    Development Code Update Survey

  • Welcome to the Middletown Development Code Survey!

  • Welcome to the Middletown Development Code Survey! Your input is valuable in shaping the future of Middletown’s development and land use policies. Development codes are the set of zoning regulations that govern how land can be used, including where residential, commercial, industrial, and recreational spaces can be located. By understanding your perspectives, we aim to create zoning standards and regulations that better reflect the needs and desires of the community.

This survey will allow the City to collect feedback on how the current development code works, any issues or concerns you may have, and ideas for improvements. Your responses will be used to provide potential revisions to development code standards, regulations, and administrative procedures and processes. The goal of this Update is to ensure any updates to the Code align with the community’s vision for growth and development as outlined in the Destination Middletown Comprehensive Plan.

This survey has been extended through Friday December 12, 2025.

  • What is mixed-use?

Mixed-use is a project that typically combines both residential and non-residential uses. Mixed-use can also focus on a mix of non-residential uses such as commercial/retail and office or commercial/retail and light industrial. Mixed-use is often developed into two different formats, horizontal and vertical.

Horizontal Mixed-Use is when the different uses are located on the same site, but not within the same building.

Vertical Mixed-Use is when the different uses are located within the same building, typically residential on upper floors above commercial on the bottom floor.
