About the Event

In celebration of ASEAN youth diplomacy and regional collaboration, the Cambodia Model ASEAN Meeting 2026 (CAMMAM 2026) proudly stands as the Cambodian edition of the ASEAN Foundation Model ASEAN Meeting (AFMAM). Endorsed by the ASEAN Foundation and organized by Cambodia’s official delegates from AFMAM East Asia Summit 2025, this youth-led initiative will take place on 17–18 January 2026 in Phnom Penh, Cambodia.

CAMMAM 2026 will gather 33 outstanding university and graduate students from across Cambodia for a 2-day immersive diplomatic simulation. Participants will assume the roles of ASEAN leaders and officials, engaging in policy discussions, multilateral negotiations, and consensus-building to produce a Joint ASEAN Declarations that emphasizes ASEAN’s shared values and unity in diversity.

  Context
  As ASEAN moves deeper into the digital age, digital transformation has become a defining force reshaping governance, economies, and societies across the region. This transformation brings vast opportunities for innovation, connectivity, and inclusive growth, yet it also poses complex cross-border challenges that threaten peace, stability, and prosperity. In recent years, the region has faced increased levels of cybercrimes, online scams, and digital fraud, issues that left vulnerabilities in governance, financial regulation, law enforcement, and social protection. These growing links between cyber scam syndicates, financial fraud, and online human trafficking underscore the urgent need for stronger cybersecurity cooperation, digital governance, and public awareness.
  
  At the same time, the rapid expansion of the digital economy has revolutionized trade, employment, and financial access. For example, Fintech and e-commerce have accelerated regional economic growth, but they also confront regulatory gaps concerning consumer protection, data privacy, and financial sustainability. Therefore, tackling these challenges requires coordinated efforts to strengthen digital finance governance, ensuring that progress remains both inclusive and sustainable. Moreover, digital transformation also affects the social and cultural spheres of ASEAN, where inequality arises in digital literacy, access, and online safety continue to deepen the digital divide which severly undermines human security and community resilience.
  
  To response, ASEAN has adopted various frameworks including, the ASEAN Digital Masterplan 2025 (ADM 2025), the ASEAN Cybersecurity Cooperation Strategy, and the ASEAN Community Vision 2025. These documents serve as guiding blueprints for regional actions which promote cross-border collaboration in cybersecurity, enhance governance of the digital economy, and advance digital literacy and inclusion more effectively and efficiently.
  
  Among the key priority areas that require strengthened multilateral cooperation and youth engagement are:
  
  1. Fostering Collective Cyber Resilience: focusing on cybersecurity collaboration, cybercrime prevention, transnational crime, information security.
  2. Advancing Sustainable Digital Economy: concentraing on digital finance governance, fintech, inclusive digital transformation, fintech sustainability.
  3. Leveraging Inclusive Digital Awareness: addressing issues related to digital inclusion, digital literacy, human security, online safety.
