The City of Philadelphia thanks you for your interest in serving individuals in need of non-medical services.
Per Philadelphia Code 10-2804, a permit is required to offer non-medical mobile services in the the 7th Council District. The Department of Licenses and Inspections (L&I) Quality of Life (QOL) has developed this application for the non-medical mobile service providers.
Once your application has been received by L&I QOL, it will be reviewed to ensure it is complete and accurate. You will receive a permit if you have satisfied all requirements. Please allow ten (10) business days for your application to be reviewed.
Please note:
- There is no fee for this permit.
- This permit is valid for one (1) year from the date of issuance.
- This permit only authorizes non-medical mobile services in the Seventh Councilmanic District; other permits, licenses, or approvals may be required based on the goods or services provided.

If you are providing mobile medical services, a permit is required from the Department of Public Health. If both medical and non-medical services are provided, both permits are required.
