    This Notice of Report is established under Section 22.1 of the National Community Football Policy Handbook and is for use by an Umpire to report a Player or Football Official who has committed a Reportable Offence as defined under the Laws of Australian Football.

  • PART C - UMPIRE GRADING OF OFFENCE

    • Classifiable Offences 
    • Conduct*
    • Contact*
    • Impact*
    • Low Minimal or no impact on the match. The player continued playing most or all of the match and experienced little to no ongoing issues.
      Medium Some impact on the player. They may have left the field for a while, needed some treatment, and could miss up to one match.
      High Significant impact. The player couldn’t finish the match, is likely to need ongoing medical treatment, and may miss multiple matches.
      Severe Serious injury with major impact. The player is expected to miss a significant number of matches and will require substantial medical care

      Just because no one got hurt, doesn't mean the Impact is automatically “Low”.

      The Impact grading may be upgraded if there was:

      • A High Potential to cause injury
      • Excessive force used, or a clear intention to hurt someone (e.g. driving in, raised elbow).

    • High-level or Low-level Abusive/Obscene/Insulting = rude, shocking or offensive language which may abuse, insult or offend a person.

      • Whether high-level or low-level will be decided by the tone or aggression used, the body language of the person, or the actual or potential hurt caused by the laungauge.
    • Volume*
    • Low - The language could be heard from 1-10 metres away (e.g., conversational volume).

      Medium - The language could be heard from 10-50 metres away (e.g., heard by other players and/or other umpires).

      Loud - The language could be heard from 50+ metres away (e.g., heard by spectators).
