- HANOVER AREA JAYCEES HALLOWEEN PARADE RULES
The following rules apply to ALL PARTICIPANTS, Please read over this entire page before signing in the box below:
Only currently licensed drivers over the age of 16 may operate motorized vehicles.
Vehicles must have current inspection stickers and registration.
Valid current insurance is required.
Proof of license, registration, and insurance must be available.
Obey all PA traffic laws.
Vehicles must maintain a safe distance from pedestrian traffic in the parade line and spectators. Float spotters are recommended.
Open flames, pyrotechnics or any other exploding devices are not permitted.
- FLOAT & PARTICIPANT SAFETY:
Participants must stay on the parade route unless otherwise told by a parade marshall or law enforcement officer.
PARTICIPICENTS MAY NOT THOW CANDY FROM ANY VEHICLE.
Candy must be walked alongside and handed to the crowd, ensuring it does not land on the parade route.
Music/sound effects should be kept at a reasonable volume on the parade route.
No excessive revving of motors.
No excessive siren or vehicle air horn use is permitted in the parade formation before, during or after the parade.
The borough of Hanover will enfoce its noise ordinace, if you violate the policy you can be subjuct to fines.
- ADDITIONAL PARTICIPANT RULES:
A group MAY NOT pause for display.
Forward motion of each group shall be maintained.
Clean-up crews for animals in the parade are required.
No alcoholic beverages or illegal substances of any type are permitted. Person(s) who appear under the influence of any illegal substance will be reported to the police and immediately removed from the parade.
All entrants are advised that the theme of the parade Halloween and is to be observed and where appropriate:
Fireworks, firearms, and/or weapons of any type are not permitted.
Motorcycles are allowed with advance approval and must be decorated or costumed with the Halloween theme.
Go-karts, mopeds, mini bikes, and similar vehicles must meet the safety requirements and have a Halloween theme.
“Muscle hi-jack” pickup trucks and similar off road vehicles are not allowed.
- The parade is for the enjoyment of the participants and viewers and for that reason the following applies:
Direct solicitation of any sort by any registrants along the parade route is strictly prohibited.
Antique automobiles must be registered as antiques and licensed to drive on the street. The passengers must be dressed in Halloween nature or theme.
Upon arriving at Sheppard Myers Field, Please see the registration table to sign in and collect your parade number. Numbers need to be displayed on the front right of your entry and displayed at all times.
Any group or participant that unfairly slows the parade may be disqualified.
Registration shall bind all members of the unit covered
Violators will be removed and may not participate in future parades.
- NEUTRALITY & COMMUNITY STANDARDS
To maintain a family-friendly and inclusive atmosphere for all attendees, the Hanover Halloween Parade is a non-political and non-religious event. No political or religious messaging, displays, signage, handouts, or agendas are permitted. This includes, but is not limited to, campaigning, religious proselytizing, or the display of symbols associated with specific political or religious movements.
All entries will be reviewed upon arrival.
Any participant, float, costume, or literature found to be in violation of this policy will be required to remove the offending material immediately. Failure to comply will result in removal from the parade route and disqualification from future events.
- PARADE CANCELLATION & REGISTRATION FEE POLICY:
In the event that the parade/event is canceled for any reason, including but not limited to inclement weather, public safety concerns, or administrative decisions, please be advised that all registration fees are non-refundable.
By purchasing or registering, you acknowledge and agree that your fee will be automatically converted into a donation to the Hanover Area Jaycees to support our ongoing community initiatives and administrative costs.
