    Redistributed and Unallocated Funding: Surface Transportation Block Grant and Transportation Alternatives Program
  • Metroplan has additional money for 2026 obligation to allocate to existing projects. This funding includes a combination of TIFIA Redistribution funds and annual carryover. These funds must be obligated in FFY 2026 by September and therefore are prioritized towards existing projects. Metroplan has $3,250,000 in STBG funding and $1,100,000 in TAP funding available.

    Projects eligible to apply for additional funding include those that have received a previous award from Metroplan, have an existing ArDOT project number, and can obligate in 2026. Projects will be prioritized as follows:

    • Priority 1 – Projects already bid for construction but need additional funding to cover construction costs at a full 80-20 matching ratio.
    • Priority 2 – Engineering/Design projects that require more funding to cover the contract limit.
    • Priority 3 – Projects authorized to bid but lack enough in obligation to cover construction costs at a full 80-20 matching ratio.
    • Priority 4 – Projects anticipated to bid in 2026 that have not yet been authorized will be considered if funding awards from the above priorities leave an unallocated balance. Funding will be awarded on the condition that bidding is achieved by August 2026. If 2026 bidding is not achieved, funding will be reallocated to other projects.

    Local sponsors must maintain a 20% cash match of their project’s total cost. New funding may not be used to reduce the overmatch of a project from a prior application. Metroplan will update the new required local match amount.

    Metroplan members may submit multiple applications for both 2026 STBG and TAP funding but must indicate by sequential numbering each jurisdiction’s priority. Request for funding should use the following guidelines for new federal funding amounts.

    Applicants may seek any funding amount up to the award maximum below.

    • STBG award guideline: Up to $500,000
    • TAP award guideline: Up to $200,000

    Projects may be awarded over the maximum if the total funding requests received during this call fall below the amount of unallocated funding. Metroplan will consider each project’s existing total awarded funding and the number of recent awards by jurisdiction.
