CONDITIONS OF USE - ROAD USER CHARGE
Terms and Conditions imposed by DCC
Parents of Durham Cathedral Schools Foundation attending Chorister School between the years FS1-Y3 inclusive can apply for a permit for the Durham Bailey Charging area.
The permits are valid Monday to Friday, term time only. Any vehicle access outside of these times will be subject to the road user charge.
The fee is subject to annual review and may increase in line with Consumer Price Index year on year.
Applications can only be made via this form and payment can only be made via Credit or Debit Card. This is to allow for efficient processing of your application.
The current charge is broken down as follows:
£190.00 Access Charge by DCC
£12.00 Admin Charge by DCC
£6.33 Admin Charge by DCSF (Including processing fees)
£41.66 VAT
The charges by DCC contributes to the recovery of system operating costs and ongoing officer time for assistance and audit checks, whilst acting as a deterrent for those able to use other methods of travel.
No refunds will be issued in the event of un-used permits, or if the account is no longer required, or for any other reason.
Each permit allows up to two registration numbers to be added to the system.
It is the responsibility of the user to ensure that the Vehicle Registration Marks (VRMs) are entered correctly. If a VRM has not been added or has not been added correctly, then if the charge is not paid, the registered keeper will be issued a Penalty Charge Notice (PCN). It is the registered keeper’s responsibility to ensure that the PCN is paid.
Motorists must obey the law relating to parking and obstruction of the highway. A permit allows access into the road user charging area only and does not allow parking in contravention of the restrictions in place. Any penalties incurred for parking on yellow line restrictions, disabled bays, loading bays etc. are the responsibility of the registered keeper.
Durham County Council will undertake checks to ensure that the permits are being used in accordance with the agreed conditions of use.
The Council has the right to withdraw or cancel a permit or account at any time. You will be notified of the withdrawal or cancellation in writing at the email address supplied with the account. The account will be invalid three working days after notification in writing is sent.
The account will become invalid if:
- the business ceases to reside/operate from the premises located within the charging area;
- immediately following the expiry of the agreement unless Durham County Council renews that agreement for a further period on application to it;
- the account is not being used in accordance with the conditions of use
If action is taken following a breach of these conditions, the account holder may make a representation to Durham County Council’s Parking Manager for a review of their case.
Abuse or continued misuse of a permit(s) will result in suspension of issue of further permits and the right to reapply will be reviewed annually.
