November Telehealth SIS Meeting
Learning Outcomes:
- How did telehealth emerge as an important option for providing OT services to Medicare beneficiaries
- What are the benefits of OT via telehealth that cannot be duplicated in a facility setting
- How is Congress likely to act to enable telehealth options to continue for Medicare beneficiaries
Congress and CMS implemented waivers in 2020 to allow Medicare beneficiaries access to many services via telehealth including OT. These waivers were routinely extended until September 30, 2025 when they were allowed to expire as part of a partisan funding debate which resulted in a government shut-down. Telehealth in Medicare enjoys broad bi-partisan support, and legislation to make telehealth a permanent feature in Medicare is likely to be considered in the coming years. Andy Bopp, AOTA’s federal lobbyist who works on this issue, will provide a briefing on the importance of telehealth to OTPs and patients and a forecast on how Congress will address this issue in the future.
About the Speaker:
Andy Bopp (pronounced like “hope” or “pope”) is a Senior Legislative Representative with AOTA, and he works on healthcare issues, primarily related to Medicare. His issue portfolio includes Congressional efforts to address multiple problems with the Medicare Advantage program, the ability of OT to be provided as a solo Medicare home health service, and the ability of OTPs to utilize telehealth in Medicare. He lives in DC and has been working on the Hill for 25 years, the last 7 with AOTA.
