    1. Program Purpose

     

     

     

    The YLA Emergency Relief Program provides limited, short-term financial assistance for verified household emergencies. Funding is not guaranteed and is based on verification, compliance review, and availability.

     

     

     

     

     

     

    2. Eligibility Requirements

     

     

     

    Applicants must meet the following criteria:

     


    Be a resident of the United States
    Be able to provide valid government-issued identification
    Submit complete and verifiable documentation for the emergency listed
    Submit only one application per household per funding cycle
    Agree to all YLA verification, compliance, and audit procedures

     

     


    Failure to meet any requirement results in denial or closure of the application.

     

     

     

     

     

     

    3. Required Verification

     

     

     

    To comply with nonprofit audit standards, applicants must submit official documentation for all emergency claims.

     

     

     

    Examples of Acceptable Documentation

     

     

     

    Past due rent or mortgage statements
    Eviction notices
    Utility shut-off or past due statements
    Proof of income, unemployment, or benefits
    Medical bills or emergency notices
    State-issued SNAP or benefit change letters
    Proof of dependents or household size
    Custody or placement orders relevant to emergency needs

     

     

     

     

    Examples of Non-Acceptable Documentation

     

     

     

    The following items cannot be used as hardship verification:

     


    EBT screenshots only showing a zero balance
    Bank balance screenshots
    Legal orders unrelated to financial need (EPO, TPO, etc.)
    Auto payments, car notes, insurance bills
    Screenshots without official state or agency documentation
    Handwritten notes
    Photographs of sealed envelopes
    Incomplete, blurred, or unverifiable documents

     

     


    Partial or incomplete submissions do not meet verification requirements.

     

     

     

     

     

     

    4. Non-Fundable Categories

     

     

     

    The Emergency Relief Program does not provide assistance for:

     


    Car payments, repossessions, insurance, or towing
    Court costs, legal fees, criminal or civil fines
    Bond payments or probation-related expenses
    Phone bills not tied to verified emergency
    Credit cards, personal loans, or other consumer debts
    Cosmetic or non-essential household expenses
    Unverified benefit delays without state-issued documentation
    Any expense not directly connected to essential household survival

     

     

     

     

     

     

     

    5. Review & Compliance Process

     

     

     

    Applications undergo a structured review process:

     


    Initial Screening
    Verification Review
    Compliance and Audit Check
    Final Approval or Denial

     

     


    YLA may request additional documentation at any time.

    Failure to provide additional documents within the timeframe will result in closure of the application.

     

     

     

     

     

     

    6. Denial Reasons

     

     

     

    Applications may be denied for:

     


    Missing documentation
    Incomplete or unverifiable documents
    Conflicting information
    Duplicate household applications
    Misrepresentation or altered documents
    Non-qualifying expenses
    Limited funding availability
    Failure to meet program standards or deadlines

     

     


    All denial decisions are final for the current cycle.

     

     

     

     

     

     

    7. Fraud & Misrepresentation

     

     

     

    Submitting false information or altered documents may lead to:

     


    Immediate denial
    Permanent disqualification
    Reporting to appropriate authorities
    Removal from all future YLA programs

     

     

     

     

     

     

     

    8. No Guarantee of Funding

     

     

     

    Submitting an application does not guarantee assistance.

     


    Funding depends on:

     


    Verified documentation
    Severity of emergency
    Household priority ranking
    Available program resources
    Final compliance approval

     

     


    YLA may pause, modify, or close the program at any time.

     

     

     

     

     

     

    9. Policy Updates

     

     

     

    YLA may update these Terms & Conditions at any time without notice.

    All applicants agree to abide by the most current version of the policy.

     

     

     

     

     

     

    10. Applicant Agreement

     

     

     

    By submitting an application, the applicant acknowledges:

     


    All information is accurate and truthful
    All documents are authentic and verifiable
    YLA reserves the right to verify all information submitted
    YLA may request additional documentation
    YLA may approve, deny, or close applications at its discretion
    All decisions are based on compliance standards and fairness
    Filing an application constitutes full agreement to these Terms & Conditions
