Scholarship Award Recipient Rules
This contract ("Contract") is entered into between Miss Colorado Scholarship Foundation ("Provider") and the recipient ("Recipient") of the scholarship award. The terms and conditions outlined herein govern the obligations and rights of the Recipient during the tenure of the scholarship.
Recipient Requirements:
Delegate requirements outlined in their signed contract. (For local and state titleholders/delegates of Colorado)
Tenure Period:
The Recipient may utilize the full amount of the scholarship award within the specified tenure period as outlined in the “Tenure Period” for their competition category below.
Annual Communication:
The Recipient commits to communicating with the Provider annually to provide updates on academic progress and any changes in circumstances.
Scholarship Use Requirements:
Scholarship funds may be applied to tuition, textbooks, academic fees, university based room and board, and other appropriate mandatory educational expenses at accredited colleges or universities. Any unusual or questionable items of expense must be referred to the Miss Colorado Scholarship Foundation Board with as much information as possible and far enough in advance for consideration and approval. Amounts received as scholarship payment are taxable income to the extent that they exceed “Qualified Tuition and Related Expenses.” Qualified Tuition and Related Expenses include tuition and fees, books, and equipment required of all students in the particular course of instruction.
Room and Board Use Requirements: Payments for on campus room and board will be made directly to the educational institution. Off-campus must be pre-approved and will only cover the amount as on-campus housing. All such requests must be accompanied by appropriate documentation from the educational institution (or fully-executed lease agreement) evidencing the charges for the same. In order to qualify, delegates must maintain at least 12 credit hours as a full time student, 9 credit hours as a graduate student. Payments do not cover fees or deposits. Utilities (electric, gas, cable, phone, etc.) are also not covered.
Payment of all approved expenditures will be made directly to the college, university, or other accredited institution of higher learning as recognized by the US Department of Education upon receipt of a detailed current tuition statement reflecting a balance due to the school, unless extenuating circumstances exist (with the exception of computer or musical equipment as outlined below). Payment to any non-domestic institution of higher learning must have a U.S. federal tax identification number. Personal reimbursements to scholarship recipients will not be honored. Please note that the amount requested may not exceed the amount due. When requesting an award, it is the student's responsibility to ensure proper planning and time allotment to process scholarship requests in order to meet all deadlines. The Miss Colorado Scholarship Foundation suggests allowing a minimum of 21 days to process scholarship requests.
Please note, it is each delegate's obligation to determine whether the scholarship, in whole or in part, is includable in gross taxable income, regardless of whether a Form 1099 has been issued by the Miss Colorado Organization. Delegates are encouraged to consult a tax advisor regarding the taxability of scholarship payments.
Missed Requirements
Loss of Title:
If the Recipient fails to meet the titleholder responsibilities or scholarship requirements, the title and benefits will be relinquished.
The Recipient has 1 year from the date of relinquishing their title to satisfy the scholarship requirements.
Tenure Periods
Tenure Period for Teens:
Preliminary award winners in the Teen category must fulfill the scholarship requirements within up to 4 years from award date or after their high school graduation, whichever occurs first.
Teen Titleholders winners (Miss Colorado’s Teen) must fulfill the scholarship requirements within 4 years from relinquishing the title of Miss Colorado’s Teen or after their highschool graduation, whichever occurs first.
Tenure Period for Miss:
Preliminary award winners in the Miss category must fulfill the scholarship requirements within 1 year from the award date.
Titleholders winners (Miss Colorado) must fulfill the scholarship requirements within 1 year from relinquishing the title of Miss Colorado.
Submission and Requests:
Requests are processed upon the written receipt of statements from colleges and schools or from the delegate for other educational expenses. The delegate must accompany all statements and invoices with a completed “Scholarship Request Disbursement Form”. Requests for payment for other expenses (e.g. private educators) must be pre-approved by the Miss Colorado Scholarship Foundation.
All submissions and requests related to the scholarship must be made at least 21 days in advance to allow for proper processing.
Appropriate Use of Funds:
The Recipient agrees to use the scholarship funds for educational purposes in accordance with the regulations of the Miss Colorado Scholarship Foundation (as outlined above)
Agreement
The Recipient acknowledges and agrees to abide by the terms and conditions set forth in this Contract. Failure to comply with these terms may result in the termination of scholarship benefits.

This Contract is effective as of the date signed by both parties and remains in effect until the completion of the Recipient's tenure or until otherwise terminated in accordance with the terms herein.
