  • Overview

  • Reed Market Road is a vital east-west arterial in SE Bend. Six to eight trains cross this road each day, and each train delays traffic for five to twenty minutes.

  • This leads to:

    • Increased pollution.
    • Slow response times for emergency services.
    • Safety risks from people trying to beat a train to avoid delay.

    Separating this crossing, by raising vehicles over the railroad tracks with a bridge, will end train delays and improve safety for all users. The railroad operator, BNSF, has provided preliminary approval of the selected concept for the bridge.

  • What we heard

    Last year, we asked for feedback, and you shared what matters most. Here’s what community members said was most important when designing this crossing:

    • Keep access open to 9th Street for businesses and nearby neighborhoods.
      • Intersection safety is key, especially at 9th Street, American Lane, and Quill Place.
    • Improve safety for people walking and biking, and reduce crashes for all types of travel.
      • Over half of the community members who responded said they want shared paths for walking and biking on both sides of the bridge.
    • Plan for future growth and improve traffic flow on nearby streets like 15th and Wilson.
    • When its time for construction, planning effective detours will be very important, as well as a short timeline.
  • Background

  • BNSF has provided preliminary approval for the concept design for the railroad crossing.

    Over the next 12–18 months the team will progress the design, get necessary permits and engage in the right-of-way acquisition process.

    Construction is expected to begin mid-2027, after the Reed Market Road and 15th Street roundabout improvements and the new Ferguson Road and 15th Street roundabout are complete.

    Funding:

    This project is currently funded through the Preliminary Design phase. 60% of funds come from a grant from the Federal Rail Administration (FRA) and 40% from the 2020 Transportation General Obligation (GO) Bond.

    The remainder of the project (design and construction) has been awarded grant funding of approximately $32M through the FRA. The City anticipates signing a grant agreement for these funds in 2026. The local match for construction is 30% of total funds received.

    Timeline:

    The preliminary design process included an analysis of options for how to build the bridge, submission of a selected option to the railroad, and initial utilities coordination.

  • The new railroad crossing design

    Both a bridge and a tunnel were analyzed for the crossing type. Ultimately, the new crossing will be a bridge because a tunnel would cause major drainage issues. It’s also less expensive to build and maintain, and the impacts to the railroad will be less disruptive.

    • The new bridge will maintain the existing access at American Lane and modified access at 9th Street.
    • The roadway will still have two lanes eastbound, and one lane westbound.
    • Reed Market will maintain a left turn onto 9th Street, but only right turns will be allowed coming out of 9th.
    • A pedestrian tunnel will be built just west of 9th Street to travel north-south across Reed Market Road.

  • On the bridge itself the roadway will include:

    • Four travel lanes.
    • Sidewalk with curb on both sides of the road.
    • Bike lane with buffer on both sides of the road.
    • Railroad screening and pedestrian railings.

    The typical Bend roadway section will be maintained for connecting areas of Reed Market Road, including:

    • Sidewalk with planting area on both sides of the road.
    • Bike lane with buffer on both sides of the road.
    • Two eastbound travel lanes
    • One westbound travel lane
    • A turn lane where needed
  • 9th Street Connection

    9th Street is important to the community. We will be able keep 9th Street open by connecting it to the bridge with a ramp, so the new intersection will be higher than it is now.

    • Reed Market Road will have a left turn lane to go north on 9th Street.
    • Only right turns will be allowed coming out of 9th Street onto Reed Market Road westbound.
    • The pedestrian tunnel will connect the existing Canal Trail to the 9th Street shared use path.
    • A pedestrian and bike ramp will also connect the path to the new Reed Market Bridge.
    • Crosswalks will be maintained at American Lane and at 15th Street.
  • Updates on Other Bend Projects

  • Reed Market and 15th Street Improvements

    Proposed multi-lane roundabout design

    This proposed improvement provides a full multi-lane roundabout with two lanes entering at each leg, or approach, and with two lanes exiting. The consistency in lanes will improve driver understanding and navigation.

    • Construction should only require expansion and lane realignment, not a full reconstruction.
    • The landscaping and art at the center will not be impacted.
    • Signage, pavement markings, illumination, and pedestrian crossing treatments will be updated.

    These are the changes that will be made:

    • Extending the roadway to the outside on corners and exit lanes. (teal color on map)
    • Removing part of the center median to make room for the middle lane. (red color on map)
    • Rebuilding sidewalks on the exit lane sides of the street, entry lane sidewalks will remain as is. (purple color on map)
    • Reshaping two of the splitter islands (orange on map).

  • Ferguson and 15th Street Roundabout Project

    Status update:

    • Request design contract approval at November 5th, 2025 City Council meeting.
    • Winter 2025 – Spring 2026: Design.
    • Fall 2026: Anticipated construction start.

    Scope will also consider sidewalk infill and road resurfacing.

  • Bend Bikeways

    The City is designing a variety of safer and more accessible bike and pedestrian routes throughout the community, including the Bend Bikeway Project that will make the most of the existing system to build one connected and protected North-South and one East-West key route.

    9th Street and 15th Street are part of selected routes for north-south travel.
