Proposed development dwelling unit on the roof of 121-125 W. Plaza St.(DRP25-0001)
Council Members: The undersigned persons are opposed to the proposed project that seeks to develop a dwelling unit on the roof of the dental office located at 121-125 W. Plaza St., Solana Beach (DRP25-0001) (the “Project”).Solana Beach Zoning Code § 17.68.040 (H)(1) provides that the City Council may approve or conditionally approve a development review permit only if certain findings can be made, including that “[t]he proposed development is consistent with the general plan and all applicable requirements of this title, including special regulations, overlay zones, and specific plans.” The undersigned persons contend the proposed Project does not qualify as a “live/work” project under Solana Beach Municipal Code (“SBMC”) § 17.60.170, which, by its own express terms, is “intended for individuals and families engaged in the arts and crafts, small scale custom manufacturing, special commercial retail, and similar creative endeavors.” As a result, the City Council cannot make the finding required by §17.68.040 (H)(1). The Project is also not designed to be compatible with or complementary to existing development as required by SBMC 17.68.040(F)(1). The Project is located between two 1920s buildings that are recognized as historic landmarks in Solana Beach– 115-117 W Plaza St. (the “Fletcher Building”) and 123 W Plaza St (the “Saddle Bar”). The Fletcher Building is stucco with a Victorian façade, and the Saddle Bar is stucco and stone in the “Mission” style. In contrast, the style of the Project is modern and proposes a building comprised of brick (or brick veneer), glass and metal. Additionally, the Fletcher Building and the Saddle Bar have been long occupied by a restaurant and bar, respectively, with the second floor of the Fletcher Building also being occupied by commercial tenants engaged in professional services. Allowing a private residence on the roof of the existing dental office will not compliment these uses but is rather, inherently incompatible with those uses. As the City Council is aware, there are no other residential dwelling units fronting Plaza Street. The Project will result in both short and long-term negative impacts on the neighboring properties and businesses and the members of the public frequenting those businesses, without any corresponding community benefit. For these reasons, the undersigned persons respectfully request the City Council deny approval of the Project.
