This programme prepares Board members to lead with integrity and confidence in today’s charity environment. It will equip you with frameworks and tools to navigate ethical dilemmas and embed ethics into your charity's DNA.

Modules
There are a total of 8 modules in the course. The modules have to be completed sequentially.
Modules 1 to 3 are a series of self-paced e-learning modules. These modules are focused on Theory and provide the foundation for ethical leadership and fiduciary obligations in line with the Code of Governance for Charities and IPCs.
Modules 4 to 6 are interactive webinars. These sessions focus on Application, where you can practice what you have learnt in the earlier modules and apply the Ethical Thinking Lenses and Ethical Decision-Making Framework to case studies together with our panel of experts. You can also pose questions to our panel of experts, who will discuss them. The live webinars for Modules 4 to 6 will be conducted in the second half of January 2026, February 2026 and March 2026 respectively.
Modules 7 and 8 are self-paced virtual workshops where you can develop actionable steps that your charity can implement.
Schedule
As the modules have to be completed sequentially, the timeline to complete Modules 1–3 by 15 January 2026 is to ensure that learners can attend the live webinar for Module 4. The same approach applies to the timelines for Modules 4 and 5.
- By 15 January 2026: Complete Modules 1-3.
- By 15 February 2026: Join the live webinar for Module 4 (held in the second half of January 2026) or watch the recording of the webinar.
- By 15 March 2026: Join the live webinar for Module 5 (held in the second half of February 2026) or watch the recording of the webinar.
- By 31 March 2026: Join the live webinar for Module 6 (held in the second half of March 2026) or watch the recording of the webinar.
- April 2026: Module 7 runs from 1 April 2026 – 30 April 2026. Complete the workshop tasks by the stipulated deadlines in the module.
- May 2026: Module 8 runs from 1 May 2026 – 31 May 2026. Complete the workshop tasks by the stipulated deadlines in the module.
Outcome
You will be equipped to foster an ethical culture, make clear and principled Board decisions, and guide your organisation to act with trust and transparency in line with your organisation’s ethical compass as new challenges arise.

CHARITIES CAPABILITY FUND (CCF) TRAINING GRANT
FOR ETHICS FOR CHARITY BOARDS IN SINGAPORE by PBSG Academy
1. About the CCF Training Grant
The Charities Capability Fund (CCF) Training Grant provides co-funding for local training courses designed to help charities meet regulatory requirements and enhance governance standards.
· CCF Pre-Approval Period: 1 September 2025 – 30 August 2026
· Pre-Approved Programme: Ethics for Charity Boards in Singapore by PBSG Academy (the “Programme”)
· Eligible Organisations: Exempt and registered charities, and Institutions of a Public Character (IPCs)
2. General CCF Eligibility Criteria
Those eligible for CCF funding under the Programme include:
· Governing board members of charities; or
· Sub-committee members of charities and at least 6 months of service in the charity; or
· Staff with official designation and at least 6 months of service in the charity.

If CCF funding is approved, participants will pay only the nett course fees to PBSG Academy. PBSG Academy will claim the CCF-approved funding directly from the CCF Secretariat.
4. Participant Requirements

o Ensure that ALL fields are accurately completed in the formats requested. CCF Secretariat will reject grant applications with inaccurate or incomplete information.
· Completion of the CCF Grant Application does not guarantee eligibility or approval. (See Section 5 below for Terms & Conditions)
5. Terms & Conditions for CCF Training Grant Applicants
By registering under the CCF Training Grant option, you agree to the following:
5.1 Grant Approval & Disbursement Requirements:
The CCF Training Grant is subject to the CCF Secretariat’s approval, and the submission of the CCF Training Grant Application does not confirm or guarantee eligibility or approval.
Please note that the final grant application outcome by the CCF Secretariat will only be confirmed after the course concludes on 30 August 2026 (estimated timeline: 1 – 2 months after conclusion of course). To be eligible for the CCF Training Grant disbursement, you must:
a) Complete the full Programme; AND
b) Have your grant application approved by the CCF Secretariat.
5.2 Responsibility for Fees:
If you are not eligible for CCF funding, or if your CCF Training Grant application is not approved or disbursed by the CCF Secretariat for any reason, you agree to bear full financial responsibility for the outstanding balance of the course fees that would have been covered by the grant (i.e. the full course fee of $1,000).
5.3 Accuracy of Information and Eligibility:
You confirm that you will provide accurate and complete information in the CCF Training Grant Application Form and that you have reviewed all eligibility and completion requirements before applying. You understand and accept that any inaccurate information provided (including, but not limited to: inaccurate ID number, date of birth order, employer UEN, etc.) or failure to fulfil course completion criteria will result in your disqualification for the grant.
5.4 Finality of Grant Application Outcomes:
You acknowledge that all decisions made by the CCF Secretariat regarding CCF Training Grant applications are final. Please note that PBSG Academy is not able to submit appeals on behalf of registrants.
6. Programme Completion Requirements
To maintain eligibility for the CCF Training Grant, participants must complete the following by 30 August 2026:
6.1 e-Learning Modules
To ensure an optimal learning experience and meet the requirements for CCF Training Grant eligibility, please take note of the following:
· It is strongly recommended that you complete all e-Learning modules of the Programme.
· Your progress for each module will be tracked and displayed in the e-Learning Portal.
· You are responsible for monitoring your own progress and ensuring that all e- Learning modules are completed no later than the completion date. It is to be advised if the completion date will be extended beyond 31 August 2026.
· No extensions will be granted beyond this deadline. Please note that the CCF Secretariat will not approve any CCF Training Grant application if the Programme’s completion criteria are not fully met, regardless of the circumstances.
7. No Refund Policy
Please note the following regarding withdrawals and refunds:
· All course fees paid are strictly non-refundable.
· For registrants applying under the CCF Training Grant option, please note that if you withdraw or do not complete the course, you will be required to pay the remaining balance of the course fees that would have been covered by the grant (i.e. the full course fee, see section 5)
· No refunds will be issued for:
o Withdrawal after registration confirmation
o Failure to attend the course
o Failure to meet CCF Training Grant eligibility or completion criteria
Participants are encouraged to carefully review all Programme requirements and availability before confirming their registration. PBSG Academy reserves the right to enforce this policy in all cases to ensure fairness and administrative efficiency.
8. General Condition of Participation
8.1 Participant Conduct:
You are required to conduct yourself respectfully and professionally throughout the course. PBSG Academy reserves the right to remove any participant for disruptive or inappropriate behaviour. No refunds will be made in such circumstances and the participant will remain liable for the full course fee.
8.2 Technology and Access
You are responsible for securing stable internet access and devices suitable for completing the e-Learning modules. Technical issues encountered on your side will not be considered grounds for extensions, refunds, or appeals to the CCF Secretariat.
8.3 Intellectual Property
All course content, materials, and recordings remain the property of PBSG Academy. You agree not to copy, share, or distribute any part of the materials without the written consent of PBSG Academy.
8.4 Force Majeure
PBSG Academy will not be liable for disruptions, delays, or cancellations caused by circumstances beyond its reasonable control, including but not limited to pandemics, natural disasters, and government directives.
8.5 Amendments to Programme
PBSG Academy reserves the right to amend course content, trainers, or schedules[MK3] . Any such amendments will be communicated to participants, and do not entitle participants to refunds or withdrawal without fee liability.
8.6 Data Protection and Consent
By registering, you consent to PBSG collecting, using, and disclosing your personal data for purposes related to course administration and submission to the CCF Secretariat and relevant authorities for compliance and funding purposes. All data will be handled in accordance with the Personal Data Protection Act (PDPA).
8.7 Governing Laws
These Terms and Conditions shall be governed by and construed in accordance with the laws of Singapore. Any disputes shall be subject to the exclusive jurisdiction of the Singapore courts.
9. Registration Process
9.1 Charity or IPC Eligibility

9.2 Payment of Fees
Course fees are payable upon registration. If your organisation requires an invoice to make payment, please indicate by choosing payment by invoice.
Frequently Asked Questions
Q: Can the invoice be billed to the learner’s organisation?
A: In the registration form, the learner can indicate that the invoice is to be billed to their organisation and provide the contact information of the person in the organisation for us to attention the invoice to. We will then follow up with the invoice to the organisation. After payment is received, the learner will be granted access to the e-Learning Portal and can commence with the course.
Q: How will the modules be delivered?
A: Learners will be granted access to the e-learning Portal where they can access the modules.
Q: When will the learner be granted access to the e-Learning Portal?
A: Learners will be granted access to the e-Learning Portal upon payment for the programme. Learners will receive an email with instructions on how to login to the e-Learning Portal and access the modules.
Q: Do the modules need to be completed sequentially?
A: Yes. The modules have to be completed sequentially.
Q: When do learners have to complete the e-learning Modules 1 to 3?
A: Learners should complete Modules 1 to 3 by 15 January 2026. They will then be able to join the live webinar in Module 4, which will be scheduled in the second of January 2026.
Q: How much time would be required to complete Modules 1 to 3?
A: Each module takes about 50 minutes to complete.
Q: When will the live webinars for Modules 4 to 6 be held?
A: The live webinars for Modules 4 to 6 will be conducted in the second half of January 2026, February 2026 and March 2026 respectively. If the learner is not able to join the live webinar, the learner can watch the recording of the webinar to complete the module.
Q: What is the duration for each webinar?
A: Each webinar is 1.5 hours long.
Q: I do not wish to join the live webinars for Modules 4-6 and intend to watch the recordings of these webinars. Can I have more flexibility over the timeline to complete Modules 1-6?
A: Yes. If you intend to only watch the recording of the webinars for Modules 4-6, you can have the flexibility to complete Modules 1–6 by end March 2026, in time to participate in the virtual workshop in Module 7 commencing 1 April 2026. Q: For the virtual workshops in Modules 7 and 8, do learners have to attend the workshop on a particular date and time?
A: No, learners do not have to attend the workshop at a fixed date and time. The virtual workshops are self-paced workshops where learners have to complete workshop tasks by the stipulated deadlines in the modules. The estimated time to complete the learning material for each module is 4 hours.
Q: How is the CCF funding administered?
A: In the registration form, the learner will have to indicate if CCF Training Grant eligibility criteria is met. With this self-declaration of CCF Training Grant eligibility, we will send an invoice for payment of $200 (being 20% of the programme fee) to the learner/ the learner’s organisation. Upon payment of the invoice, the learner will be granted access to the e-Learning Portal and can commence the course.
The final outcome of the CCF Training Grant application will only be confirmed by the CCF Secretariat after the course concludes on 30 August 2026 (estimated processing time: 1 – 2 months after conclusion of course).
To be eligible for the CCF Training Grant disbursement, the learner must:
a) Complete the full course; and
b) Have their grant application approved by the CCF Secretariat.
If the learner is not eligible for CCF funding, or if the grant application is not approved or disbursed by the CCF Secretariat for any reason, the learner/ learner’s organisation shall bear full financial responsibility for the outstanding balance of the course fees that would have been covered by the grant (i.e. the full course fee of $1,000). An invoice for the balance amount of $800 will be invoiced to the learner/ learner’s organisation at that juncture.
If the learner is confirmed to be eligible for CCF funding, we will claim the balance amount of $800 directly from CCF.
