSE HEREWITH THE FEE OF $54.00, WHICH I UNDERSTAND IS NON-REFUNDABLE.
