Chollas Valley Community Planning Group CIP Project Priorities 2025
Help your community advocate for much needed improvements in our neighborhoods!
Project 1: Castana St. Flood Park
City Budget Request: Funding for Parks and Recreation Department to purchase City utility-owned property at Castana St. and 47th St. Create a Floodable Park with passive recreation consistent with the Park Master Plan’s (2021) 100-acre park acquisition goal and Encanto Neighborhood's Community Plan (2015). A floodable park is a public green space that collects water in extreme rain events to prevent community flooding.
Will you ask the City to fund this project?

Project 2: Radio Towers Park
The community is proposing a public park at Radio Towers Hill in Emerald Hills, a site with panoramic 360-degree views of San Diego and Tijuana. The vision includes green space, walking trails, mounted telescopes, outdoor event areas, cultural gathering spaces, and a small café or retail element. The goal is to activate the site as a public destination and long-term community asset.
Will you ask the City to fund this project?
Yes, I want to see the Radio Towers Park built!
